We are all born free. We all have our own
thoughts and ideas. We should all be treated
in the same way.
ARTICLE 2. Freedom from Discrimination.
These rights belong to everybody, whatever
our differences.
ARTICLE 3. The Right to Life, Liberty and

servitude.
Nobody has any right to make us a slave. We
cannot make anyone our slave.
ARTICLE 5. Freedom from Torture.
Nobody has any right to hurt us or to torture

The law is the same for everyone. It must
treat us all fairly.
ARTICLE 8. Human Rights Are Protected by

We can all ask for the law to help us when
we are not treated fairly.

Detention or Exile

If we are put on trial this should be in public.
The people who try us should not let anyone
tell them what to do.

ARTICLE 13. Freedom of
Movement.
We all have the right to go where
we want in our own country and to
travel as we wish.

Safe Place to Live.
If we are frightened of being badly

Men and women have the same rights
when they are married, and when they

Everyone has the right to own things
or share them. Nobody should take our

We all have the right to affordable housing,
medicine, education, and childcare, enough
money to live on and medical help if we are ill or
old.
ARTICLE 23. Right to Work, to Receive Fair Pay
and to form and Join Trade Unions.
Every grown-up has the right to do a job, to a fair
wage for their work, and to join a trade union.

Mothers and children, people who are old,
unemployed or disabled, and all people have the
right to be cared for.
ARTICLE 26. The Right to Education.
Primary school should be free. We should learn
about the United Nations and how to get on with
others. Our parents can choose what we learn.

Copyright is a special law that protects one’s

 World Conference on Education
held at Jomtein, Thailand, on
March 1990.
 More than 40 years ago, the
nations of the world, speaking
through the Universal Declaration9 August 2019 25
 Despite notable efforts by countries around the
globe to ensure the right to education for all, the
following realities persist:
60 million girls, have no access to primary
schooling;
960 million adults, two-thirds of whom are women,
are illiterate;
One-third of the world's adults have no access to
the printed knowledge, new skills and technologies
that could improve the quality of their lives and help

Recalling that education is a
fundamental right for all people
Understanding that education can help
ensure a safer, healthier, more
prosperous and environmentally sound
world
Knowing that education is an
indispensable key
Acknowledging that, overall, the

Article I – Meeting Basic Learning Needs
Every person - child, youth and adult - shall be
able to benefit from educational opportunities
designed to meet their basic
learning needs.

Education for All: An Expanded Vision and a
Renewed Commitment
Article II - Shaping The Vision
Need for an "expanded vision" is that present resource levels,
institutional structures, and curricula.
The expanded vision encompasses:
Universalizing access and promoting equity;
Focussing on learning;
Broadening the means and scope of basic education;
Enhancing the environment for learning;

Article III – Universalizing Access and Promoting
Equity.
Basic education to be equitable opportunity to achieve acceptable level of
learning
Active commitment must be made to removing educational disparities
The priority is to ensure access to, and improve the quality of
education for girls and women
The learning needs of the disabled demand special attention.
Steps need to be taken to provide equal access to education to every
category of disabled persons9 August 2019

 The focus of basic education must be
on actual learning acquisition and
outcome
 It is necessary to define acceptable
levels of learning acquisition for
educational programmes as to improve
and apply systems for assessing9 August 2019 36

Means and Scope of Basic
Education
The diversity, complexity, and changing nature of
basic learning needs of children, youth and adults
necessitates broadening and constantly redefining
the scope of basic education.9 August 2019 37
4 components of Broadening the Means and Scope of Basic Education
Learning begins at birth.
The main delivery system for the basic education of children outside the family is
primary schooling.
The basic learning needs of youth and adults are diverse and should be met
through a variety of delivery systems.
All available instruments and channels of information, communications, and
social action could be used to help convey essential knowledge and inform and
educate people on social issues.

Enhancing the Environment for Learning
 Societies, must ensure that all
learners receive the nutrition, health
care, and general physical and
emotional support they need
 Knowledge and skills that will
enhance the learning environment
of children should be integrated into

Strengthening Partnerships
Genuine partnerships
contribute to the planning,
implementing, managing
and evaluating of basic
education programmes.

 Supportive policies in the social, cultural, and
economic sectors are required in order to
realize the full provision and utilization of basic
education for individual and societal improvement.
 Societies should insure a strong intellectual and
scientific environment for basic education.
 It improves higher education.

Article IX - Mobilizing Resources
 Resources of all the government agencies are
responsible for human development, through
increased absolute and proportional allocations to
basic educational services.
 Attention to be paid in improving the efficiency of
existing educational resources and programmes will
not only produce more, it can also be expected to
attract new resources.

Article X - Strengthening International Solidarity
Meeting basic learning needs requires international
solidarity and equitable and fair economic relations in
order to redress existing economic disparities.
Basic learning needs of adults and children must be
addressed wherever they exist.
Least developed and low-income countries have
special needs which require priority in
international support for basic education in the 1990s.

CONCLUSION
Therefore, the Human Rights and World
Education for All are the two distinct
and important part of our day-to-day
life. In Universal Declaration of Human
Rights it says about the rights, duties
and responsibilities of us as a human
being in our society. In world

  • 37. Article V – Broadening the Means and Scope of Basic Education The diversity, complexity, and changing nature of basic learning needs of children, youth and adults necessitates broadening and constantly redefining the scope of basic education.9 August 2019 37
  • 38. 4 components of Broadening the Means and Scope of Basic Education Learning begins at birth. The main delivery system for the basic education of children outside the family is primary schooling. The basic learning needs of youth and adults are diverse and should be met through a variety of delivery systems. All available instruments and channels of information, communications, and social action could be used to help convey essential knowledge and inform and educate people on social issues. 9 August 2019 38

Article VI – Enhancing the Environment for Learning  Societies, must ensure that all learners receive the nutrition, health care, and general physical and emotional support they need  Knowledge and skills that will enhance the learning environment of children should be integrated into community learning9 August 2019 39
  • 40. Article VII – Strengthening Partnerships Genuine partnerships contribute to the planning, implementing, managing and evaluating of basic education programmes. 9 August 2019 40
  • 41.  Supportive policies in the social, cultural, and economic sectors are required in order to realize the full provision and utilization of basic education for individual and societal improvement.  Societies should insure a strong intellectual and scientific environment for basic education.  It improves higher education. Article IX - Mobilizing Resources  Resources of all the government agencies are responsible for human development, through increased absolute and proportional allocations to basic educational services.  Attention to be paid in improving the efficiency of existing educational resources and programmes will not only produce more, it can also be expected to attract new resources. 9 August 2019 42

Article X - Strengthening International Solidarity Meeting basic learning needs requires international solidarity and equitable and fair economic relations in order to redress existing economic disparities. Basic learning needs of adults and children must be addressed wherever they exist. Least developed and low-income countries have special needs which require priority in international support for basic education in the 1990s. 9 August 2019 43
  • 44. CONCLUSION Therefore, the Human Rights and World Education for All are the two distinct and important part of our day-to-day life. In Universal Declaration of Human Rights it says about the rights, duties and responsibilities of us as a human being in our society.
