requiring skills in mastering complex policy issues, developing organizational structures and
systems, managing employees, and addressing the various and sometimes conflicting
expectations of the community, political leaders, agency employees, and the news media.

police departments operate, and often the challenge is to make sound decisions about how to
integrate multiple forms of technology. The widespread adoption of community policing has
resulted in community members having higher expectations of accountability and efficiency in
their police departments. National and international economic conditions have strained local
police budgets. The workforce is changing in ways that affect police recruiting and retention.
These are just a few of the challenges that must be understood and constructively managed by
today’s chief executives in policing.
In fact, perhaps the greatest job qualification for today’s police executives is the ability
to recognize and respond to the swiftly changing issues and opportunities facing them. Police
chiefs often speak of their role as being “agents of change.” Never before has managing change
been a larger element of their jobs.
Today’s police departments appear to be succeeding, at least by the measure of crime
rates. Violent crime rates nationwide are half what they were two decades ago, and many

Evidence-Based Policing
The use of data to support and guide policymaking has been among the recommended
approaches for the effective attainment of evidence-based policing (Greig-Midlane, 2019;
Farrington et al., 2019). Therefore, there should be a practical approach and techniques of
collecting and interpreting data/evidence at the disposal of the policymakers. Evidence is used to
decide if an offense has been perpetrated, suggest who may have committed it, and attempt to find
a point beyond reasonable suspicion in a court of law (Tewksbury, 2009). Mazzei & Roy (2017)
assert that policing will be more effective and provide long-lasting solutions with evidence.
Traditional practices that lack adequate systematic confirmation are subject to suspicion, according
to evidence-based policing. Evidence-based policing service starts with empirical assessments of
both proven and new methods and procedures. Several police innovations have emerged to include
evidence-based policy, such as the National Intelligence Model (NIM). This paper, however,
focuses on problematic police forces (POP). This is because POP has a more extended history than
NIM. Equally, more research has been carried out on problematic police forces than National
Intelligence Models partly because problematic police forces have a higher foreign profile than
National Intelligence Model in which the National Intelligence Model will eventually overlook.

Over the years, people across different states have become increasingly concerned with the serious misconduct of police administrators. The paper provides a summary of the articles that are about the concerns. The articles are titled Ethics in Criminal Justice with an Emphasis in Policing and Corrections and Ethics and Police Management: The Impact of Leadership Style on Misconduct by Senior Police Leaders in the United Kingdom (UK) and Australia. The two articles share the concern aggrieved by many, the misconduct with senior police offices. Since the onset of police departments, the ethical level of their practices has often been questioned based on corruption persistence within the system. Notably, the criminal justice system has been questioned in the past on its credibility to deliver fair judgment without prejudice. The following analysis will explore on the distracting concern while focusing on possible solutions for its improvement in the future. A summary of the most imperative points made in each editorial will be provided.

Although recruitment of police officers greatly varies depending on economic, social and educational factors from one country to another, police departments often struggle to find the best recruits who can best meet the ever increasing technological and customer-service oriented expectations of a modern police officer (White, 2008). Security and public safety in the 21 century is highly changing and evolving. Due to technological advances, police officers are forced to do their jobs more professionally and change the way in which they relate and interact with members of the public whom they are supposed to protect. Today, almost all police departments exhibit higher levels of transparency than what was being observed a decade ago (Bradley, 2005). There is a great shift in terms of proper leadership, increased use of technology to improve safety and fight crime, policy, structure and culture.
The five articles selected for this literature review majorly discuss similar themes and issues. The authors talk about how police recruitment has changed with time for the last few decades. Notably, most of these changes have been brought about technological advances. According the authors, technology has numerous benefits to police agencies but unfortunately, the come laced with immense challenges too which have to be addressed.
More is expected from the modern police as compared to what the situation was some decades ago. The modern police are expected to juggle between solving neighborhood problems and also enforce the law (Wilson & Heinonen, 2012). While in the course of their duties, modern police officer are expected to make use of technology in order to recognize, analyze and solve crimes since majority of police departments have adopted an approach governed by community policing strategies (Woska, 2006). A community policing approach is one that encourages police officers to put in place measures aimed at preventing crimes from occurring as opposed to simply reacting when the crimes pop up. This implies that there is immense pressure on police officers to properly handle the complex diverse community problems that have to do with gangs, juvenile offenders, parole and people on probation (Woska, 2006). Therefore, there is a great need for those in charge of recruiting police officers to ensure that they get the best, intuitive and intelligent officers who have the capability to handle the above said complex issues. Some police departments actually have to carry the recruitment exercises two or three times in an effort to make sure that they get things right.

ABSTRACT
Police officers play the role of maintaining law and order. This entails ensuring the safety of the society without compromising the nobility of the department. The administrator needs to exercise honesty, integrity and fair treatment to all its citizens. This is termed as ethical behavior in their jobs.
Safety is among the functions of the department. The execution of this service should ensure the public is not put at any risk. The use of force may harm the public. For that reason, police ought to be diligent on how they apprehend criminals. The principles of proportionality, minimization and practicability are addressed within with an emphasis on public support and security.
The police recruitment process is in place to allow the trainers to assess the character of the recruits. To uphold the nobility of the department, honest and diligent recruits get posted to various regions of the country. The ill-behaved cops may be punished by losing their jobs or automatic suspensions.
The adherence to legal procedures and law sections should be the driving principle for the cops. This will eradicate the chances of conflicting demands. Conflicting claims exist when the cops have a personal interest and may conceal evidence.
The department should appreciate the community role in security. The community provides information on crime hot spots. This aids in narrowing down on investigation areas making their job efficient. This may also eradicate the norm of the public fearing the cops. Such fear chokes the flow of information hindering efficiency of the police force.
Officers need to exercise discrete decision making to ensure fair treatment of crimes. Separate decision-making allows law enforcers to make precise verdicts with no partiality.
In conclusion, this paper seeks to identify and illustrate police ethics in correlation to their roles in the society. Some of the factors prohibiting their effectiveness are discussed within.

ABSTRACT: This study investigates the implementation of diversion by the Indonesian National Police as a
strategy for resolving cases involving children in conflict with the law. One of the challenges encountered by
investigators from the Indonesian National Police (POLRI) pertains to the utilization of discretionary authority
in their investigative processes. The present study investigates the implementation of diversion by the
Indonesian National Police as a means of resolving cases involving children in conflict with the law. One of the
challenges encountered by investigators from the Indonesian National Police (POLRI) pertains to the exercise of
discretionary power in resolving cases involving juvenile offenders who face the possibility of imprisonment
exceeding a duration of seven years. This issue arises from the provisions outlined in Law Number 11 of 2012,
which governs the Juvenile Criminal Justice System in Indonesia. According to this law, the diversion of
juvenile offenses is mandated only for those offenses that carry a maximum prison sentence of less than seven
years. The present study employs a normative-empirical legal methodology, drawing upon primary and
secondary sources. The process of data collection involved conducting interviews and conducting a study of
relevant literature in libraries. The data were subjected to qualitative normative analysis techniques. This study
applies the theory of restorative justice as a grand theory, justice theory as a middle-range theory, and legal
protection theory as an applied theory to analyze the provided data. The findings of the study indicate that the
implementation of diversion during the investigation phase lacks effectiveness and efficiency in adhering to the
principles of justice, namely simplicity, expediency, and cost-effectiveness. This is primarily attributed to the
bureaucratic nature of the diversion procedure, as well as the complex and administratively challenging
mediation process, which involves numerous elements. Furthermore, it is worth noting that the Indonesian
National Police (POLRI) investigators possess the ability to pursue diversion as a course of action in cases
involving juvenile offenses. This particular measure is applicable even in situations where the offense carries a
potential prison sentence exceeding seven years. The discretionary authority exercised by law enforcement
officials in this regard is justified by the absence of explicit provisions within the SPPA Law that explicitly
prohibit the application of diversion for criminal acts that are punishable by imprisonment for more than seven
years. However, the utilization of police discretion in this particular scenario must adhere to the restrictions,
prerequisites, or standards for implementing restorative justice as outlined in the Chief of Police Circular
Number SE/8/VII/2018, which pertains to the utilization of restorative justice in the resolution of criminal cases.

The two articles share the concern aggrieved by many, the misconduct with senior police offices. Although recruitment of police officers greatly varies depending on economic, social and educational factors from one country to another, police departments often struggle to find the best recruits who can best meet the ever increasing technological and customer-service oriented expectations of a modern police officer (White, 2008). Security and public safety in the 21 century is highly changing and evolving. Due to technological advances, police officers are forced to do their jobs more professionally and change the way in which they relate and interact with members of the public whom they are supposed to protect. Today, almost all police departments exhibit higher levels of transparency than what was being observed a decade ago (Bradley, 2005). There is a great shift in terms of proper leadership, increased use of technology to improve safety and fight crime, policy, structure and culture.
The five articles selected for this literature review majorly discuss similar themes and issues. The authors talk about how police recruitment has changed with time for the last few decades. Notably, most of these changes have been brought about technological advances. According the authors, technology has numerous benefits to police agencies but unfortunately, the come laced with immense challenges too which have to be addressed.
More is expected from the modern police as compared to what the situation was some decades ago. The modern police are expected to juggle between solving neighborhood problems and also enforce the law (Wilson & Heinonen, 2012). While in the course of their duties, modern police officer are expected to make use of technology in order to recognize, analyze and solve crimes since majority of police departments have adopted an approach governed by community policing strategies (Woska, 2006). A community policing approach is one that encourages police officers to put in place measures aimed at preventing crimes from occurring as opposed to simply reacting when the crimes pop up. This implies that there is immense pressure on police officers to properly handle the complex diverse community problems that have to do with gangs, juvenile offenders, parole and people on probation (Woska, 2006). Therefore, there is a great need for those in charge of recruiting police officers to ensure that they get the best, intuitive and intelligent officers who have the capability to handle the above said complex issues. Some police departments actually have to carry the recruitment exercises two or three times in an effort to make sure that they get things right.
Nowadays, modern police recruits are usually technically savvy, service oriented and enthusiastic. They mostly tend to join the police force with high expectations a.

Police officers play the role of maintaining law and order. This entails ensuring the safety of the society without compromising the nobility of the department. The administrator needs to exercise honesty, integrity and fair treatment to all its citizens. This is termed as ethical behavior in their jobs.
Safety is among the functions of the department. The execution of this service should ensure the public is not put at any risk. The use of force may harm the public. For that reason, police ought to be diligent on how they apprehend criminals. The principles of proportionality, minimization and practicability are addressed within with an emphasis on public support and security.
The police recruitment process is in place to allow the trainers to assess the character of the recruits. To uphold the nobility of the department, honest and diligent recruits get posted to various regions of the country. The ill-behaved cops may be punished by losing their jobs or automatic suspensions.
The adherence to legal procedures and law sections should be the driving principle for the cops. This will eradicate the chances of conflicting demands. Conflicting claims exist when the cops have a personal interest and may conceal evidence.
The department should appreciate the community role in security. The community provides information on crime hot spots. This aids in narrowing down on investigation areas making their job efficient. This may also eradicate the norm of the public fearing the cops. Such fear chokes the flow of information hindering efficiency of the police force.
Officers need to exercise discrete decision making to ensure fair treatment of crimes. Separate decision-making allows law enforcers to make precise verdicts with no partiality.
In conclusion, this paper seeks to identify and illustrate police ethics in correlation to their roles in the society. Some of the factors prohibiting their effectiveness are discussed within.

ABSTRACT: This study investigates the implementation of diversion by the Indonesian National Police as a
strategy for resolving cases involving children in conflict with the law. One of the challenges encountered by
investigators from the Indonesian National Police (POLRI) pertains to the utilization of discretionary authority
in their investigative processes. The present study investigates the implementation of diversion by the
Indonesian National Police as a means of resolving cases involving children in conflict with the law. One of the
challenges encountered by investigators from the Indonesian National Police (POLRI) pertains to the exercise of
discretionary power in resolving cases involving juvenile offenders who face the possibility of imprisonment
exceeding a duration of seven years. This issue arises from the provisions outlined in Law Number 11 of 2012,
which governs the Juvenile Criminal Justice System in Indonesia. According to this law, the diversion of
juvenile offenses is mandated only for those offenses that carry a maximum prison sentence of less than seven
years. The present study employs a normative-empirical legal methodology, drawing upon primary and
secondary sources. The process of data collection involved conducting interviews and conducting a study of
relevant literature in libraries. The data were subjected to qualitative normative analysis techniques. This study
applies the theory of restorative justice as a grand theory, justice theory as a middle-range theory, and legal
protection theory as an applied theory to analyze the provided data. The findings of the study indicate that the
implementation of diversion during the investigation phase lacks effectiveness and efficiency in adhering to the
principles of justice, namely simplicity, expediency, and cost-effectiveness. This is primarily attributed to the
bureaucratic nature of the diversion procedure, as well as the complex and administratively challenging
mediation process, which involves numerous elements. Furthermore, it is worth noting that the Indonesian
National Police (POLRI) investigators possess the ability to pursue diversion as a course of action in cases
involving juvenile offenses. This particular measure is applicable even in situations where the offense carries a
potential prison sentence exceeding seven years. The discretionary authority exercised by law enforcement
officials in this regard is justified by the absence of explicit provisions within the SPPA Law that explicitly
prohibit the application of diversion for criminal acts that are punishable by imprisonment for more than seven
years. However, the utilization of police discretion in this particular scenario must adhere to the restrictions,
prerequisites, or standards for implementing restorative justice as outlined in the Chief of Police Circular
Number SE/8/VII/2018, which pertains to the utilization of restorative justice in the resolution of criminal cases.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
