The document provides frequently asked questions about gifted screening and referral in the Atlanta Public School System. It outlines a three-part screening process: 1) Automatic screening using test scores, 2) Classroom screening using a gifted behaviors checklist, and 3) Parental referral. If a student is nominated through screening, testing is conducted to determine eligibility for gifted services. Eligible elementary students begin receiving gifted segments weekly, while middle and high school students take advanced courses. The benefits of the gifted program include classes that extend and enrich the curriculum for intellectually gifted students.

Protocol for Identifying a GATE or Special Education Student
In researching the procedures to identify a GATE or Special Education Student I located the following information.
First the child must be identified of possibly "needing special education or some other related service". Children can't just be assessed, the permission of the parent or guardian must be given before any testing can be done. The IDEA (Individuals with Disabilities Education Act) gives them 60 days to complete evaluations. Once the child has been evaluated there are questions that have to be answered that relates only to the evaluation of that one child not another. The questions consist of whether or not the child has a disability that requires supervision, their specific educational needs, and what appropriate services are available to assist this child specifically? The parents can agree or not with the findings. The parents and professionals that are qualified in this area take a look at the final assessment and if assistance is found to be needed and accepted then there will be an IEP (Individualized Education Program) developed for this specific child. The meeting consist of school staff, parents, and parental support that may have more knowledge on the situation. Once the IEP is written services are then provided to assist the child. The IEP is assessed again at a later date to see if a service needs to be added or taken away.

In education, there are various intelligence tests available to determine if a student needs special services for being gifted or for other specialized services. However, before these services can be established there are protocols that must be followed to see if the student qualifies. For this discussion, look up the procedures in a nearby district relating to qualifying a student for GATE or Special Education.
What are these procedures?
A child may be diagnosed with a disability by either their teacher at a school district or their pediatrician. Either way once a child is diagnosed by one or the other, does not guarantee of services under the IDEA (Individuals with Disabilities Education Act). The parents, teachers and/or pediatrician needs to see if the child is not progressing academically or cognitively if not in school yet ...

Screening and Referral
Frequently Asked Questions
Gifted and Talented Education in the Atlanta Public School System provides differentiated instruction for the
intellectually advanced and creatively gifted student. Gifted services are available for students in kindergarten through
twelfth grade.
What is the process for having my child evaluated for the Gifted and Talented Education Program?
The Atlanta Public School System screens students for eligibility twice a year.
I. Automatic Screening - At the beginning of the school year, gifted teachers review test scores.
Nationally Normed Test (K-12)
Students must have a qualifying nationally normed test score that is less than two years old.
Criterion Referenced Competency Test (Grades 4-9 only)
Students must have achieved the top 10th
percentile derived from district norms in Math CRCT score or Reading
CRCT score.
Grades (Grades 10 -12)
Students must have cumulative average of 3.5 or greater on a 4.0 scale over a two year period in core academic
areas (English/Language Arts, Mathematics, Reading, or Social Studies).
II. Classroom Screening – All school staff completes the TABs (Traits, Abilities, Behaviors) Instrument to observe
students.
All school staff will utilize the TABs form to observe students for the demonstration of 10 gifted behaviors during the
period of December 2nd
– 13th
. Students receiving a minimum of 35 out of 50 on the TABs will be referred for testing.
III. Parental Referral
Any parent within Atlanta Public Schools may refer their child for gifted and talented testing. Parents must complete the
Gifted Referral and Parental Permission Form and submit to the eligibility team for review. The referral window is
August 1st
- December 14th
. Testing of parental referral students will take place in January and February 2014.
If my child is nominated from screening, what happens next?
Students meeting the automatic screening, classroom screening, or parental screening are referred for gifted testing.
Once referred for testing:
Parent receives and signs a Parent Notification for Testing Consent Form
Student is evaluated for gifted services
Eligibility is determined; parents are notified.
When does screening occur?
I. Automatic Screening will take place August-September. Students referred for testing will be assessed September-
October. All parents will be notified of eligibility six to eight weeks after testing is completed.
II. Classroom Screening will take place in December. Students referred for testing will be assessed January-February. All
parents will be notified of eligibility six to eight weeks after testing is completed.
2. How long is the testing process?
Gifted testing will consist of one hour sessions each day for one to five days.
Can my child be assessed before the start of the school year?
No. The automatic screening process, which is completed at the beginning of the year, is the first opportunity students
have to be screened/assessed.
If I complete a Gifted Referral and Parental Permission Form in August, will my child be tested during the October
testing window?
No. Parent Referral screening window closes in December. All Parent Referral students will be assessed once the
window has closed. Testing of parental referral students will take place in January and February 2014.
May I provide results from private assessments?
Results from private assessments shall be used only in the area of mental ability. The results shall be supported by two
of the three remaining categories, Option B. One of the three remaining categories must be a nationally normed test. A
complete report must be provided. The assessment must be completed by a Psychologist licensed in the state of
Georgia.
Who do I contact about the gifted program at my school?
Each school in APS has a gifted eligibility chairperson. If you have any questions regarding the gifted program at a
specific school, he or she will be able to assist you.
What are the benefits of the gifted program?
Intellectually gifted and exceptionally creative students have unique learning characteristics, interests, personal needs,
and capabilities. Gifted and Talented Education addresses these unique characteristics and needs by providing an
opportunity for gifted students to interact with their intellectual peers as they participate in classes which extend and
enrich the core curriculum.
If my child is determined eligible, how and when would his or her schedule change?
In elementary school, gifted students receive five gifted segments each week from a gifted endorsed teacher. Units
extend and enrich the CCGPS. If determined eligible from automatic referral, students will begin gifted services in
January 2014. For those determined eligible through parental referral or TABs, services will begin in August 2014.
In middle school, gifted students receive five segments each week through content courses. The specific courses for a
student are determined by past classroom performance, nationally normed achievement test scores, and teacher
recommendations. Once determined eligible, students will begin gifted services at the change of semester.
In high school, gifted students receive services through Advanced Placement courses and International Baccalaureate
courses. Once determined eligible, students will begin gifted services at the change of the semester.
For additional information, contact the Office of Gifted and Talented Education (404) 802-7585.
