BACKGROUND
The USAID IFACS is a four year Project designed to support the USAID Indonesia’s Country
Program Strategy 2009 - 2014, Objective 2 “Sustainable Management of Natural Resources,”
Intermediate Result 1 “Improved Management of Forest Ecosystems” – whereby the Project seeks to
reduce threats of deforestation and Climate Change (CC). The Project has work locations in Aceh,
West Kalimantan, Central Kalimantan and Papua provinces. Those provinces are known as high risk
provinces in Indonesia in terms of:
1. Aceh – earthquake, flood, tsunami, armed conflict
2. West Kalimantan – forest fire, flood, riot
3. Central Kalimantan – forest fire
4. Papua – riot, armed conflict, flood
USAID IFACS currently has Security and Safety Manual which developed by Tetratech ARD Home
Office. However, the manual is yet to be adapted with Indonesia safety and security challenges and
situation.
OBJECTIVES (SCOPE)
The objectives of having Safety and Security Consultant are:
1. To make adaptation of Tetratech ARD Home Office Security and Safety Manual with
Indonesia’s security and safety situation and to complete the manual with local information
and procedure regarding:
a. Safety and Security risk assessment of each province where USAID IFACS staffs are
working and other neighboring provinces
b. Procedure to react and/or evacuate if a safety/security situation occurs
c. Assessment of each USAID IFACS office with regard to its safety/security condition and
assess capacity of other important locations near USAID IFACS Office such as: hospital,
airport, evacuation meeting point, transportation, accommodation, etc.
2. Introduce and train USAID IFACS staffs of new Security and Safety Manual in each USAID
IFACS Office to ensure their readiness in safety/security emergency situation, including
appointing and training Security/Safety Focal Person in each office.

QUALIFICATIONS/REQUIREMENTS
 Diploma’s degree.
 At least 5 years of experience in security/safety industry, with at least 2 years working in
security/safety unit for emergency or development programs.
 Travel around Indonesia is required.
 Good speaking and writing in English
 Know security and safety characteristic in provinces that USAID IFACS staffs work.
TASKS (PERFORMANCE REQUIREMENTS)
Adaptation of Safety and Security Manual
1. Adapt Home Office’s safety and security manual to include local context such as safety and
security threat in each province, how to mitigate, how to evacuate, how to report and
important locations nearby our offices.
2. Assessment of USAID IFACS Offices with regard to safety and security conditions. Include
within the assessment: emergency exit, evacuation plan, location of the office (against
specific security/safety threat) and security of the office.
3. Prepare final draft of USAID IFACS Safety and Security Manual
Training of USAID IFACS Staffs
1. Training of USAID IFACS staffs in all locations to ensure their understanding with regard to
USAID IFACS Safety and Security procedures.
2. Appoint a Security Focal Person in every USAID IFACS office to provide guidance and
advice to head of the office in any security/safety situation or issues.
3. Train Security Focal Person in each USAID IFACS Office
DELIVERABLES
1. Final Draft of USAID IFACS Safety and Security Manual (by July 13, 2012)
2. Staff Training in all USAID IFACS Locations (by August 3, 2012)
3. Final Report of Consultancy (By August 15, 2012)
LOCATION
Consultant will work in Jakarta with travel to Aceh, Kalimantan and Papua.
ESTIMATED COSTS
USD60/day, with maximum of 40 days. USAID IFACS will pay for travel related expenses for travel
outside Jakarta.

Dear Pak Guntur,
USAID IFACS would like to use your service as a consultant in Safety and Security to assist USAID
IFACS in:
1. Adapting Tetratech ARD Home Office Security and Safety manual with Indonesia security
and safety situation and to complete the manual with local information and procedure regarding:
a. Safety and Security risk assessment of each province where USAID IFACS staffs are
working and other neighboring provinces
b. Procedure to react and/or evacuate if a safety/security situation occurs
c. Assessment of each USAID IFACS office with regard to its safety/security condition
and assess capacity of other important locations near USAID IFACS Office such as:
hospital, airport, evacuation meeting point, transportation, accommodation, etc.
2. Introducing and training USAID IFACS staffs of new Security and Safety Manual in each
USAID IFACS Office to ensure their readiness in safety/security emergency situation,
including appointing and training Security/Safety Focal Person in each office.
The fee for this consultancy will be USD60 per day with maximum working day of 40 days. The
service will start on June 20th until August 15, 2012.
The fee above is excluding tax in accordance to Indonesia Tax Regulation. Travel outside Jakarta
will be arranged by USAID IFACS Office in Jakarta, and expenses related to the travel will be paid
by USAID IFACS.
