SUMMARY of QUALIFICATIONS
Action oriented and self-motivated professional with over 10 years experience
in the field of health and social development including health system
development and more specifically health service organization and
management, integrated sector planning, health sector strategic and
operational planning, policy development, programme and project
development and implementation, monitoring and evaluation and
management of health sector reforms. Strategies used include engagement
of NGOs, CBOs and FBOs in consensus building, participatory planning and
decision-making.
Main experience earned through leadership and technical positions in the
following positions, Acting Permanent Secretary in the Ministry of Health,
Chief Health Planner, Project Coordinator of the Universal Health Care
Programme and Health Sector Reform in Saint Lucia. Strong communication,
interpersonal and supervisory skills, competent in developing and enabling
team environments. Proficient in Microsoft Office to include Word, PowerPoint
and Excel and a working knowledge of Microsoft Project, and data analysis
tools such as SPSS and Stata 11.I
Over twenty years combined experience as an educator and trainer in capacity
building and skill development. This experience was developed through
execution of such roles as Assistant Lecturer in Sociology, using team
approaches to programme and project development and management in the
Ministry of Health in Saint Lucia.
2. PROFESSIONAL EXPERIENCE
Health System Strengthening and Development Planning Activities:
Provide technical assistance and implement health system strengthening
towards the strengthening of Primary Health Care Based Systems particularly
the integrated health services delivery networks. This includes seven system
components:
i. Governance and management

iii. Health Financing ( Universal health access)
iv. Quality Management
v. Health Information and Management Systems
vi. Human Resources for Health
vii. Health Infrastructure
Summary of Achievements
- In collaboration with a team designed of a covered lives approach to
universal health, a strategy for health financing for the Ministry of
Health Saint Lucia. The involved, conducting research and providing
technical support for health financing policy and strategy, including
costing and review of the actuarial analysis.
- Designed a Framework for the Development of an Essential Package of
Health and Social Services for the Saint Lucia Health Sector
- Supervised the construction and commissioning of a New National
Hospital (50 million euro project)
- Conducted capacity building activities on the Renewal of Primary
Health Care in Grenada and Saint Lucia.
- Reviewed strategic plans and processes for five ECC Territories for the
purpose of designing capacity building interventions in strategic and
operational planning.
- In collaboration with lead Consultant Radiologist conducted Mapping
Exercise of Radiology and Radiotherapy services in Trinidad and Tobago.
- Compiled the CCHIII draft working document for discussion
3. - Provided technical assistance for the evaluation of the health
Information systems for Grenada, Barbados and Anguilla through the
design of detailed Terms of Reference and the review of technical
documents.
- Provided technical assistance for the evaluation of health infrastructure
and institutional support for the establishment of Health Financing
institutional support to five PAHO/ECC territories.
