In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.
The committee’s focus was on ensuring the safety and security of individuals, communities, and the nation as a whole. Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.
Subsequently, in February, the committee successfully submitted its recommendations regarding amendments to the criminal law. These recommendations are intended to serve as a foundation for enhancing the current legal framework, promoting safety and security, and upholding the constitutional principles of justice, dignity, and the inherent worth of every individual.
1. AN ACT TO PROMOTE
ENVIRONMENTAL AWARENESS
THROUGH
ENVIRONMENTAL EDUCATION
AND FOR OTHER PURPOSES
REPUBLIC ACT NO. 9512
2. Section 1. Title.
- This Act shall be known as the
"National Environmental Awareness and
Education Act of 2008".
3. Section 2. Declaration of Policy. -
Consistent with the policy of the State to
protect and advance the right of the
people to a balanced and healthful
ecology in accord with the rhythm and
harmony of nature, and in recognition of
the vital role of the youth in nation building
and the role of education to foster
patriotism and nationalism,
4. accelerate social progress, and
promote total human liberation and
development, the state shall promote
national awareness on the role of
natural resources in economic growth
and the importance of environmental
conservation and ecological balance
towards sustained national
development.
5. Section 3. Scope of Environmental
Education. - The Department of
Education (DepEd), the Commission
on Higher Education (CHED), the
Technical Education and Skills
Development Authority (TESDA), the
Department of Social Welfare and
Development (DSWD),
6. in coordination with the Department of
Environment and Natural Resources (DENR),
the Department of Science and Technology
(DOST) and other relevant agencies, shall
integrate environmental education in its school
curricula at all levels, whether public or private,
including in barangay daycare, preschool, non-
formal, technical vocational, professional level,
indigenous learning and out-of-school youth
courses or programs.
7. Section 4. Environmental Education
and Activities as Part of National
Service Training Program. - The CHED
and the TESDA shall include environmental
education and awareness programs and activities
in the National Service Training Program under
Republic Act No. 9163, as part of the Civic
Welfare Training Service component required for
all baccalaureate degree courses and vocational
courses with a curriculum of at least two (2) years.
8. Section 5. Declaration of
Environmental Awareness Month. -
Pursuant to the policy set forth in this
Act, the month of November of every
year shall be known as the
"Environmental Awareness Month"
throughout the Philippines.
9. Section 6. Interagency and Multi-sectoral
Effort. - The DepEd, CHED, TESDA,
DENR, DOST and other relevant agencies, in
consultation with experts on the environment
and the academe, shall lead in the
implementation of public education and
awareness programs on environmental
protection and conservation through
collaborative interagency and multisectoral
effort at all levels.
10. Section 7. Capacity-Building.
- The DepEd, CHED and TESDA, in
coordination with the DENR and other
relevant agencies, shall undertake capacity-
building programs nationwide such as
trainings, seminars, workshops on
environmental education, development and
production of environmental education
materials, and teacher-education courses and
related livelihood programs.
11. Section 8. Separability Clause. - If any
part, section or provision of this Act shall
be held invalid or unconstitutional, the
other provisions shall not be affected
thereby.
12. Section 9. Repealing Clause. - All other
acts, laws, executive orders, presidential
issuances, rules and regulations or any
part thereof which are inconsistent with
this Act are hereby repealed or modified
accordingly.
13. Section 10. Effectivity. - This Act shall take
effect fifteen (15) days after its publication in
the Official Gazette or in at least two (2)
newspapers of general circulation.

Layunin nito na isulong sa mga kabataan ang kaalaman sa pangangalaga ng ating kalikasan at likas na yaman. Ito rin ang sagot ng gobyerno para may masabi “kuno” na may ginagawa sila para sa problema ng pabago-bagong klima (climate change). Seksyon 2. Pahayag ng Patakaran. - Naaayon sa patakaran ng Estado upang protektahan at isulong ang karapatan ng mga tao sa isang balanseng at nakapagpapalusog na ekolohiya alinsunod sa ritmo at pagkakaisa ng kalikasan, at bilang pagkilala sa mahahalagang papel ng mga kabataan sa pagtatayo ng bansa at ang papel ng edukasyon upang pagyamanin ang patriyotismo at nasyonalismo,
mapabilis ang pag-unlad ng lipunan, at itaguyod ang kabuuang pagpapalaya ng tao at pag-unlad, dapat itaguyod ng estado ang pambansang kamalayan sa papel na ginagampanan ng mga likas na yaman sa paglago ng ekonomiya at ang kahalagahan ng konserbasyon sa kalikasan at ekolohikal na balanse patungo sa matagal na pagpapaunlad ng bansa.
Seksyon 3. Saklaw ng Edukasyon sa Kapaligiran. - Ang Department of Education (DepEd), ang Commission on Higher Education (CHED), ang Technical Education and Skills Development Authority (TESDA), ang Department of Social Welfare and Development (DSWD)

sa koordinasyon sa Department of Science and Technology (DOST) at iba pang kaugnay na mga ahensya, ay isasama ang edukasyon sa kapaligiran sa kurikulum ng paaralan sa lahat ng antas, maging ang publiko o pribado, kabilang ang barangay daycare, preschool, hindi pormal, teknikal na bokasyonal, propesyonal na antas, katutubo sa pag-aaral at mga kurso o programang kabataan sa labas ng paaralan.
So diba may subject tayong NSTP .. So kasli sya or under sya ..... Diba... Evironment lang ang pinangangalagaan nila... Pero diba ang laki tingnan na lang natin ang kapliginran natin....
Seksyon 4. Edukasyong Pangkapaligiran at Aktibidad bilang Bahagi ng Programa sa Pagsasanay ng Pambansang Serbisyo. - Ang CHED at ang TESDA ay dapat isama ang mga programa sa edukasyon at kamalayan sa kapaligiran sa mga programa at programa sa pagsasanay sa ilalim ng Republic Act No. 9163, bilang bahagi ng bahagi ng Civic Welfare Training Service na kinakailangan para sa lahat ng mga kurso sa kurso sa kurso at bokasyonal na kurso sa kurikulum hindi bababa sa dalawang (2) taon.

Seksyon 5. Deklarasyon ng Buwan ng Awareness sa Kalikasan. - Alinsunod sa patakaran na nakalagay sa Batas na ito, ang buwan ng Nobyembre ng bawat taon ay kilala bilang "Buwan ng Awareness sa Kalikasan" sa buong Pilipinas.
Seksyon 6. Interagency at Multi-sectoral Effort. - Ang DepEd, CHED, TESDA, DENR, DOST at iba pang may-katuturang mga ahensya, sa konsultasyon sa mga eksperto sa kapaligiran at sa akademya, ay hahantong sa pagpapatupad ng mga programa sa pampublikong edukasyon at kamalayan sa proteksyon at konserbasyon sa kapaligiran sa pamamagitan ng pakikipagtulungan at interagencyal na pagsisikap sa lahat ng antas.
Seksyon 7. Kapasidad-Gusali. - Ang DepEd, CHED at TESDA, sa koordinasyon sa DENR at iba pang kaugnay na mga ahensya, ay magsasagawa ng mga programa sa pagpapaunlad ng kapasidad sa buong bansa tulad ng mga pagsasanay, seminar, workshop sa edukasyon sa kapaligiran, pagpapaunlad at produksyon ng mga materyales sa edukasyon sa kapaligiran, at mga kurso sa pag-aaral ng guro kaugnay na mga programang pangkabuhayan.
Seksyon 8. Separability Clause. - Kung ang anumang bahagi, seksyon o probisyon ng Batas na ito ay gaganapin hindi wasto o labag sa konstitusyon, ang iba pang mga probisyon ay hindi maaapektuhan sa gayon.

Seksiyon 9. Pag-repeach Clause. - Ang lahat ng iba pang mga kilos, batas, ehekutibong mga order, mga pagpapalabas ng pampanguluhan, mga tuntunin at regulasyon o anumang bahagi nito na hindi naaayon sa Batas na ito ay pinawalang-bisa o binago nang naaayon.
Seksyon 10. Pagkabisa. - Ang Batas na ito ay dapat magkabisa labinlimang (15) araw pagkatapos ng publikasyon nito sa Opisyal na pahayagan o sa hindi bababa sa dalawa (2) na pahayagan ng pangkalahatang sirkulasyon.
