Koronadal City, South Cotabato – The Regional
Development Council (RDC) XII adopted the CY
2017 Annual Investment Program (AIP) of the
SOCCSKSARGEN region during its 52nd
Regular
Meeting at Sarangani Highlands, General Santos City
on December 3, 2015.
The region’s CY 2017 AIP amounted to P48.2 billion.
Getting the lion’s share in the total investment is the
Social sector at 51%, followed by Infrastructure sector
at 32.7%, Economic sector at 12.5%, and Macro/
Governance and Institutions Development sector at
3.8%. By agency, Department of Public Works and
Highways (DPWH) XII has the largest investment
proposal amounting to P13.7 billion or 28.5% of the
total investment package, followed closely by the
Department of Education (DepEd) XII at 27.5%.

Among the proposed projects in the CY 2017 AIP, the following have funding requirements above PhP 500
million:
1. National Roads and Bridges Program
2. School Building Program-Classroom Construction (Elementary. Junior and Senior HS)
3. Pantawid Pamilyang Pilipino Program (Conditional and Modified Cash Transfers)
4. Construction of Workshop Laboratories ( Senior High School, TechVoc Laboratories
5. Provision of Teacher Items
6. Mindanao Sustainable Agrarian and Agriculture Development Project (MinSAAD)
7. Flood Control and Drainage Program
8. Farm-to-Market Roads (FMRs)
9. Agri-Pinoy Programs (Rice, Corn, Livestock & High Value Crops Development Program)
10. Repair and Rehabilitation of Irrigation Facilities
(rehabilitation of about 9,558.75 has.)
11. Health Facility Enhancement Program
The CY 2017 AIP is the output of a series of activities
facilitated by the RDC XII Secretariat. A technical
workshop and consultation among the Regional
Line Agencies (RLAs), State Universities and
Colleges (SUCs) and other National Government
Intrumentalities (NGIs), with the participation of
the region’s Local Government Units (LGUs) was
first conducted to firm up the individual AIPs of

the agencies to include projects
proposed by the LGUs. The
enhanced AIPs were then
subjected to review of the RDC
XII four (4) sectoral committees
which endorsed the sectoral AIPs
to RDC XII Full Council for
approval and adoption.
An annual slice of the Regional
Development Investment Program
(RDIP), the AIP is a list of public
sector programs, projects and
activities (PPAs) of the different

(TWG-LEP) under the Economic
Development Committee (EDC),
spearheaded the conduct of a
workshop on the formulation of
a framework to harmonize LEPs
of regional line agencies (RLAs),
state universities and colleges
(SUCs), and local government
units (LGUs) in Region XII. The
workshop was conducted on
October 28, 2015 in Koronadal
City and was attended by the
representatives of various
RLAs, SUCs, and LGUs whose
mandates include the provision
of LEPs.
The output of the workshop
is a framework on the
harmonization of various LEP
interventions in Region XII
which shall serve as a guide
in proposing LEP, as well as
in identifying corresponding
beneficiaries. The framework
defines which programs and
projects (PPAs) are considered
livelihood or entrepreneurship.
RDC XII PSR Alfredo Bronx P.
Hebrona, Jr., RDC XII-Private
Sector Representative (PSR) and
Chairperson of the TWG-LEP,
informed the participants that
the workshop is in response to
the issue that similar livelihood
and entrepreneurship PPAs
were noted in the FY 2016
budget proposals of several
RLAs, SUCs and LGUs in the
region.
“With the end in view of
distributing benefits to a
greater number of people and
maximizing the use of available
resources, we need to review
and find ways to ensure that
the limited resources of the
government are put into proper
and rational use, ” PSR Hebrona
said.

RLAs, SUCs and other national
government instrumentalities in
the region which are necessary to
attain the regional development
goals and objectives as enunciated
in the Regional Development
Plan (RDP). It would constitute
their annual priority PPAs which
are focused on expenditure
priorities, such as the completion
of critical programs/projects, as
well as ongoing and proposed
interventions in the pursuit of
social, economic, infrastructure
and governance and institutions
development.
The CY 2017 AIP shall serve
as the basic reference of the
government entities for the
preparation of their annual budget
proposal which will be subjected
to RDC review and endorsement
during the first quarter of CY
2016.

Listahanan Database Updated
– “Who and where the poor
are nationwide can now be
identified.” This was announced
by Assistant Regional Director
(ARD) Gemma N. Rivera of the
Department of Social Welfare and
Development (DSWD) XII during
the 4th
Quarter RSDC XII Regular
Meeting on November 26, 2015 at
Fred Ann’s Foodhaus, Koronadal
City.
The Listahanan, also known
as the National Household
Targeting System for Poverty
Reduction (NHTS-PR), is an
information management system
that specifically identifies who
and where the poor are. The
system is a key database which
national government agencies and
other social protection providers
may use in identifying potential
beneficiaries of their programs
and services.
ARD Rivera further explained
that a total of 775, 335 households
were targeted to be surveyed
based on the identified poor
by the National Statistical and
Coordination Board (NSCB) now
part of the Philippine Statistics
Authority. Based on DSWD’s
ground validation, the number
has reduced to 676,315 after
eliminating duplication. From
this number, a total of 279,436
households were identified as
poorest of the poor.

Grace G. Pamonag of PHIC XII
and other RSDC XII members
lauded the completion of the
second round validation of the
Listahanan as it can now serve
as a clear basis for targeting
beneficiaries of their respective
programs.
Aside from the updates on
Listahanan, RSDC XII Meeting
passed a total of five (5)
resolutions, two (2) of which are
subject to RDC XII action. The
meeting, which was presided
by ARD Noel E. Quiratman in
the absence of the Committee
officials, was attended by 22
members.
DSWD XII Assistant Regional Director
(ARD) Gemma N. Rivera shared to the
RSDC XII members the latest updates on
the Listahanan during the 4th Quarter
Meeting of the Committee on November
26, 2015 in Koronadal City. With her is
NEDA XII ARD Noel E. Quiratman.
Ms. Ma. Luisa S. Lee, head of the
Training and Entrepreneurship
Education Division of the
UP-Institute for Small Scale
Industries (UP-ISSI), was the
main resource person of the
workshop. She gave a lecture
on understanding livelihood
and entreprenuership projects
and facilitated the LEP
harmonization workshop.
“Livelihood is different from
entrepreneurship. Livelihood
is about making a living which
involves one’s capabilities,
assets, incomes and various
activities to secure the
necessities of life. On the other
hand, entrepreneurship is the
pursuit of opportunity beyond
resources controlled,” explained
Ms. Lee.
She expounded on
entrepreneurship which
means sustainable enterprise
focusing on innovation,
adoption of appropriate green
technologies, development of
skills and human resources and
enhancement of productivity to
remain competitive in national
and international markets.
She said that understanding
and taking cue from the
entrepreneurial cycle is an
important consideration for an
enterprise to be sustainable.

In terms of financial accomplishment, the project has
a total disbursement of PhP 1,587,940.00 or 14.06%
of the contract cost.

Ms. Lee presented a framework
for the harmonization of
livelihood and entrepreneurship
programs/projects in the region.
She advised the participants
to consider the framework
containing the four (4) pillars
of livelihood and enterprise
and their corresponding
enabling systems: a) business
environment, with LGU as
the lead enabler; b) access
to finance with financial
institutions as the enabling
system; c) access to market
with DTI as the enabler, among
others, and d) productivity and
efficiency with the academe/
DOST as among the enablers.
These pillars are anchored
on the Micro, Small and
Medium Enterprise (MSME)
Development Plan Results
Framework, 2011-2016 of
DTI, and the four pillars of the
ASEAN Economic Community
(AEC).
At the end of the workshop,
PSR Hebrona convened the
TWG-LEP for a meeting. The
members agreed to adopt
the definition of livelihood
and entrepreneurship as
presented and discussed by
Ms. Lee in the workshop and
passed a resolution endorsing
to RDC XII through the EDC
XII the framework for the
harmonization of LEP in Region
XII for adoption.

NRO XII Building Construction Completed

Office.
- The National Economic
and Development Authority
(NEDA) XII building at the
Prime Regional Government
Center (PRGC), Barangay
Carpenter Hill, Koronadal City,
South Cotabato was recently
completed paving the way to the
transfer of office operations to
the new building on January 4,
2016.
The NEDA XII building
construction was undertaken
by Gemma Construction,
Incorporated under the
supervision of South Cotabato
1st District Engineering Office
(DEO) of the DPWH XII. It was
started on January 29, 2015 and
completed on December 23,
2015. It comprises 3 storeys
with a ground floor area of
1,824 square meters. It was
constructed at a cost of Php40
million on a 2,168 square-
meter land donated by the City
Government of Koronadal.
The building was designed by
Architect Michael T. Olog, while
he was still with the DPWH
Regional Office XII. It has an
elevator and other facilities for
easy access to clients, especially
senior citizens and persons with
disabilities.
The 1st floor is currently
used by the Finance and
Administrative Division, and
the 2nd floor by the Office
of the Regional Director
and the four (4) Technical
Divisions. Its 3rd floor was
designed as a conference hall
to host meetings, seminars and
conferences.

of DPWH 1st DEO in ensuring
the completion of the building
within schedule, NEDA XII
Regional Director Arturo G.
Valero, Ph.D. awarded a Plaque
of Appreciation to District
Engineer Eddie Amir.

Koronadal City, South Cotabato - Mr. John Oliver Tablazon, a 25-
year old registered nurse who serves as the leader of the 15-man
team Hearts and Brains Youth Volunteers (HABYV), won the Search
for Outstanding Volunteer (SOV) Individual Youth Category Award
for 2015 during the awarding ceremony on 10 December 2015.
The awarding was held at the Crowne Plaza Manila Galleria, Ortigas
Center, Quezon City.
The SOV is an annual activity that aims to recognize the work and
good practices of Filipino volunteers across the nation in building
strong communities. Volunteers in several categories were chosen
from among 78 contenders from all parts of the country.
Mr. Tablazon and the HABYV are pushing for lumad children’s
improved access to basic education, nutrition and sanitation in the
municipality of Malungon, Sarangani Province.
Mr. Tablazon considers Mr. Ibrahim K. Nilong and Dr. Roel Z. Cagape
as his inspiration in doing volunteer work.
Mr. Nilong who hails from Lambayong, Sultan Kudarat, is a 2012
awardee for Cultural Communities-Youth Category, and Mr.
Tablazon’s partner in volunteer works with HABYV. Dr. Cagape,
a physician from the General Santos City who won the 2012
Bayanihan Pilipino Award for his service in the city’s rural areas
and the hinterlands of neighboring Sarangani province, is Mr.
Tablazon’s mentor.
In 2014, the awardee initiated the Make Shift Dorm (Bahay
Tuluyan) to provide shelter and a place for study for B’laan children
during weeknights so that they will not have to walk for several
hours everyday in going to school, especially during rainy season.

Tupi, South Cotabato – The
Regional Development Council
(RDC) XII led the celebration of
October 21 as Road Safety Day
in Region XII with a training
on road safety for 95 selected
pupils and 12 teachers from
5 elementary schools in Tupi,
South Cotabato. The training
was held at Santa Teresita Multi-
Purpose Cooperative building in
the said municipality.
The year’s celebration
carried the theme, “Kulturang
Pangkaligtasan sa Daan,
Simulan sa Kabataan,” to
develop a culture of road safety
among school children and their
teachers.
Mayor Reynaldo S. Tamayo, Jr.
of Tupi welcomed the resource
persons and participants. He
shared the initial struggle in
implementing road safety,
particularly the 40km/hr speed
limit enforced by the Municipal
Government and the creation of
the Municipal Risk Reduction
Management Office, to protect
and monitor the accidents in
Tupi 24 hours daily.
The training covered the
following topics, namely:
a) Legal Basis of the Road
Safety Initiatives; b) Accidents
Statistics; c) Basic Traffic Signs;
d) Passenger Bus Safety Tips;
and e) Tips on Riding Motor
Vehicles.
The Road Safety Training for
Selected Pupils and Teachers
was made possible through the
collaboration of the RDC XII’s
Road Safety Advocacy-Technical
Working Group (RSA-TWG), and
the Municipal Government of
Tupi, South Cotabato.

NEDA XII Conducts RPFP Assessment and
Validation Workshop
Koronadal City, South
Cotabato – The Regional Land
Use Committee (RLUC) XII
conducted an Assessment and
Validation Workshop on Phase
I (2004-2014) of the Regional
Physical Framework Plan
(RPFP), 2004-2030 on October
13-14, 2015 at Villa Princessita,
Koronadal City.
The workshop focused on
the review of the Sustainable
Agri-Industrial Development
Strategy (SAIDS) as the long-
term approach to accelerate
the development of the
SOCCSKSARGEN Region.
The SAIDS as a strategy was
evaluated based on the extent
that identified programs/
projects were implemented
along the region’s main
development corridors, as well
as in the potential zones.
The review of the SAIDS also
covered the validation of
socioeconomic data for the
period 2004-2014 as bases
for preparing the assessment
report. Break-out workshops
identified land use-related
issues and their implications
on regional development, and
recommended policy options.
Data gaps were identified
to aid in providing a more
comprehensive assessment of
the RPFP for the 10 year-period.
A total of 29 participants
comprised of 52% female
attended the workshop. They
include representatives from
the various regional line
agencies and local government
units, namely: DOJ-Regional
Prosecution Office (RPO), MGB
XII, DOT XII, DPWH XII, LTO XII,
DAR XII, DOE- Mindanao Field
Office, DILG XII, NCIP XII, DENR
XII, PSA XII, SOCSKSARGEN
ADPO, PPDOs of Cotabato
Province, Sultan Kudarat, and
South Cotabato, and CPDOs
of Koronadal, Tacurong, and
Kidapawan.

The RSA-TWG is composed of
the following regional offices,
NEDA, DEPED, TESDA, LTO,
LTFRB, DOH, DPWH, and
CHED. Supporting them in
this training are the United
Transport Operators and
Drivers Cooperative, Yellow
Bus Line, Inc., Dole Philippines,
Inc., Mahintana Foundation, and
the Philippine National Police
Regional Office XII.
October 21 of every year is
declared as Road Safety Day in
SOCCSKSARGEN Region through
RDC XII Resolution No. 69,
Series of 2013. This declaration
is the region’s support to UN
global launch of the “Decade of
Action for Road Safety, 2011-
2020,” and the Republic of the
Philippines’ Proclamation No.
159, Series of 2011.

Lubi-Lubi sa Glan Festival
Lubi-Lubi sa Glan is a dance festival extolling the
many uses of the coconut in homage to Sta. Catalina de
Alexandria, the Municipality’s patron saint. The festival
shows that there is more to the coconut than just copra.
Other coconut by-products are accessories, home decors
and the famous coconut juice liquor locally known as
“bahalina” which were showcased during the event.
This year’s street dancing competition dubbed as Isang
Siglo at Isa sa Glan, is the higlight of the celebration,
where dancers wore costumes made from any part of a
coconut tree.
The “Tabo sa Glan Livestock Auction” is another event to
experience. Tabo means a place of commercial activity
where goods and services are bought and sold at lower
prices.
Other activities include, IP and Muslim Day, Search for
Mutya ng Glan, horse fight, and Basketball tournament.
The celebration ended with a Clean-up Drive by the
residents of the Municipality.
