September 2014–Present
Manage data validation (DV) program for 53 state unemployment programs that includes providing
extensive technical assistance and training geared towards solutions, developing expertise in benefits
and tax operations and performance management to support department goals. Collaborate with regional
office staff of USDOL to facilitate compliance within the DV program. Produce data extracts and
analytical reports for stakeholders detailing state performance results. Lead multiple evaluations of state
data validation programs as part of the monitoring process. Assist in several on-site reviews for high-
priority states and contribute to the final reports. Develop requirements and test information technology
systems for federal and state based projects. Maintain handbooks and tutorials on DV system
requirements and software applications. Contribute to other department projects to broaden UI
knowledge and expertise.
Program Analyst: Mathematica Policy Research July 2011–August 2014
Unemployment Insurance Data Validation for Colorado Department of Labor and Employment:
Participated in site visit and contributed to interim and final reports for state agencies; documented data
issues; participated in DEV sampling for benefit populations; conducted system analysis and data
validation on UI reporting to determine quality and compliance to Employment and Training
Administration (ETA) standards; reviewed state module-three manuals and assessed validation codes
against federal standards.
Unemployment Insurance Business Process Review for Alabama Department of Labor:
Provided analysis of states’ systems for preventing, detecting, and recovering overpayments, and
recommending changes to improve the integrity of the states’ UI programs; assisted with analysis of all
processes of the ADOL UI program that affected timeliness of benefits and tax operations; documented
data issues and contributed to interim and final reports for state agencies.
Other government project tasks included conducting independent verification and validation of the
EFAST2 system for the Employee Benefits Security Administration at USDOL, providing extensive
technical assistance for a consumer reporting tool, developing end-user training materials, managing
complex project schedules, and testing online performance management surveys.
