The National Telecommunications Commission (NTC) released results of its network quality tests for the second quarter of 2012 which showed that Smart Communications, Inc. (Smart) had significantly better results than Globe Telecom across four key parameters: drop call rate, call set up time, average signal quality, and average receive signal level. However, Globe selectively focused on the "blocked call" parameter where it performed better and claimed it had a better network.
