This document outlines the responsibilities and key achievements of a position providing technical assistance to a State Government on health financing programs. The responsibilities include designing, implementing, and evaluating health financing programs; conducting training; supporting strategic planning; overseeing budgets; and collaborating with stakeholders. Some of the key achievements are facilitating a health expenditure review, costing analyses, developing policies and strategies, establishing exemption schemes, and supporting strategic and operational planning.

1. Responsibilities:
 Provide direct technical assistance to the State Government on health financing, resource
allocation, and economic evaluation.
 Design, implement, and evaluate health financing programs, such as health insurance &
voucher programs.
 Conduct on-the-job training on health financing and human resource development for
counterparts at the SMOH and other state-level stakeholders.
 Support the development and implementation of the financing component of the state’s
costed health sector operational plans and programme.
 Collaborate in the conceptualization and articulation of needs, strategies, and systems for
resource mobilization and utilization.
 Perform oversight of program finance staff to ensure the accurate and timely preparation
and tracking of program budgets, ensuring compliance with Abt Associates, DFID, and
PATHS2 operational policies and procedures.
 Took part in the development of year two Paths2 workplan for the state,
 Collaborate with donor organizations and multi-lateral partnerships on complex projects.
 Participate in the establishment of program management plans for designing, reviewing, and
monitoring PATHS2 interventions in the State.
 Collaborate with other program staff to ensure the smooth and efficient planning,
development and implementation of program activities.
 Produce written concepts, proposals (with budgets), and position papers, in collaboration
with key technical staff, to facilitate and further program implementation.
 Collaborating in work plan development, program reporting, and monitoring and evaluation
activities.Participate in the mentoring and supervision of the PATHS2 technical staff that
are embedded in the State MoH
Key achievements:
 Facilitated Health Sector Public Expenditure Management Review survey for Jigawa
state (2006 - 2009)
 Conducted Free MNCH costing for the Government of Jigawa State (2013).
 Facilitated the development of HRH policy and strategy for Jigawa state
 Facilitated a policy document for legislation by the State House of Assembly on Drug
Revolving Fund Scheme. (DRFS)
 Supported the establishment of Deferral & Exemption Scheme implementation for
Jigawa state
 Facilitated the review of the state DRF scheme in Jigawa state (2012)
 Supported a pilot project on Community Based Health Insurance scheme (CBHIS)
 Conducted assessment/mapping study on Public-Private-Partnership for the state
Government
 Supported the Medium Term Sector Strategy (MTSS) development for health sector
from 2010 – 2013.
 Supported the development of Annual operational plan for the health sector
 Supports the state in the development of its State Strategic Health Plan 2010- 2015 in
line with the Federal Government, and 2010 Operational Plan.
 Facilitate the training of finance officers on Financial management for quality service
delivery
 Conducted the financial assessment of the DRF for the state (2013)
