Robert Jacobs is a detective chief inspector who investigates homicides, rapes, suicides, and missing persons cases. He feels drained by his job of over a decade. He is called to investigate a new suicide of a jumper from a parking garage roof. His partner Superintendent David Smith notes he has another suicide case. At the roof, Jacobs finds a clue with an eye image. He is later sent clues about an address and texts from an unknown number. Jacobs comes to realize "they're" playing him and there is more than one person involved. He goes to the tower address but is followed. The script suggests Jacobs is being stalked or investigated by multiple anonymous people.
