   best available knowledge.

   •Plans must provide a
   framework for decision
   making.

   •Plans must provide guidance
   for growth and how to
   respond to impact.

2-Some questions for you about tourists
   Do you know:
   • what tourists want,
   • what tourists expect,
   • their level of satisfaction
    with what they experienced,
   • their recognition of MOT’s
     tourism vision?

     Answering these questions will
     require research.

3-Some questions about the environment
     Do you know:
     • the existing quality of
      the places tourists visit,
     • the effect of tourists
      visiting these places?

     Unless you know these
     things, you may be losing your
     assets.

         • who is gaining from
            tourism,
         • who is not benefitting,
         • if unacceptable change
         is occurring?

       •Clearly define the problem to
       be addressed.
       •Document what is known, and
       the assumptions behind any
       decision to be made.
       •Record what was done to
       implement the decision.
       •Monitor (research) the effect
       of what was done.

       •Policy is a statement of intent.
       It is not law.
       •Policy is needed to guide
       decisions when information is
       lacking.

     •Plans cannot contradict law.
     •Plans should not contradict
     national policy.
     •Plans are a form of
     policy, but are invariably
     geographic based.
     •Plans should have a bias
     towards actions, and include
     objectives that can be
     measured.

       Law: A mandated plan.
       Regulation: A mandated
       code of action.
       Strategic plan:
       Regional or national level
       Master plan: Regional or
       site level, focusing on
       development.
