Supplemental signs can improve visibility of crosswalks. Overhead or post mounted signs can also be supplemented by flashing beacons.
Three experiments examined pedestrians crossing two 4-lane roads and one 3-lane roads with median islands. When pedestrians stepped into the crosswalk before installation of the rapid flash LED beacons, the average yield rate of motorists was 19%. When two rapid flash LED beacons were added (one on each side of the street) the yield rate increased to an average of 81%. When another set of rapid flash LED beacons were added to the medians the average yield rate jumped to 88%. Further research is showing yielding rates averaging 90% with some as high as 97%. Motorists also yielded further back from the crosswalks with two rapid flash LED beacons and even more yielded with four. On July 16, 2008, interim approval was received from FHWA.
Summary/Message: Speed trailers may be effective in reducing motorist speeds and increasing awareness of local speed limits. Background: Portable speed trailers are most effective when the trailer flashes “SLOW DOWN” or flashes a bright white light (mimicking a photo speed camera) or a blue and red light when drivers are moving too fast. Some speed trailers have the capability to collect traffic count data and speed data throughout the day, which can be downloaded to identify the worst traffic times where enforcement is more badly needed. Back-up speed enforcement is occasionally needed when radar speed trailers are used. Police following a driver through a speed trailer zone might stop a driver who doesn ’t slow when the sign tells him he is violating the law. Flagrant speeders should get a ticket. Typically, officers don’t base enforcement action on the “on-board” radar of the speed trailer. They will use certified equipment and turn off the speed trailer radar if they are working speed radar at the same location.
