This document provides a summary of a decision by the European Committee of Social Rights regarding a complaint filed by the Confederazione Generale Italiana del Lavoro (CGIL) against Italy. The complaint alleges that Italy is not properly applying Section 9 of its Act No. 194, which governs conscientious objection for medical practitioners regarding abortion services. This could violate several rights protected by the European Social Charter, including the right to health, right to work, and rights to just working conditions. The document outlines the procedure followed, submissions by both parties, and observations from the European Trade Union Confederation in relation to the alleged violations.
The European Commission will prepare a report on Italy's breach of the debt reduction benchmark in 2015 as Italy's general government gross debt exceeded 60% of GDP. Italy had benefited from a three-year transition period after the excessive deficit procedure was abrogated in 2013 but did not make sufficient progress on reducing its debt in 2015. The Commission invites Italy's Director General of the Treasury to provide any other relevant factors by May 9th that could be considered in comprehensively assessing Italy's excess debt in a qualitative manner for inclusion in the report.

The document outlines a series of policy actions and reforms that Greece agrees to implement in consultation with European and IMF staff. This includes:
1. Reforming the VAT system to standardize rates and broaden the tax base to increase revenues by 1% of GDP.
2. Implementing fiscal structural measures like closing tax loopholes, raising income and corporate tax rates, reducing subsidies, and reforming property and personal income taxes to increase revenues.
3. Adopting a supplementary 2015 budget and 2016-2019 fiscal strategy with primary budget surpluses of 1-3.5% of GDP supported by the VAT reforms, tax measures, pension reforms, and other actions.

1) The letter acknowledges Italy's commitment to achieve a 1.8% deficit to GDP ratio in 2017 and assesses positively Italy's structural reforms and investment plans.
2) Both the Commission and Italian government forecast economic recovery in Italy and the Eurozone, but not at a fully satisfactory pace, highlighting the need for efforts to relaunch growth.
3) The Italian government reiterates its commitment, including planned fiscal efforts, to broadly comply with EU fiscal rules in 2017 and avoid a significant deviation.
This document is a recommendation from the European Commission for a Council recommendation on Italy's 2016 national reform programme and stability programme.
The key points are:
1) Italy is experiencing excessive macroeconomic imbalances, especially slow productivity growth, which hampers competitiveness and public debt reduction.
2) Italy requested temporary deviations from its budgetary adjustment path for structural reforms and investments, which could be granted if reforms are implemented.
3) Additional deviations were requested to account for exceptional costs of refugees and security measures, which are in line with regulations for unusual events outside government control.
