Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

ՓՄՁ առանձնացումը և դրա հանդեպ ընդգծված պետական քաղաքականության
իրականացումը բոլոր երկրներում առավել շատ քննարկվող երևույթներից մեկն է։
Դա պայմանավորված է այն հանգամանքով, որ ՓՄՁ–ները մեծ դերակատարություն
ունեն ինչպես ՀՆԱ–ի ձևավորման, այնպես էլ զբաղվածության և հարկային
մուտքերի ապահովման, սոցիալական լարվածության նվազեցման գործում։

Տնտեսությունում բիզնես միջավայրի յուրօրինակ բնութագրիչ է դիտարկվում նաև
նոր գրանցված մասնակիցների թվաքանակը, որը և բազմիցս բարձրաձայնվում է
պետպաշտոնյաների կողմից (տես Նկար 1): Ինչպես նկատում ենք 2014-2016թթ.-ին
գրանցվել է ակտիվ հարկ վճարողների տարեկան միջինում մոտ 5 տոկոսի աճ (74416-
ի փոխարեն՝ 78246) և կարծես թե առաջին հայացքից առկա է դինամիկ աճ: Իհարկե
ավելի բնութագրական կլիներ ներկայացնել նաև փակված ՓՄՁ-ի թիվը, բայց նման
վիճակագրությունը բացակայում է: Սույն ուսումնասիրությունում փորձել ենք
գնահատել ՓՄՁ իրավիճակը վիճակագրական տվյալների ավելի խորքային
ուսումնասիրության միջոցով։2

Կարծես թե բավական դրական իրավիճակ է, քանի որ գրեթե բոլոր ՓՄՁ
սուբյեկտների գծով առկա է ակտիվ հարկ վճարողների քանակական աճ: Սակայն,
ավելի խորքային ուսումնասիրությունը փաստում է, որ ոլորտում առկա են խորքային
հիմնախնդիրներ, իսկ ակտիվությունը թվացյալ է: Մասնավորապես այդ

Ինչպես նկատում ենք 2016թ. ՓՄՁ ոլորտում բոլոր սուբյեկտների կտրվածքով
նկատվել է աշխատողների թվաքանակի անկում, ինչը կարծում ենք առավելապես
խոսում է առկա հիմնախնդիրների մասին։
Հաջորդ ուղղությունը որը մենք ուսումնասիրել ենք դա շրջանառության ծավալների

Ինչպես տեսնում ենք դիտարկվող ժամանակահատվածում նկատվել է ինչպես
շրջանառության ծավալների, այնպես էլ հարկային վճարումների շարունակական
աճ, ինչը կարող է պայմանավորված լինել ինչպես վարչարարության, այնպես էլ
ակտիվ հարկ վճարողների թվաքանակի աճով:

Ինչպես նկատում ենք միջինում մեկ գերփոքր և փոքր ակտիվ հարկ վճարող
սուբյեկտի հաշվով շրջանառության ծավալները աննշան ավելացել են, ի
հակադրության դրա շուրջ 18 տոկոսով նվազել է մեկ ակտիվ հարկ վճարող
համարվող միջին սուբյեկտի շրջանառությունը:
Հաջորդ բնութագրական ուղղությունը ՓՄՁ ոլորտում հարկային վճարման
վարքագծի ուսումնասիրությունն է:

Ինչպես նկատում ենք 2016թ էականորեն ավելացել է հարկերի վճարման
մակարդակը, մասնավորապես տարօրինակ է, որ շրջանառության ծավալների 18
տոկոս նվազման պայմաններում միջին սուբյեկտների կողմից հարկերի
վճարումը ավելացել է 62 տոկոսով (119 մլրդից՝ 193 մլրդ):
2016թ. հարկային եկամուտները և պետական տուրքերը ըստ պետական բյուջեի
հաշվետվության կազմել են 1079.7 մլրդ դրամ: Նշված գումարից 1046.4 մլրդ դրամը
կազմել են հարկային եկամուտները, 33.3 մլրդ դրամը` պետական տուրքերը:
2015 թվականի համեմատ հարկային եկամուտները և պետական տուրքերն աճել են
1.1% ով կամ 11.8 մլրդ դրամով: Ինչպես տեսնում ենք ՓՄՁ հատվածից հարկային
եկամուտները 2015թ համեմատ աճել են 42 տոկոսով, իսկ 2016թ. ՓՄՁ
սուբյեկտները ապահովել են ընդհանուր հարկային եկամուտների 37.6
տոկոսը:
5. Հանրային քաղաքականության հետազոտությունների ազգային կենտրոն ՀԿ
ՓՄՁ ոլորտում մեկ հարկ վճարողի հարկային ծանրաբեռնվածությունը 2014-
2016թթ․
Հարկ վճարողի հարկային ծանրաբեռնվածության հաշվարկը իրականացվել է
հարկային վճարումների ծավալը հարաբերելով տվյալ ենթաուղղության ակտիվ հարկ
վճարողների թվաքանակին։
2014թ ոլորտում հարկ վճարողի հարկային ծանրաբեռնվածությունը ըստ ոլորտների
և ըստ մեծության ներկայացված է աղյուսակ 4-ում:

ծանրաբեռնվածության առումով առավել բարձր ոլորտներ են շինարարությունը,
հանքարդյունաբերությունը, առողջապահություն և բնակչության սոցիալական
սպասարկման տեղեկատվությունը և կապի ոլորտները:
Ինչպես տեսնում ենք մեկ հարկ վճարողի ծանրաբեռնվածությունը շարունակաբար
բարձրացել է, մասնավորապես 2015թ-ի համեմատ 2016թ-ին մեկ ակտիվ հարկ
վճարողից ստացված հարկերի մեծությունն աճել է շուրջ 39 տոկոսով, այն
պարագայում երբ ակտիվ հարկ վճարողների քանակը դիտարկվող
ժամանակահատվածում ավելացել է ընդամենը 3 տոկոսով: Ավելին, դիտարկվող
ժամանակահատվածում ՓՄՁ շրջանառությունը ավելացել է ընդամենը 12 տոկոսով:
Ամփոփելով պետք է նշել, որ ակնհայտ է, որ ՓՄՁ սուբյեկտներից գանձվող հարկերի
մեծությունն աճում է ավելի արագ տեմպերով, քան շրջանառությունը ավելի քան 3
անգամ:

զարգացումներ են տեղի ունեցել, հակառակ դեպքում դժվար է պատկերացնել, որ
հարկային վճարումները կազմեն շրջանառության շուրջ 97 տոկոսը: Հաջորդը
նկատում ենք, որ շինարարության ոլորտում շարունակական ավելանում է
հարկման ծանրաբեռնվածությունը, որով էլ պայմանավորվում է այս ոլորտի
շարունակական անկումը տնտեսության մեջ: Ի լրումն ավելի գրավիչ է
դառնում մշակույթի և զվարճությունների ու հանգստի ոլորտի հարկերի
վճարման տեսանկյունից, ինչով էլ պայմանավորվում է ոլորտի
շարունակական աճը տնտեսության մեջ:

Հ․Գ․ Հաշվի առնելով հանքարդյունաբերության վիճակագրության արձանագրված
թերությունը (որը կարծում ենք հավելյալ պարզաբանման կարիք ունի) փորձել ենք
միտումները մասին ուսումնասիրությունը ներկայացնել նաև առանց
հանքարդյունաբերության։

Պատկերավոր ասած աղյուսակ 9-ը ցույց է տալիս, որ 2014թ․ՓՄՁ ոլորտը միջինում
6․6 դրամ շրջանառությունից 1 դրամը հարկ էր վճարում։ 2015թ․ ՓՄՁ ոլորտը
միջինում 5․9 շրջանառությունից 1 դրամն էր հարկ վճարում։ 2016թ ՓՄՁ ոլորտը
միջինում 4․7 շրջանառությունից 1 դրամն էր հարկ վճարում։
ԱՄՓՈՓՈՒՄ
Ամփոփելով պետք է նշենք, որ ՓՄՁ ոլորտում հարկային ծանրաբեռնվածությունը
մեծանում է, իսկ հիմնական աճի բեռը բաժին է ընկնում առավելապես չափերով
միջին սուբյեկտներին։
