1. Rightsizing the New York State Budget
Unshackle Upstate has proposed a five–year plan which would right-size the state budget and reduce
budgetary spending to $109 billion by 2015. The proposal would reflect a reduction in state budget
spending to equal that of the 2000 level, $77.5 billion, and then adjusted according to the consumer
price index.
To achieve this goal, Unshackle Upstate proposes that the current year 2010-11 state budget be
reduced by $12 billion. The budget is than to be reduced by at least $2 billion per year for the next
five years to meet the 2015 goal of $109 billion (see graph below).
