This document provides a review and assessment of leadership and management training programs in the ReSPA member countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia). It finds that while some management training is provided, there is little focus on leadership development. It recommends a new transnational leadership program be designed and delivered by ReSPA to address this gap. Key steps in the program's design include defining leadership competencies, establishing selection criteria, assessing skills, and providing developmental activities and evaluation.
