CES - SPT
CONSTITUTION AND BY-LAWS
Article 1. NAME. The team shall be known as "CARANIOGAN ELEMENTARY SCHOOL PLANNING
TEAM ".
Article II. OFFICE. Caraniogan Elentary School, Caraniogan , San Manuel, Isabela is the office of the team.
Article III. PURPOSE. The general purposes of this team fulfills the requirements associated with the
Framework for enhancing student learning by providing a school-wide focus for enhancing student learning in
our school. The Planning Team reflects a public commitment by education partners to work together to
continuously improve learning for each student. Key elements of their mandate include:
 School-wide focus: Establishing a strategic focus on student learning throughout the school and across
grades.
 Planning for continuous Improvement: Support for multi-year school planning
 Effective Communication of Evidence: Identify and support meaningful evidence of student and school
progress , along with effective ways to communicate this to the public.
 System-Wide Capacity Building: Activate school and district networks and partnership to support efforts
to enhance student learning.
 Linkages with existing Local Agreements: Ensure consistent and meaningful integration of the
Aboriginal Agreement.
Article IV. MEMBERSHIP
The School Planning Team operates as a committee of a whole. The school community works
collaborative to address the enhancement of student learning.
Section 1. School stakeholders shall be member of the Team.
Section 2. Teachers who are actually teaching in the school shall be automatically become bonafide
members of the team.
Section 4. Parents, Barangay officials and other stakeholders shall be represented in the team
Section 5. Termination of membership is upon resignation, transfer, or retirement from service.
Article V. RELATIONSHIPS
Section 1. While our work is advisory, the School Planning Team reflects a public commitment by
education partners to work together to continuously improve learning for each student.
Section 2. PAC is invited to join staff members in meaningful conversations related to the
improvement of student learning.
Article VI. ORGANIZATION

2. The committee will meet throughout the year to review, revise and create a School growth plan document
that highlights the plans of the school community egarding the enhancement of student learning.
Article VII. DECISION MAKING
The committee makes recommendations to the principal and school staff on the basis of consensus.
Article VIII. QUORUM
A majority of the members of the club present shall constitute the quorum for the transaction of
business.
Article XIV. PARLIAMENTARY AUTHORITY
The Robert Rule's of Order shall govern in all cases.
Article XV. ORDER OF BUSINESS
The following order of business shall govern the meetings of the club:
a. Call to order
b. Reading of minutes or previous regular or special meetings.
c. Minutes of the board.
d. Correspondence
e. Committee Report
f. Treasurer's Report
g. Unfinished business
h. New business
i. Adjournment
