MULTILEVEL POLITICS - Law & Politics
Politics has always had a spatial, or territorial, dimension, but this became more formalized and explicit with the emergence of the idea of territorial sovereignty. However, territorial politics have been reconfigured by a shift in political decision-making to bodies both 'above' and 'below' national government, giving rise to multilevel governance and the establishment of a complex policy process in which political authority is distributed vertically and horizontally.
The most common forms of subnational territorial organization are federal and unitary systems. Federalism is based on the notion of shared sovereignty, in which power is distributed between the central and peripheral levels of government. Unitary systems, however, vest sovereign power in a single, national institution, which allows the centre to determine the territorial organization of the state.
Regional integration has been taken furthest in Europe. The product of this process, the EU, is nevertheless a very difficult political organization to categorize, having both intergovernmental and supranational features. Amongst the challenges confronting the EU are tensions between the goals of 'widening' and 'deepening', continuing anxieties about the EU's 'democratic deficit' and the crisis in the eurozone which may threaten the long-term viability of monetary union.

She recommended a strategic communication campaign to promote CSR culture and NGO-private sector cooperation, and creating a petition for tax deductions for CSR

NGOs, a powerful force for political reform
NGOs have historically played an important role in political reform in South Korea by pressing for reforms, participating in policymaking, and monitoring elections and government. However, their standing has recently declined due to concerns about over-politicization and close ties to government. To regain credibility, NGOs need to focus on neutral activities and maintain autonomy, while the government should support NGOs indirectly through tax benefits and use independent foundations to allocate subsidies transparently. Both NGOs and the government have lessons to learn to maintain an effective partnership.
Annual Report on the State of Philanthropy - Macedonia 2013
The key findings from the report on philanthropy in Macedonia in 2013 include:
- There were an average of 27 instances of philanthropic giving per month totaling around 217 instances for the year.
- Conservative estimates suggest total donations amounted to between 2.9-3.3 million EUR.

CSOs occasionally contribute to development planning and policy dialogues in an informal capacity. However, there is a lack of formal and transparent information sharing mechanisms. Additionally, CSOs do not have a clearly defined role in monitoring and evaluating World Bank projects in Vietnam or in discussions around development frameworks. The legal framework for CSOs provides bureaucratic discretion that can hinder their development and operations. Strengthening partnerships will require more formal participation of CSOs in planning, monitoring, and policy discussions as well as an improved enabling legal environment.
