Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Most respondents do not believe AI will impact workforce size in 2024. However, some inhibitions still exist around AI accuracy and lack of understanding. Creatives primarily want to use AI to save time on mundane tasks and boost productivity.
Organizational culture includes values, norms, systems, symbols, language, assumptions, beliefs, and habits that influence employee behaviors and how people interpret those behaviors. It is important because culture can help or hinder a company's success. Some key aspects of Netflix's culture that help it achieve results include hiring smartly so every position has stars, focusing on attitude over just aptitude, and having a strict policy against peacocks, whiners, and jerks.

2. • Reutilizarea bunurilor confiscate înseamnă
transmiterea cu titlu gratuit a bunurilor confiscate
sau a sumelor provenite din infracţiuni pentru a fi
folosite în interes public sau în scopuri sociale de
către instituţii publice (autorităţi publice locale) sau
organizaţii neguvernamentale.
• Reutilizarea socială este unica formă de valorificare
care garantează cetățenilor vizibilitatea bunurilor
confiscate, întrucât ceea ce provine din infracțiuni
este înapoiat societății în mod explicit.
• Modul de valorificare a bunurilor confiscate
măsoara eficacitatea sistemului judiciar.

valorificare;

6. Argumente pentru reutilizare:
- Directiva 2014/42/UE a Parlamentului European
și a Consiliului, din 3 aprilie 2014, privind
înghețarea și confiscarea produselor provenite din
săvârșirea de infracțiuni în Uniunea Europeană.
Directiva a introdus pentru prima dată prevederi
privind valorificarea bunurilor sechestrate și
confiscate și a invitat statele membre „să aibă în
vedere luarea de măsuri care să permită utilizarea
bunurilor confiscate în interes public sau în scopuri
sociale”. Aceasta mai menționează că, printre
aceste măsuri, se poate regăsi aceea a alocării
acestor bunuri pentru proiecte de aplicare a legii și
de prevenire a infracțiunilor, precum și pentru alte
proiecte de interes public și de utilitate socială.

-Reutilizarea directă în scopuri sociale a bunurilor
confiscate (Italia, Belgia, Bulgaria);
-Reutilizarea în scopuri sociale a sumelor de bani
rezultate din valorificarea bunurilor confiscate, prin
înființarea unor fonduri specializate (Franța, Spania,
Luxemburg și Scoția);
Vizibilitatea bunurilor, mesaj puternic - lupta socială
împotriva criminalităţii

- Structură specializată de atribuire a bunurilor
confiscate din traficul de droguri și infracțiuni
conexe (ex. spălare de bani): Delegation del
Gobierno para el plan nacional sobre drogas (din
cadrul Secretaria de estado de servicios sociales e
igualdad, parte a Ministerio de sanidad, servicios
sociales e igualdad);
- Bunurile confiscate din celelalte tipuri de infracțiuni
și valorificate de instanțele de executare, iar banii
sunt virați bugetului de stat.

9. Modelul din Spania
• Legea nr. 17/29.05.2003
• Sunt reutilizate bunurile, produsele și instrumentele
confiscate şi intrate în proprietatea privată a statului prin
hotărâri judecătoreşti definitive cu privire la infracțiuni
legate de traficul de droguri.
• Toate bunurile astfel confiscate sunt valorificate (vândute
sau cesionate gratuit), iar banii şi se varsă în Fondul
bunurilor confiscate din traficul de droguri și alte infracțiuni
conexe, gestionat de Delegaţie.
• Sumele strânse anual sunt utilizate pentru finanţarea de
proiecte aferente Strategiei antidrog – Planului național
privind drogurile – politică publică din 1985 (printr-o cerere
de propuneri de proiecte, o dată pe an).
• Finanțarea Strategiei prin intermediul Fondului reprezintă o
mică parte din finanțarea totală de care beneficiază
Strategia antidrog (ex. finanțarea de la autoritățile locale)

• Prevenirea abuzului de substanţe psihotrope;
• Asistența și reinserția profesională și socială a peroanelor
dependente de droguri;
• Prevenirea , investigarea, urmărirea penală și diminuarea

• Organizațiile non-guvernamentale dedicate, în întregime
sau parțial, la nivel național, activităților cu dependenții de

• Parchetul special antidrog;
• Delegația Guvernului pentru planul național privind
drogurile;
• Forțele polițienești;
• Agenția vamală și pentru accize;

Administrația de Stat pentru dezvoltarea de programe
specifice privind drogurile;
• Agenții internaționale, entități supranaționale și guvernele
străine în scopurile menționate mai sus.

în folosința forțelor polițienești; După confiscare, acestea

17. Spania – Pazo Bayón
Scopul principal al afacerii a fost cultivarea viţei de
vie şi producţia de vin de Pazo Bayón. Proprietatea a
fost cumpărată în 1987 cu produsele infracţiunilor de
trafic de droguri de către traficantul Laureano Oubiña.
Procedurile judiciare au fost inițiate în 1994, prima
sentinţă a fost pronunţată în 2002, iar condamnarea
definitivă a fost pronunţată în anul 2004. În această
perioadă întreprinderea s-a aflat sub administrare
judiciară.
Procesul a beneficiat de interes social şi o prezentare
constantă în mass-media. Acest caz a devenit
emblematic pentru lupta împotriva traficului de
droguri în Galicia şi a condus la o mișcare
cetăţenească importantă împotriva traficului de
droguri și pentru îngrijirea și reabilitarea persoanelor
dependente de droguri.
19. Spania – Pazo Bayón
În anul 2006 Curtea Națională a decis aprobarea
conturilor prezentate de administrarea judiciară a
societăților comerciale şi atribuirea societăţilor
comerciale Oula SA și Albarino Bayon SL, precum şi a
proprietăţii Pazo Bayón, către Fondul bunurilor
confiscate din traficul de droguri și alte
infracțiuni conexe.
20. Spania – Pazo Bayón
Măsurile luate în vederea valorificării acestor bunuri:
•Constituirea Adunării Generale a Acționarilor
societăților confiscate;
•Numirea de administrator post confiscare;
•Continuarea contractului de închiriere a bunului în
vederea exploatării: Freixenet SA (2001-2008)
•Evaluarea proprietății Pazo Bayón: 8,693,972.66
euro;
•Evaluarea valorii acţiunilor celor 2 societăţi
comericale, proces diferit de evaluarea proprietăţii.
•Constituirea unei comisii de adjudecare.
21. Spania – Pazo Bayón
Elemente care au fost luate în considerare în procesul
de vânzare competitivă a bunurilor:
•Evitarea revenirii/folosirii bunurilor pentru traficul de
droguri;
•Condiţia de eligibilitate pentru înscrierea la licitaţie:
patru ani de activitate în sectorul vitivinicol și 5
milioane de euro cifră de afaceri medie anuală;
•Criterii de atribuire nu numai economice, ci și cu
orientare şi finalitate socială;
•Criterii: transparenţă, obiectivitate, măsurabile
cantitativ.
22. Spania – Pazo Bayón
Criterii de atribuire:
•45% Prețul: punctaj maxim pentru o creştere de
50% faţă de preţul de pornire al licitaţiei.
•20% Angajamentul de continuitate a afacerii şi a
mărcilor de vin de cel puțin 15 ani.
•20% Angajamentul de a încheia contracte temporare
(pentru procesare, îmbuteliere etc) cu oameni care au
finalizat un program de reabilitare pentru dependenţa
de droguri: punctaj maxim pentru cel puțin 400 de
zile pe an, timp de 15 ani.
•15% Angajament de contribui anual la Fond: cel mai
mare scor, contribuţie de cel puțin 5 % din cifra de
afaceri anuală din vânzarea de vin de Pazo Bayón,
timp de 15 de ani.
23. Spania – Pazo Bayón
Finalizarea vânzării:
•Ofertele care au respectat cerinţele: 5 operatori
economici (Viña Izadi, Marqués de Riscal, Martín
Codax, Condes de Albarei şi Freixenet).
•Câştigător: Condes de Albarei (15.102.000,00 €).
•Contract semnat în iulie 2008.
•Garanţia depusă pentru îndeplinirea criteriilor
sociale: € 600.000

- Bunurile confiscate sunt redate vizibil societății și grupurilor
vulnerabile, nu își pierd urma. Se întăresc și se validează

- Scade toleranța/acceptanța socială a criminalității.
- Se dezvoltă structuri de economie socială din bunurile
confiscate – incluziune, solidaritate, demnitate.
