Serve as Communications Watch Officer and Top Secret Control Assistant for COMSUBGRU9
Department of Navy (DoN) as an Active-Duty Sailor. Responsible for operating and maintaining
electronic equipment used for detection, tracking, recognition and identification, communications,
communication security and Electronic Warfare (EW) for surface ships, electronic air detection
and tracking equipment, electronic recognition and identification equipment, and electronic
equipment and components used for communication, cryptography, and navigation. Using a
working knowledge of electricity and electronics, and ability to read and interpret schematics,
perform assembly, adjustments, calibration, and preventive maintenance on equipment. Operate
and maintain General Purpose Test Equipment (GPTE), personal computers, and auxiliary
equipment. Operate, monitor, and control Information Systems (IS) in support of the Naval
worldwide telecommunications network. Perform assigned mission organizational level
maintenance and repair of Command, Control, Communications, Computers, and Intelligence
(C4I) Systems includes evaluating installation maturity and capability, provide reports to advise
management on evaluation of the systems; and stand watch on related equipment. Inventory
local area networks (LAN) hardware; safeguard classified materials; execute disaster recovery
and emergency actions plans; operate ultra-high frequency (UHF), very high frequency (VHF)
and very low frequency (VLF) systems; operate radar systems; clean and inspect antenna
access; demonstrate cultural awareness; schedule resources, employees and operations;
coordinates projects; communicates both orally and in writing; demonstrate computer software
applications; operate database and records; utilizes software scheduling applications; store and
retrieve data; and transfer files. Expert knowledge in radio frequency, microwave, electro-optics,
computer network; coding and encryption theory, cyber security, low probability of detection and
intercept waveforms, electromagnetic theory and antenna theory, drafting standard Navy
messages, performing EKMS user tasks, operating RADAR/EHF/SLVR units and perform basic
Electronic Surveillance (ES) tasks on SSN/SSBN/SSGN submarines. Additionally, maintain
information system records; installs computer and network components; repair antenna systems;
repair UHF, VHF, and VLF systems; troubleshoot all, configure network security tools; and
configure workstation software.
SAIL team coordinator for USS Jimmy Carter. As such I was responsible for maintenance,
corrective and emergency repairs, and sustainment of periscopes and multiple communication
masts and antennas. In charge of work planning, drafting and approval requests, close
collaboration with staff including USN, civilian, and contractors needed to support masts
movements and sail evolutions (i.e., tags) in order to ensure proper setup and to meet schedules
for ship to go underway.
LCDR Kulbeth, Donovan’s “in-depth technical knowledge made him a dynamic and integral part
of the success of the communications watch floor. He was repeatedly and specifically referred to
as the subject matter expert on the extensive equipment and procedures under his supervision as
a Communications Watch Officer…Petty Officer Gregory is a TOP performer.”
Established a command DUI Prevention Committee. As President took an active role in ensure a
command atmosphere of responsible alcohol use. Founded the program of 11 safe-ride home
volunteers, which directly contributed to maintaining the command DUI free and ensured safety in
the local community.
