This document summarizes a study of urban freight transport regulations and infrastructure in 9 areas of Brittany, France. It discusses the history of government consideration of freight transport, regulations like urban mobility plans and municipal regulations, and experiments using the FRETURB model to help local authorities make decisions. While local authorities have more power to regulate freight since decentralization, regulations remain patchwork between areas despite urban mobility plans defining overall objectives. The FRETURB model was useful for better understanding delivery practices and aiding new regulations or infrastructure, but different solutions are needed as the same solution may not work equally in different towns.
