This document discusses small and medium-sized enterprises (SMEs) and their role in global trade. It notes that SMEs make up a significant portion of GDP in many countries, ranging from 15% in low-income countries to 50-55% in high-income countries. However, SMEs face challenges when it comes to international trade due to limited resources and unfamiliarity with customs and trade regulations. The World Customs Organization and national customs administrations are encouraged to work with SMEs, customs brokers, and other organizations to provide training, simplify procedures, and develop programs to help SMEs comply with trade and customs rules.
