Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Гос. органы: назначает и освобождает от должности председателя Совета министров, назначает по
рекомендации последнего министров и государственных секретарей, назначает пять пожизненных сенаторов
«по праву», распускает с учетом конституционных рамок своих полномочий палаты Парламента и назначает
выборы новых палат; может выступить с инициативой созыва палат на чрезвычайную сессию, распускает на
основании предварительного постановления совместной комиссии представителей Палаты депутатов, Сената,
областные советы.
Судебная сфера: возглавляет Высший Совет магистратуры, назначает по его представлению членов этого
Совета, назначает треть судей Конституционного суда.
Внутренняя и внешняя политика: является командующим Вооруженными силами, возглавляет Верховный
Совет обороны и по решению палат Парламента объявляет состояние войны.

Президент ответственен лишь за государственную измену или
посягательство на Конституцию (ст. 90). В этом случае Парламент на

своего состава должен принять решение о придании Президента суду.

Согласно Конституции Италии Президент выступает как глава
исполнительной власти, однако он не обладает собственными

65. Мировой суд – низшее звено судебной системы, есть в каждой коммуне. Мировой судья
выполняет функции примирения сторон в гражданско-правовых спорах и осуществляет
судебную юрисдикцию по гражданским делам, которые он решает на основе «права и
справедливости».
Суд претора образуется в административном центре каждого из преторских округов.
Претор выполняет функции судьи по гражданским делам в первой и в апелляционной
инстанции, судьи по трудовым делам в первой инстанции, а также судьи по уголовным
делам и судьи по вопросам опеки.

центрах судебных округов, как правило, совпадающих с провинциями. Трибунал
рассматривает в первой и апелляционной инстанции гражданские дела, индивидуальные
трудовые споры, а также рассматривает в первой и апелляционной инстанции уголовные
дела.
Апелляционный суд – в специальных апелляционных округах (23). Он рассматривает
апелляции на решения судов первой инстанции по гражданским и уголовным делам, а
также осуществляет следственные функции. В его состав входят следственное отделение,
отделение по трудовым спорам, от- деление по делам публичного водопользования и
отделение по делам несовершеннолетних.
66. Суд присяжных
Суд присяжных учреждается (1 или несколько) в каждом
апелляционном округе. Суды присяжных рассматривают уголовные
дела, отнесенные к их компетенции. Суд присяжных состоит из
апелляционного магистрата (глава суда), магистрата трибунала и 6-ти
народных судей.
Апелляционный суд присяжных рассматривает апелляции на
решения судов первой инстанции по уголовным делам,
отнесённым к их компетенции.
67. Административные суды
Государственный совет – выполняет консультативные функции в
области административного права, дает свои заключения о
законопроектах, направляемых Правительством, осуществляет
юрисдикцию по охране законных интересов.
В судебной системе выполняет функции по защите прав граждан в
отношениях с государственными органами; по рассмотрению жалоб
на решения областных административных трибуналов.
В Совет входят 74 государственных советника, назначаемых декретом
Президента Республики.
68. Конституционный суд
15 судей // 9 лет
назначаются по третям президентом, парламентом и высшими инстанциями юстиции (Высшим
советом магистратуры, Государственным советом и Счётной палатой).
Ограничения: должность судьи КС несовместима с обязанностями члена Парламента/областного совета,
с участием в д-ти общественных организаций и политических партий.
Полномочия:
1)Споры о конституционности законов и имеющих силу законов актов государства
2)Споры о компетенции между властями государства и между государством и областями, между самими
областями
3)Обвинения простив президента Республики и отдельных министров
(Конституция Италии, Конст, закон 9 фев. 1948 о конституционной законности судебных решений и
гарантиях независимости Конституционного суда, Закон 11 марта 1953 об учреждении и
деятельности Конституционного суда)

Государство и католическая церковь независимы и
суверенны в принадлежащей каждому из них сфере.

Латеранское соглашение (Договор и Конкордат): частичный суверенитет и международная правосубъектность, католическая церковь – традиционная религия Италии. Нормы ЛС носят конституционный характер, т.к. есть ст. 7. Была ст. Альбертинского статута (в Конст и в Конкордате), по которой «католическая апостольская римская религия» объявлялась единственной гос. религией, но в 1984 году её исключили из Конст. И из Конкордата.
