The United Steelworkers of America District 31 opposes the construction of the proposed Bailly I Nuclear Power Plant for several reasons: 1) The $1 billion cost would be better spent on energy conservation projects at steel plants. 2) The proposed site is too close to population centers like Chicago and steel plants like Bethlehem Steel's Burns Harbor Plant. 3) There is no adequate evacuation plan for the steel plants in the area in the event of an emergency at the nuclear plant. The risk to over 43,300 steelworkers in the area outweighs any potential benefits of the plant.

My name is Mike Olszanski. I am Chairman of United Steelworkers
of America District 31, Environmental Committee, and have also been
recently re—elected to the Executive Board of my Local Union, Local
1010, the largest in the Steelworkers' Union with over 18,000 members
at the Inland Steel Indiana Harbor Works.
I here on behalf of District 31's 120,000 members in the Chicago
and Northwest Indiana Area, ag well ag District 31 Director, James
Balanoff.
Local 1010 wag the first USWA Local to oppose Nuclear Power
Plants, and in 1976 unanimously adopted a Resolution opposing
construction of the Bailly I Nuclear Power Plant. In 1978, District
31, by vote of delegates to the Annual District Conference, over—
whelmingly adopted a similar resolution, opposing Construction of
Bailly 1.
Our concerns in opposing this Plant are several:
1. The cost of the Plant, projected to be about $1
Billion, is excessive, and would be born primarily
by rate payers through rate increases which many
can ill—afford.
2. This $1 Billion in capital investment would be
better spent by the Steel Companies themselves,
to install Energy Conservation Hardware such as
Co—Generation and Dry Coke—Quenching Equipment.
According to Business Week, Pacific Gas and
Electric was able to save energy through an
insulation program at a cost of about 1.5 cents
per kilowatt. The Energy saved by this program
would cost 4.5 cents per kilowatt in new
generating capacity.
3. The Safety of Nuclear Power Plants has always been
questionable. Assuming no major accidents at
Bailly I, leakage could subject workers in the
Plant and area residents to unacceptable Health
and Safety risks.
The main objection of my membership to Bailly I is the proposed
site of the Reactor. BailIy I would be built directly adjacent to the
Indiana Dunes National Lakeshore, and Lake Michigan, which is the
only source of drinking water for the City of Chicago, which is
within 20 miles of the site.
Even more significantly in the view of my Union, the Bethlehem Steel
Burns Harbor Plant which employs about 5800 of our members, is within 700
feet of the site. This facility, the most modern Basic Steel Plant in the
Country, hag an average iron making capacity of about 12,000 tons per day.
The evacuation plan for this plant suggests that several thousand employees
could be quickly evacuated through two (2) exits onto highway U.S. 12. The

Plant presently operates on staggered shifts, to relieve traffic
congestion. In spite of this, severe traffic jams are being experienced
by employees leaving the Plant at shift changes.
This problem is aggravated In winter by enw and icy roads; In
summer by the huge volume of traffic added by visitors to the Dunes
National Park.
USWA Local 6787, representing the Bethlehem Employees, has voted
to Institute Legal Proceedings concerning the lack of an adequate
evacuation plan.
Evacuation is complicated by the fact that the Coke—Ovens, Blast
Furnaces, Basic Oxygen Furnaces, and other facilities at the Plant
require several days to shut down without destruction of this equipænt.
Were Bethlehem unable to maintain a crew of several hundred people to
shut down these units properly, or should all the employees evacuate the
Plant due to an emergency at Bailly I, the permanent 108B of millions of
dollars In Steelmaking facilities would be Inevitable.
In addition, United States Steel's Gary Works, which employs
about 19,000 USWA members of Local 1014 and Loca1 1066, is within 8
miles of Bailly I.
Midwest Steel, Division of National Steel, which about 1100 USWA
members of Local 6103, Is within 2 miles of Ballly I.
Inland Steel’s Indiana Harbor Works, which employs about 18,000
USWA members of Local 1010, Is within 16 miles of BallIy I.
Jones and Laughlin's Indiana Harbor Works, (formerly Youngstown
Sheet & Tube) which employs about 8000 USWA members of Local 1014 is
also within 16 miles of Bailly I.

United States Steel's South Chicago Works, which employs about 7,000
USWA members of Local 65, is about 20 miles from BailIy I.
The Northern Indiana Public Service Company employs approximately
4100 USWA members of Local 12775, Local 3300 and Local 19796, some of
whom would be employed at BallIy I, and most of whom live within 15
miles of the site.
Many small Locals within 20 miles of the Bailly I site,
over 43,300 USWA members work within thig 20 mile limit.
The largest concentration of Basic Steelmaking capacity in this
Country lies within 10 to 20 miles of Bailly I. Loss of even a
part of this Steelmaking capacity due to accident or improper
evacuation could cripple the Nation's steel Industry.
District 31, United Steelworkers of America Is therefore
strongly opposed to construction of Bailly I. The risk, to the
jobs; health and lives of our members and their families, as well
as all the other residents of Northwest Indiana and Northeast
Illinois, far outweighs any possible benefits to be derived from
construction of Bailly I.
District 31 urges this Committee to do all in its power to
stop BailIy I from being built.
