WHAT?
RDR qualifications

RDR is central to the FSA’s agenda of customer protection: giving consumers
confidence that the advice they are given and the products they are sold are best
suited to their needs.
WHEN?
RDR comes into force on 1st January 2013.
WHO?
Everyone who gives financial advice MUST hold
RDR compliant qualifications – level 4 diploma in
Regulated Financial Planning, or equivalent.
FPC3 isn’t sufficient

HOW?
Even if you don’t give advice, but undertake a range of tasks such as past
business review, file checking or complaint handling, RDR compliant qualifications
enable you to:
Command higher day rates
Be first choice for projects in preference to unqualified colleagues (a client is
more likely to choose someone who’s got the diploma over someone who
hasn’t)
Be far more marketable (and thus easier for our Resourcing team to place)

4. I don’t need it, I’ve already got FPC3
The bad news

While the FSA recognises the diploma in Financial Planning as a level 4
qualification, it doesn’t meet the new RDR requirement in full
Even if you have some qualifications e.g. FPC, CF, HR, G, L, K, FA, RO, J, AF,
MAQ, CeMAP, you need to consider what exams are needed to bring you up to
the required level
A total of 140 points is needed for RDR accreditation, of which 80 should be at
diploma level
If you have 140 points but have NOT passed any RO exams, it’s highly unlikely
you’ll meet the RDR requirement
Which means?
You will need to work out what is required; CII members can take advantage of
the institute’s ‘qualification gap fill’ online, or phone advice bureau.

5. Where do I start?

It depends on how many points you need to ‘gap fill’ and what is likely to be of
most use:
• RO1 – Financial Services, Regulations and Ethics (20 points)
• RO2 – Investment Principles and Risk (20 points)
• RO3 – Taxation (10 points)
• RO4 – Pensions and Retirement Planning (10 points)
• RO5 – Financial Protection (10 points)
• RO6 – Financial Planning Practice (30 points)
All exams apart from R06 are multiple choice.
For those who have not started the diploma:
All six RO exam passes are needed to attain the diploma in Regulated Financial
Planning. Start with RO1: this gives a good insight into the world of financial
services and is the ideal place to dip your toe in the water.
