NASA and other US government space agencies have historically taken a liberal approach to sharing images and data from their missions, as these works are excluded from copyright as government works. ESA currently requires credit and approval for commercial use of its images, but aims to gradually adopt the Creative Commons model. DLR in Germany originally reserved all rights to its multimedia content but transitioned to using Creative Commons licenses starting in 2008 to facilitate greater dissemination and legal certainty for users. This transition was assessed as legally permissible and aligned with DLR's goals. The experience since has shown no issues, supporting an open approach to sharing space science content.
