Lightning occurs in several distinct stages. First, an electric charge builds up within the cloud and between the cloud and the ground. Then, when the voltage becomes high enough, a conductive pathway forms through the air in a flash of light. This pathway allows the built up electric charge to discharge very rapidly in a visible electric spark called a lightning bolt.
