POLITICAL SUBDIVISIONS
Is a region located in the Mindanao island
group of the Philippines
 is composed of 5 predominantly Muslim
provinces and 2 cities, namely:
Lanao del Sur (39 municipalities) and
Marawi City
Maguindanao, (28 municipalities)
Basilan (7 municipalites) and Lamitan City
Sulu (19 municipalities)
Tawi-Tawi (11 municipalities)

 BP 20 (1979), Regional
Autonomous Government in
Western and Central Mindanao
Region with the creation of
Batasang Pampook and Lupong
Tagapagpaganap ng Pook. This
was turned down by MNLF
 1987 Jeddah Accord was signed,
the Phil. Constitution provided for
the creation of ARMM and CAR.

the Organic Act for the ARMM

AUTONOMOUS REGIONAL GOVERNMENT
MANDATE
Based on said executive powers of the Regional Governor,
the officials and employees of the ORG shall,
• Promptly respond to the needs and requirements of the Regional
Governor in the performance of his functions in the ORG which
include, but not limited to, preparation of issuances and
engagements;
• Deliver a quality technical and administrative support to the
Regional Governor in development management, strategic
planning, comprehensive research and frugal regional
administration;
• Aid and support the Regional Governor in objective decision
making for the people of the autonomous region;
• Continue to embody rigid commitment into maintaining a
progressively improving management system
PROFILE OF THE AUTONOMOUS REGIONAL GOVERNMENT
 Seat of Autonomous Government-Cotabato City, although this city is
outside of its jurisdiction.
 The executive is the Regional Governor, with cabinet members of ten
 it has its own Regional Legislative Assembly lead by the Speaker (24 seats)
 Term of office is 3 year, synchronized with national election (Year 2016)
 The Judicial power is vested in Supreme Court. Shari’ah Court only applies
to Muslims.
 The Regional Government shall enjoy fiscal autonomy, and have the
power to create its own sources of revenues and to levy taxes, fees, and
charges subject to the provision of the Constitution and Organic Act.
 Sharing of IRA-35 % province or city, 35% ARG, 30 % NG
 Regional Economic Zone Authority is created.
 Sharing in Strategic Minerals Revenues, Taxes and Fees-50% ARG, 50% NG

PROFILE OF THE AUTONOMOUS REGIONAL GOVERNMENT
 There is PNP Regional Command in the ARMM called
Special Regional Security Force or Regional Police Force
 The defense and security of the AR shall be the
responsibility of the NG
 The RG may request the President and call upon the
AFP to suppress lawless violence, invasion, rebellion,
when the public safety requires in AR. If RG does not
act within 15 days after the occurrence of the event,
the President may send the AFP.
 The Regional Government recognizes indigenous
structures or systems which promote peace, law , and
order.

technology, and people empowerment)
 Customs, traditions, Religious Freedom guaranteed
 Filipino and Islamic Values in educational policies
 Improving Status of the Marginalized
 Regional Government Authority over Natural Resources
 Preferential Rights of Inhabitants and their Safeguards
 Protection of women and children
 Enhancement of quality of life
 Progressive Tax System
 Equitable share in National Budget and Development Assistance
 Rights to Initiatives, Consultations, Referenda, and Plebiscite
 Fundamental Rights and Duties of People
 Human Rights Commission
 Environmental Protection and Sustainable Development
POWERS OF GOVERNMENT
 The Regional Government shall exercise those powers
and functions expressly granted to it in the Organic Act
(RA 9054).
 The Regional Government may enact its own Regional
Administrative Code and Regional Local Government
Code consistent with the Constitution.
 National Taxes provided by the Local Government Code
of 1991 to the LGUs in the ARMM shall not be reduced.
 The ARMM is a corporate entity with jurisdiction over
all matters devolved by the Constitution and Organic
Act.
POWERS OF GOVERNMENT
The Regional Assembly may exercise
legislative power except on the following :
Foreign Affairs
National Defense and Security
Postal Service
Coinage and fiscal and monetary policies
The Regional Assembly may legislate on
matters covered by the Shari’ah. But limited
applications pertinent to constitutional
provisions (ex. cruel and unusual punishment)
POWERS OF GOVERNMENT
The Regional Assembly may legislate , by
pertinent national legislation that promotes
human rights and the universally accepted legal
principles and precepts:
 Quarantine
 Customs and tariff
 Citizenship
 Naturalization, immigration and deportation
 General Auditing
 National election
 Maritime, land, and air transport and communications (franchise,
licenses, and permits)
 Patents, trademarks, trade names, and copyrights
 Foreign trade
POWERS OF GOVERNMENT
The Regional Assembly may enact laws that
promote the general welfare of the people of
the autonomous region.
The autonomous region shall be represented
in the departments, offices, commissions,
agencies, and bureaus of the national
government that implement and enforce
policies, programs and projects of the national
government in the region.
INTER-GOVERNMENTAL RELATIONS
General supervision of the President over the
Regional Assembly
The power of supervision of the President
over the LGUs shall be exercise through the
Regional Governor (supervision of LGUs in
ARMM is under the DILG-Central Office by
virtue of Administrative Order No. 273 signed
by PGMA in 2009 contrary to the provision of
the RA 9054 which belongs to the Regional
Governor)
INTER-GOVERNMENTAL RELATIONS
The President may suspend, reduce, or cancel
grants and other forms of assistance for the
autonomous region if:
 the regional government fails to account for the funds released
by the central government, w/in 1 month from the end of every
quarter
 when measures for the protection and enhancement of civil,
human, political, and religious rights of its people are not
respected, or are violated, or are not implemented w/in 1 year
from its enactment
The President may suspend the Regional
Governor for a period not exceeding 6 months for
willfull violation of the Constitution of the
Constitution, Organic Act, and laws that applies
the region.
INTER-GOVERNMENTAL RELATIONS
Representation of ARMM in the organs of the
National Government
 Cabinet membership (at least one)
 Representation of inhabitants from ARMM (by appointment or
election)
 Representation in Executive Departments and Constitutional
bodies (at least one)
 Ex-officio member of the National Security Council (Regional
Governor)
 Representatives in Government Owned or Controlled
Corporations that operate business directly or through their
subsidiaries in the AR
 Appointment by the President of qualified consultant to Judicial
and Bar Council , as recommended by RG and confirmed by the
Regional Assembly

• ARMM HELPS stands for HEALTH, EDUCATION,
LIVELIHOOD, PEACE and GOVERNANCE,
SYNERGY
• Banner program of the present leadership led
by ARMM Regional Governor Mujiv S.
Hataman for more coordinated and focused
interventions at the local level to achieve
maximum impact of services
ARMM HELPS CONVERGENCE
• An implementing strategy of the ARMM Convergence
Plan to be implemented by the line agencies and
other partners through an integrated delivery of
services in proposed target areas in close
coordination with the development stakeholders at
the provincial, municipal, and barangay levels
(people in the grassroots)
• It is the call for the involvement of all agencies of
government (inter-agency collaboration) in the
delivery of services in identified priority areas in the
five provinces
ARMM HELPS CONVERGENCE
• The strategy allows the stakeholders to focus on high
impact projects that are doable and to harmonize
development interventions on the ground
• 30 unserved towns are priority target areas distributed
as follows:
– Maguindanao (6 towns)
– Lanao Del Sur (8 towns)
– Basilan (6 towns)
– Sulu (6 towns)
– Tawi Tawi (6 towns)
• As of this year, ARMM-HELPS covered 403
Barangays.

approach following the “Apat Na Dapat Program”
 focused on poverty alleviation by targeting the 4
basic needs, water and sanitation, food, shelter, and
light

 Formulate ARMM Regional Development Plan 2017-2022; set up 80 databases of line agencies;
and 52 on-line services of line agencies are functional
 Decrease poverty incidence from 48.7 % to 48.2%
 ISO Certification 9001-2015 for ORG-ARMM and 9001-2015for TESDA-ARMM
 23 LGU Awardees of Seal of Good Local Governance in 2018; 63 Passers of Good Financial
Housekeeping in 2017
 Significant increase in annual ARMM Budget with P 24.7 Billion annual average from 2012 to
2018; reduced Personal Services Budget prior 2012 from 67% to 43% in 2018.; Sustained
increase in local revenue collection from P 737.68 Milliion to P 1.822 Billion on 2017
 Established the Regional Human Rights Commission
 Institutionalized the Regional Commission on Human Rights and ARMM Regional Darul Ifta (the
Islamic Advisory Council or consultant to the ARG and the RLA on matters pertaining to Islamic
laws, jurisprudence and ecclesiastical matters and serve as the “religious guide” of ARMM
leaders, bureaucrats and professionals, including those in the local government units
 Strengthened locally created offices-Bureau of Madaris Education , Regional Reconciliation and
Unification Commission , Bureau on Cultural Heritage, Regional Commission on Bangsamoro
Women, Regional Sports Commission, and Regional Budget Management Office
 Delisting of 207, 884 ghost learners in DepEd-ARMM; and settlement of more than P 2.0 B
Account Payables in GSIS
 Recommended delisting of 32, 525 4Ps beneficiaries as a result of strict implementation and
monitoring equivalent to savings of P 624, 504 M per year which may be utilized as grants for
real qualified beneficiaries from the poorest families in the ARMM

LEGAL BASIS  1976 Tripoli Agreement  Article XII, 1987 Philippine Constitution  1996 GRP-MNLF Final Peace Agreement  created by the virtue of RA 6734 (An Act Providing for the ARMM)  expanded by the virtue of RA 9054 ( An Act to Strengthen and Expand the Organic Act for the ARMM)  In the photo DIPLOMAT. POLITICAL SUBDIVISIONS Is a region located in the Mindanao island group of the Philippines  is composed of 5 predominantly Muslim provinces and 2 cities, namely: Lanao del Sur (39 municipalities) and Marawi City Maguindanao, (28 municipalities) Basilan (7 municipalites) and Lamitan City Sulu (19 municipalities) Tawi-Tawi (11 municipalities) 2, 490 barangays

ARMM’S PRECURSOR  Mindanao Problem  Jabidah Incident (1968) , unrest of the Bangsamoro People caused by discrimination and quest for self determinantion for the Bangsamoro People (Feb. 1973) led by Prof. Nur Misuari  Acceptance of the Organization of Islamic Conference of the MNLF as a member with observer status  The OIC brought the MNLF and GPH to sign the 1976 Tripoli Agreement establishing the autonomy  Pres. Marcos created Region IX and XII Office of the Regional Commissioner (PD 742, LOI 290)  Proc. 1628 (1977) an Autonomous Region in the Southern Phils. was created  BP 20 (1979), Regional Autonomous Government in Western and Central Mindanao Region with the creation of Batasang Pampook and Lupong Tagapagpaganap ng Pook. This was turned down by MNLF  1987 Jeddah Accord was signed, the Phil. Constitution provided for the creation of ARMM and CAR.  The Regional Consultative Commission was tasked to draft the Organic Act for the ARMM (RA 6734)
  • 8. THE OFFICIAL SEAL  The official seal was adopted last 5 September 1990 (MMA Act. No. 1) and amended last 04 November 2002 ( MMA No. 138)

THE OFFICIAL SEAL • Handle of the kris-common symbol of authority by the major tribes in the area • White color-purity • Slightly drawn kris-peace • Crescent-symbolizes the predominance of Muslim populace • Yellow color-social clan structure of the major tribes • 5 small stars-component provincs • 1 big star-Republic of the Phils. • Green background-fertile soil, rich vegetation and animal life, abundant natural resources

ARMM FLAG  Blue-peace and tranquility  White-purity and righteousness  Red-for the bloody struggle of the region’s people for their RIGHT TO SELF IDENTITY AND RIGHT TO SELF DETERMINATION  Big star-sovereignty of the Phils. over the AR  Small stars-provinces under its jurisdiction  Green-dominant Muslim population  Yellow-culture and rich vegetation in the region  Kris-authority, valor, and perseverance of the Bangsamoro people in their quest for self rule

AUTONOMOUS REGIONAL GOVERNMENT MISSION Our mission is to provide the Regional Governor with fast, effective and efficient support services towards achieving stellar public service to the people of the Autonomous Region. VISION To be an exemplary office of public service, competence, integrity and quality management system in the Autonomous Regional Government.

AUTONOMOUS REGIONAL GOVERNMENT MANDATE Based on said executive powers of the Regional Governor, the officials and employees of the ORG shall, • Promptly respond to the needs and requirements of the Regional Governor in the performance of his functions in the ORG which include, but not limited to, preparation of issuances and engagements; • Deliver a quality technical and administrative support to the Regional Governor in development management, strategic planning, comprehensive research and frugal regional administration; • Aid and support the Regional Governor in objective decision making for the people of the autonomous region; • Continue to embody rigid commitment into maintaining a progressively improving management system
  • 13. PROFILE OF THE AUTONOMOUS REGIONAL GOVERNMENT  Seat of Autonomous Government-Cotabato City, although this city is outside of its jurisdiction.  The executive is the Regional Governor, with cabinet members of ten  it has its own Regional Legislative Assembly lead by the Speaker (24 seats)  Term of office is 3 year, synchronized with national election (Year 2016)  The Judicial power is vested in Supreme Court. Shari’ah Court only applies to Muslims.  The Regional Government shall enjoy fiscal autonomy, and have the power to create its own sources of revenues and to levy taxes, fees, and charges subject to the provision of the Constitution and Organic Act.  Sharing of IRA-35 % province or city, 35% ARG, 30 % NG  Regional Economic Zone Authority is created.  Sharing in Strategic Minerals Revenues, Taxes and Fees-50% ARG, 50% NG

PROFILE OF THE AUTONOMOUS REGIONAL GOVERNMENT  There is PNP Regional Command in the ARMM called Special Regional Security Force or Regional Police Force  The defense and security of the AR shall be the responsibility of the NG  The RG may request the President and call upon the AFP to suppress lawless violence, invasion, rebellion, when the public safety requires in AR. If RG does not act within 15 days after the occurrence of the event, the President may send the AFP.  The Regional Government recognizes indigenous structures or systems which promote peace, law , and order.

POWERS OF GOVERNMENT  The Regional Government shall exercise those powers and functions expressly granted to it in the Organic Act (RA 9054).  The Regional Government may enact its own Regional Administrative Code and Regional Local Government Code consistent with the Constitution.  National Taxes provided by the Local Government Code of 1991 to the LGUs in the ARMM shall not be reduced.  The ARMM is a corporate entity with jurisdiction over all matters devolved by the Constitution and Organic Act.

POWERS OF GOVERNMENT The Regional Assembly may exercise legislative power except on the following : Foreign Affairs National Defense and Security Postal Service Coinage and fiscal and monetary policies The Regional Assembly may legislate on matters covered by the Shari’ah. But limited applications pertinent to constitutional provisions (ex. cruel and unusual punishment)

POWERS OF GOVERNMENT The Regional Assembly may legislate , by pertinent national legislation that promotes human rights and the universally accepted legal principles and precepts:  Quarantine  Customs and tariff  Citizenship  Naturalization, immigration and deportation  General Auditing  National election  Maritime, land, and air transport and communications (franchise, licenses, and permits)  Patents, trademarks, trade names, and copyrights  Foreign trade

POWERS OF GOVERNMENT The Regional Assembly may enact laws that promote the general welfare of the people of the autonomous region. The autonomous region shall be represented in the departments, offices, commissions, agencies, and bureaus of the national government that implement and enforce policies, programs and projects of the national government in the region.

INTER-GOVERNMENTAL RELATIONS General supervision of the President over the Regional Assembly The power of supervision of the President over the LGUs shall be exercise through the Regional Governor (supervision of LGUs in ARMM is under the DILG-Central Office by virtue of Administrative Order No. 273 signed by PGMA in 2009 contrary to the provision of the RA 9054 which belongs to the Regional Governor)

INTER-GOVERNMENTAL RELATIONS The President may suspend, reduce, or cancel grants and other forms of assistance for the autonomous region if:  the regional government fails to account for the funds released by the central government, w/in 1 month from the end of every quarter  when measures for the protection and enhancement of civil, human, political, and religious rights of its people are not respected, or are violated, or are not implemented w/in 1 year from its enactment The President may suspend the Regional Governor for a period not exceeding 6 months for willfull violation of the Constitution of the Constitution, Organic Act, and laws that applies the region.

ARMM HELPS CONVERGENCE • An implementing strategy of the ARMM Convergence Plan to be implemented by the line agencies and other partners through an integrated delivery of services in proposed target areas in close coordination with the development stakeholders at the provincial, municipal, and barangay levels (people in the grassroots) • It is the call for the involvement of all agencies of government (inter-agency collaboration) in the delivery of services in identified priority areas in the five provinces

ARMM HELPS CONVERGENCE • The strategy allows the stakeholders to focus on high impact projects that are doable and to harmonize development interventions on the ground • 30 unserved towns are priority target areas distributed as follows: – Maguindanao (6 towns) – Lanao Del Sur (8 towns) – Basilan (6 towns) – Sulu (6 towns) – Tawi Tawi (6 towns) • As of this year, ARMM-HELPS covered 403 Barangays.
