Abstract—The ICTs and Development (ICTD) field refers to numerous case studies on the African continent. These stories are, however, often told by Western scholars. This gap between researcher and reality can affect the success of ICT programs in African countries, but also reflects a more serious dependence of Africa on foreign scholarly direction. This paper therefore seeks to better understand what role African researchers have played in the ICTD field, and suggest a way forward that will advance the role of ICTs in the continent’s development. We present findings on the participation of African researchers in ICTD through academic publications across four subdisciplines. The findings highlight emerging thematic areas of concern to African researchers and their almost negligible representation in formal academic publications. We therefore suggest that key theories in ICTD are being formed without significant influence by African scholars and identify mechanisms to enhance their contribution.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

7. Tamilsk Modstand
Fredelig – med tiden voldelig idet de blev mødt med vold, især efter 1972
I midten af 70’erne opstår flere tamilske militante oprørsgrupper, hvoraf
den mest kendte i dag er LTTE (De Tamilske Tigre)
Tamilsk politiker opsiger sin post i parlamentet – og opbygger så småt en
ny politisk retning. I 1976 Vattukoddai resolution. De går på valg på Tamil
Eelam som løsning på den etniske konflikt –> oppositionsparti.
Men dette forsøg går også i vasken og en virkelig borgerkrig begynder i
1983.
9. Vattukoddai resolutionen, 1976
I 1972 ændrer Sri Lankas regering øens navn Ceylon til Sri Lanka, og
der vedtages en række diskriminerende love. Men alle disse skal
godkendes ved næste valg(1977). Dette bliver Sri Lankas første
grundlov.
Tamilerne er store modstandere af de omvæltende reformer og love,
hvilket medfører at flere tamilske partier går sammen om at udskrive
den ovennævnte resolution for den tamilske befolkning.
Et valg, hvor Tamil Eelam fik mandat ved dets befolkning ved et stort
flertal. Ligeledes fra ”bjerg” tamilerne.
Tamilerne stemmer i valget ved 1977 på TULF, så de bliver
oppositionsparti. I dag er det begge singalesiske.
I 1979 Terrorloven, PTA & i 1983 indføres d. ”6.lov”
10. Februar 2002 – Januar 2009
Våbenhvile på Sri Lanka og tamilerne i titusindvis tager tilbage på ferie.
LTTE har over 2/3 af Tamil Eelam’s geografiske land areal under sin
kontrol og de opbygger en de facto stat.
Denne de facto stat, med hovedstad i Kilinochchi, fungerer indtil januar
2009, hvor den Sri Lankanske regering optrapper den militære kamp
mod LTTE – ”Tamilerne”?
De facto staten fungerer, med egen lovgivende, dømmende og
udøvende magtinstanser. Økonomi, uddannelse og helbredsorganer
fungerer i bedste velgående.
LTTE’s forsøg på at genetablere den tamilske nation, gik i vasken da
de tabte krigen officielt d. 18. maj 2009 ifølge Sri Lankas regering.
11. I kølvandet på krigen
30-50.000 dræbte civile – ingen adgang for NGO’er og medier siden 16. september 2008.
450.000 tamilere dengang.
I dag befinder der sig omkring 300.000 tamilere sig fordelt over mere end 35
detentionslejre på nord Sri Lanka. De ankom løbende, men det holdt op d. 18. maj 2009.
Et simpelt regnestykke fortæller hvor mange mennesker der er ”forsvundet”, i den
mellemliggende periode.
12. Detentionslejre
Knap 300.000 tamilere, spærret inde bag pigtråd med konstants
militærbevogtning.
Familier splittet – Næsten ingen adgang for NGO’er – og slet ikke for medier.
Oversvømmelser i lejrene i august medførte enorm skade. ”Monsunregn”.
Utallige sygdomme spredes, ingen sikkerhed for flygtninge. HRW,
UNICEF,FN,USA og andre.
13. Nogen af utallige argumenter for Tamil Eelam
Jaffna Universitet(1974), samler støv i dag, trods det har været under
militær kontrol i over 12 år i dag. Alle former for uddannelse sat i stå de
sidste 30 år for hovedandelen af tamilere.
Historisk har tamilerne været de oprindelige indbyggere af dette
geografiske areal, i tusinder af år. Briterne valgte at forene øen.
Vi har andet sprog, religion, hudfarve, race generelt, kultur – Vi har på
ingen måde noget tilfælles med singaleserne.
Over 130.000 civile mennesker, hvor mere end 90% er tamilere, har mistet
livet de sidste 26 år. I dag kan tamilerne, hverken i Colombo eller i andre
store dele af øen Sri Lanka, føle sig trygge.
LTTE, har et langt stykke hen af vejen opretholdt og vedligeholdt en de-

15. Hvordan?
1. Tamilerne skal ud af detentionslejrene
2. Der skal være fuldt ud ytringsfrihed, dvs. ”terrorlovene” lovene fra 1979 & 1983 skal
fjernes.
3. Der skal laves et uafhængigt valg, hvor der ikke er militærbesættelse.
4. Alt militær, singalesisk militær, skal generelt fjernes fra tamilsk jord.
5. Valget der bliver afholdt, skal laves med uafhængige internationale valgobservatører.
6. De ansvarlige i den sidste episode af borgerkrigen skal stilles for en krigsdomstol.
7. For at dette skal kunne udføres i fuld praksis, skal der åbnes op for eksperter til det
nordøstlige Sri Lanka, så de kan undersøge området samt afhøre antal nødvendige
personer for at høre hvad der skete i krigens sidste faser.
8. Men, er det overhovedet muligt at leve side om side efter de sidste 60 års erfaringer,
selvom tamilerne accepterer de utallige grusomheder de har været vidne til?
