This document outlines priorities and strategies to build research capacity at SETI over the short and mid-term. In the short term, priorities include obtaining IRB access and CITI training, developing library support and mentorship programs, and beginning the development of low to mid-level research projects. Mid-term priorities include formalizing the SERC structure and bylaws, collaborating with universities on research, and cultivating researchers capable of independence. The document also discusses understanding different sources of research funding such as government grants and private foundations. It emphasizes the importance of SETI supporting researcher independence while also setting conditions for responsible research.

3. UNDERSTANDING: GOVERNMENT GRANTS,
PRIVATE GRANTS & DONATIONS
• Government Grants: Research grants, development grants and
program support grants. Multiple agencies on application process.
SAMSA (substance abuse), NIMH (National Institute of Mental Health),
NIH (National Institute of Health).
NOTE: DBT was created on a research program development grant.
• Private Foundations e.g. Spensor Foundation, Bill and Melinda Gates
Foundation.
• Crowd Sourcing: Kickstarter, Indigogo etc.
• Self-Funded: Choose cheep measures and keep the budget tight! It is
customary to have some form of incentive e.g. $5 gift card or other for
research. If that is removed and measures are free the biggest cost is
IRB.
4. CREATING THE CONTEXT OF
RESEARCH INDEPENDENCE
• SETI as an organization would benefit from valuing
research and supporting its development.
• SETI needs to have a hands off approach to researchers
in the data collection, annalyisis of findings and reporting
of findings.
• The context of researcher independence is one in which
all results are ok and there is no inhabition on reporting
findings.
• It is possible to both set the conditions for conducting
research and support researcher independence.
5. GRANTS.GOV RESEARCHER
INDEPENDENCE
• Grantor and Grantee Independence:
• Grant is administrated by AOR.
• Granting organization is Gov e.g. SAMSA.
• SETIs E-biz POC authorizes or does not the AOR through an evaluation process
and internal protocol.
• Grantee has independence in their administration of the grant. They have
financial oversight by organization.
• Three Types of Grants that Can Help SETI
• Program Development Grants: These types of grants are based on priorities of
funding agencies. The agency sets a goal e.g. Adolescent addiction treatment
with SAMSA.
• Program Support Grants: These grants target ongoing programs or programs in
a topic area.
• Research Grants: These grants support research targets e.g. integrated health
treatment of COPD.

7. ROLE CLARITY: SETI, SERC AND GRASS ROOTS
• SERC – Role Clarity Question
• Listserv: Currently consists
of listserv collaboration.
• Needs Increased Structure:
Committees, Funding,
Upkeep and Roles.
• SETI Relationship:
Synergistic but independent
rel. w SETI
• Non-Profit Question:
Consider Non-Profit Status
501c3 and formal bylaws?
• Need of Support: Ongoing
support from SETI in initial
stages is needed however
support must honor
independence.
• SETI – Role Clarity Question
• BOD Leadership: Dev. of BOD committee
• Core Values: Independence & Support
• Defining Support: Level of support needs
to be defined.
• Infrastructure Support: Support
access to IRB and CITI trainings etc.
• Support Launch to Independence:
Seed Money and Support for
Fundraising
• Regular Staff Support: Develops staff
roles fostering support & indep. Res.
• Supportive Processes: Support health
of research through support for
development of SETI workflows.
8. ROLE CLARITY: SETI, SERC AND GRASS
ROOTS
Grass Roots - Support
• Meeting the energy in our
community is vital. When the
energy is there we can move
with it.
• Individuals Associated w SE,
Teachers, New Students and
SEPs may come forward with
an idea. We want to have
systems that support their
success and to listen.
• This requires developing
systems, protocols and work
flows so we as an organization
feel contained.
