V4CP is a collaboration with SNV (Netherlands Development
Organization)

The objective is to strengthen the capacity of Civil Society
Organizations (CSOs) to effectively voice their views

Support for CSOs
1. Capacity development
Activities: Capacity development trajectory for CSOs, with a focus on five capabilities:
leadership, advocacy, evidence, thematic knowledge, organizational sustainability.
2. Evidence creation and dissemination
Activities: Generation and packaging of evidence for advocacy; knowledge products
to share with stakeholders; access to portals for information, sharing and learning.
3. Advocacy
Activities: Support (technical, financial, diplomatic) to the design and implementation
of advocacy plans.

Improve food and nutrition security through modernization of
family farms:
Increased public investments
Improved access to financial services
Improve working conditions of pastoralists and agro-pastoralists in
the context of climate change and decentralization:
Improved political will, accountability, and budget allocation

Briefs on policy dialogue frameworks in Burkina; public
investments in family farms; public investment in pastoralism.
Data analysis and brief on smallholders’ access to finance
Simulation and brief on potential of smallholders to increase
productivity and food security
Technical support and facilitation for a panel on government
budget allocation to smallholders

Analyses and reports on production, use, demand and supply of
fertilizers, improved seeds, equipment and extension
Studies on pastoralism: impact of climate change on pastoralists,
and strategies to increase resilience; role of gender; role of milk
production and processing; role of livestock markets; stocktaking on
climate-sensitive livestock interventions in West Africa; economic
costs and benefits of pastoralism
Analysis by PHND on mapping of nutrition stakeholders; nutrition
Stories of Change; impact assessment of a nutrition-sensitive
agriculture intervention

Reduced post-harvest losses (PHL):
Improved government accountability mechanisms and political will
Increased budget allocation for PHL and improved service delivery
Sustainable nutrition for all through effective implementation of the
national nutrition policy:
Improved accountability mechanisms, political will, and budget allocations

Ghana—2017 highlights and 2018 plans
In 2017, IFPRI and ReSAKSS provided reviews and analyses on
nutrition-sensitive commodities and post-harvest losses.
2018 deliverables include
Policy brief on good practices from successful nutrition interventions.
Policy brief on the role of product diversification in food and nutrition
security.
Policy brief on household demand for processed fruits and vegetables 
potential business opportunities for private sector investments to reduce
post-harvest losses.
PHN analysis on outcomes of school feeding; leveraging food systems to
improve diets; findings of baseline nutrition survey
Kenya—Goals of CSO advocacy
 Support safe milk and reduction in milk losses along the value chain:
• Harmonization of policies and regulations; development of quality standards
• Technology adoption, market expansion, consumer education
 Improve food safety and reduce food losses in domestic horticulture value chains:
• Strengthening of food safety and loss reduction systems
• Harmonized policies; increased investments
 Achieve climate-resilient pastoralists’ communities with strengthened voice and
participation in climate change policy-making processes in Kenya:
• Increased budget allocations to climate change issues
• Inclusion of pastoralists in climate change decision making processes
Kenya—2017 highlights and 2018 plans
In 2017, IFPRI and ReSAKSS provided evidence on horticulture, dairy and resilience;
trained CSOs on food safety concepts; and introduced CSOs to relevant organizations
and platforms
In 2018, work will include
Case studies and briefs on best practices in horticulture and dairy food safety and loss
reduction
Paper, brief and CSO training on dairy and horticulture budget analysis and tracking
Assessment on role of co-management in resilience of markets
Assessment on livestock insurance
Paper, brief and discussion forum on economic costs and benefits of pastoralism
Rwanda—Goals of CSO advocacy
Improved food security and nutrition through increased availability, accessibility,
affordability and consumption of nutritious food at household level:
Advocacy for change in the enabling environment for development
Adoption and implementation of inclusive policies and regulations on
production and consumption of diverse and nutritious food
Increased accessibility and use of fortified crops or products
Improved coordination of agriculture, food security and nutrition actors and
activities at national and district levels
Adequate budget allocation at national and district level.
Rwanda—highlights of support in 2017
IFPRI and ReSAKSS obtained data and developed a methodology
for CSOs to track nutrition-specific or nutrition-sensitive
government budgeting and expenditures
Nutrition-sensitive expenditures are assigned a weight
CSOs were trained on the methodology in Oct.; the government
food and nutrition security coordination secretariat participated.
Validation of methodology with government and CSOs will take
place in April 2018
Rwanda—Work planned for 2018
Gap analysis on food and nutrition security budgets (based on costing
of potential interventions and comparison with expenditures)
Policy brief
Workshop to share findings
Capacity building for CSOs on using findings for advocacy
Meetings with government officials on budget tracking tool and analysis
PHND analysis on micronutrient fortification and supplementation;
inter-sectoral coordination; nutrition outcomes
eAtlas
In 2018, the eAtlas team will develop print eAtlases for Burkina
Faso, Ghana, Kenya, and Rwanda
• A food security typology is being developed for each country to guide
policy interventions
• Regions or districts are classified on agricultural potential and
constraints
• Team will meet with CSOs to groundtruth the typologies and discuss
next steps
The team is providing training for CSOs on using the online eAtlas

Voice for Change Partnership (V4CP) V4CP is a collaboration with SNV (Netherlands Development Organization) IFPRI divisions participating are DGO, MTID, PHND, and Africa offices / ReSAKSS Funding from the Netherlands Ministry of Foreign Affairs; 2016-2021 The objective is to strengthen the capacity of Civil Society Organizations (CSOs) to effectively voice their views Project countries: Burkina Faso, Ghana, Kenya, Rwanda; Honduras, Indonesia

  • 4. Support for CSOs 1. Capacity development Activities: Capacity development trajectory for CSOs, with a focus on five capabilities: leadership, advocacy, evidence, thematic knowledge, organizational sustainability. 2. Evidence creation and dissemination Activities: Generation and packaging of evidence for advocacy; knowledge products to share with stakeholders; access to portals for information, sharing and learning. 3. Advocacy Activities: Support (technical, financial, diplomatic) to the design and implementation of advocacy plans.

Burkina Faso—Goals of CSO advocacy Improve food and nutrition security through modernization of family farms: Increased public investments Improved access to financial services Improve working conditions of pastoralists and agro-pastoralists in the context of climate change and decentralization: Improved political will, accountability, and budget allocation Policies and laws favorable to pastoralism

Burkina Faso—Highlights of support in 2017 Briefs on policy dialogue frameworks in Burkina; public investments in family farms; public investment in pastoralism. Data analysis and brief on smallholders’ access to finance Simulation and brief on potential of smallholders to increase productivity and food security Technical support and facilitation for a panel on government budget allocation to smallholders

Burkina Faso—Work planned for 2018 Analyses and reports on production, use, demand and supply of fertilizers, improved seeds, equipment and extension Studies on pastoralism: impact of climate change on pastoralists, and strategies to increase resilience; role of gender; role of milk production and processing; role of livestock markets; stocktaking on climate-sensitive livestock interventions in West Africa; economic costs and benefits of pastoralism Analysis by PHND on mapping of nutrition stakeholders; nutrition Stories of Change; impact assessment of a nutrition-sensitive agriculture intervention

Ghana—Goals of CSO advocacy Reduced post-harvest losses (PHL): Improved government accountability mechanisms and political will Increased budget allocation for PHL and improved service delivery Sustainable nutrition for all through effective implementation of the national nutrition policy: Improved accountability mechanisms, political will, and budget allocations Improved implementation of nutrition policies and programs

Ghana—2017 highlights and 2018 plans In 2017, IFPRI and ReSAKSS provided reviews and analyses on nutrition-sensitive commodities and post-harvest losses. 2018 deliverables include Policy brief on good practices from successful nutrition interventions. Policy brief on the role of product diversification in food and nutrition security. Policy brief on household demand for processed fruits and vegetables  potential business opportunities for private sector investments to reduce post-harvest losses. PHN analysis on outcomes of school feeding; leveraging food systems to improve diets; findings of baseline nutrition survey

Kenya—Goals of CSO advocacy  Support safe milk and reduction in milk losses along the value chain: • Harmonization of policies and regulations; development of quality standards • Technology adoption, market expansion, consumer education  Improve food safety and reduce food losses in domestic horticulture value chains: • Strengthening of food safety and loss reduction systems • Harmonized policies; increased investments  Achieve climate-resilient pastoralists’ communities with strengthened voice and participation in climate change policy-making processes in Kenya: • Increased budget allocations to climate change issues • Inclusion of pastoralists in climate change decision making processes

Kenya—2017 highlights and 2018 plans In 2017, IFPRI and ReSAKSS provided evidence on horticulture, dairy and resilience; trained CSOs on food safety concepts; and introduced CSOs to relevant organizations and platforms In 2018, work will include Case studies and briefs on best practices in horticulture and dairy food safety and loss reduction Paper, brief and CSO training on dairy and horticulture budget analysis and tracking Assessment on role of co-management in resilience of markets Assessment on livestock insurance Paper, brief and discussion forum on economic costs and benefits of pastoralism

Rwanda—Goals of CSO advocacy Improved food security and nutrition through increased availability, accessibility, affordability and consumption of nutritious food at household level: Advocacy for change in the enabling environment for development Adoption and implementation of inclusive policies and regulations on production and consumption of diverse and nutritious food Increased accessibility and use of fortified crops or products Improved coordination of agriculture, food security and nutrition actors and activities at national and district levels Adequate budget allocation at national and district level.
  • 13. Rwanda—highlights of support in 2017 IFPRI and ReSAKSS obtained data and developed a methodology for CSOs to track nutrition-specific or nutrition-sensitive government budgeting and expenditures Nutrition-sensitive expenditures are assigned a weight CSOs were trained on the methodology in Oct.; the government food and nutrition security coordination secretariat participated. Validation of methodology with government and CSOs will take place in April 2018

Rwanda—Work planned for 2018 Gap analysis on food and nutrition security budgets (based on costing of potential interventions and comparison with expenditures) Policy brief Workshop to share findings Capacity building for CSOs on using findings for advocacy Meetings with government officials on budget tracking tool and analysis PHND analysis on micronutrient fortification and supplementation; inter-sectoral coordination; nutrition outcomes
  • 15. eAtlas In 2018, the eAtlas team will develop print eAtlases for Burkina Faso, Ghana, Kenya, and Rwanda • A food security typology is being developed for each country to guide policy interventions • Regions or districts are classified on agricultural potential and constraints • Team will meet with CSOs to groundtruth the typologies and discuss next steps The team is providing training for CSOs on using the online eAtlas

Burkina Faso—Goals of CSO advocacy (resilience) Contribute to the improvement of the life and working conditions of pastoralists and agro-pastoralists in the context of climate change and decentralization: Improved delivery of goods and services related to pastoralism Increased budget allocation to pastoralism Inclusive policies and laws favorable to pastoralism and taking into account CC and decentralization Increased political will for the implementation of policies, laws and regulations Increased accountability of Ministry of Animal and Fish Resources, local authorities, the private sector about issues related to pastoralism.

Kenya—Goals of CSO advocacy (FNS) Dairy—Create an enabling environment for production and delivery of safe milk and reduction in milk losses along the value chain: Harmonization of policies and regulations and improved government coordination Improved financial services for dairy smallholders Development of milk quality standards Adoption of milk technology Policies to expand milk markets Consumer education on milk safety issues

Kenya—Goals of CSO advocacy (FNS) Horticulture—Improve food safety and reduce food losses in domestic horticulture value chains: Consumer awareness Collaboration between public and private sector Harmonized policy frameworks and implementation Greater investments Improved accountability Strengthening of food safety and food loss reduction systems

Kenya—Goals of CSO advocacy (Resilience) Achieve climate-resilient pastoralists’ communities with strengthened voice and participation in climate change policy- making processes in Kenya: Enactment and implementation of inclusive legal frameworks Integration of pastoralists’ representatives in climate change decision-making structure and processes. Greater allocation of resources addressing climate change Attention to reducing the burden on pastoralist communities and women and encouraging investment in products and services for pastoralists.

  1. These are general areas of the project; IFPRI and ReSAKSS have a role in each of them. CD: SNV organizes 2 capacity development workshops each year for the CSOs in each country; IFPRI and ReSAKSS participate and deliver some of the content—particular on using evidence for advocacy. ReSAKSS also provides other training for CSOs—e.g. on eAtlas in 2018; in Kenya, on food safety concepts in Feb. 2016. Evidence creation and dissemination: ReSAKSS and IFPRI divisions package evidence for CSOs based on CSOs’ evidence needs. E.g., policy briefs, reports. These can be based on IFPRI research or on other sources. Advocacy: Support to advocacy; including helping make connections with appropriate platforms.
