Mr. McKelvey has started supporting the RAILWAYNet project that will provide network
communications for Rail vehicles that will aid Positive Train Control efforts. His role is as a Sr.
Software Engineer and Data Communications support Engineer. Mr. McKelvey brings his skills
and abilities in Network Engineering, and Data Communications Management to support the
RAILWAYNet and Positive Train Control Projects.
Mr. McKelvey provides support for the systems testing of potential sources of interference to
DSRC. This includes testing in-band and adjacent band licensed and unlicensed systems, other
sources of signals or noise in the DSRC band, and proposed unlicensed UNII-4 (WiFi) systems
that could potentially operate in the DSRC band. This testing includes field signal capture of
2. signals from existing systems, and structured tests to test the strength and impact of interfering
signals at different distances from DSRC devices, and at different power levels.
In a previous task, Mr. McKelvey was part of the ARINC team for upgrading the TFHRC
Connected Vehicle Test Bed, and conducting testing of candidate wireless communications
(including DSRC) and vehicle positioning technologies. The test bed upgrade also included
installation of a typical Traffic Management System software package, CCTV cameras
distributed around the facility, and a video management system to detect and track vehicle
movements. Mr. McKelvey worked extensively on-site at TFHRC to install, configure, and
validate the test bed upgrades, and to conduct the communications and vehicle positioning
technology tests.
Potomac College – Washington, DC 2012-Present
Currently Mr. McKelvey is an Adjunct Professor at the University of the Potomac, where he
teaches the Cyber Crime and Cyber Terrorism Countermeasures course. Mr. McKelvey is
developing a Virtual Cyber Crime Forensic Laboratory for the study of the Scientific Method of
Computer Forensics. Mr. McKelvey has worked on the development of teaching methods

Mr. McKelvey was a Senior Engineer at the Columbia Telecommunications Corporation (CTC).
Mr. McKelvey’s responsibilities included the collection and communication of technical
specifications for various projects dealing with the delivery of Internet, Network Services and
Connectivity for rural areas. Conducting research of systems for use in various projects, and
conducted comparison studies on different Emergency Operations Center Software programs
like WebEOC, E-Team, and HazNet. In addition, to the above duties, Mr. McKelvey Conducted
tests of various Smart Grid Implementations, including the design of a sample SmartGrid
Network, and associative control devices.
Mr. McKelvey also compiled and delivered documents covering the Inside and Outside cable
plant specifications for the interconnection within Prince Georges County Maryland. Mr.
McKelvey also served as a Quality Assurance and Quality Control Engineer under contract to
Maryland Transit Authority. Duties at the MTA involved the review and rework of QAQC
specifications documentation submitted by Vendors. Mr. McKelvey as a QAQC Engineer
participated in various meetings to guide the project to completion by making sure that the
vendor and the MTA followed the QAQC specifications.
