Summary: Proposed process for examining permanently affordable housing options for the City. Permanently affordable strategies for homeownership have not been widely employed here. Examples of methods used elsewhere include Community Land Trusts, Limited Equity Cooperatives, and deed-restricted ownership.
This panel will address whether threats from climate change, mercury emissions and other effects of fossil fuel dependence justify development of offshore wind in select areas of the Great Lakes. What state and federal regulatory schemes currently exist and are they adequate to protect the lakes? How are regulators, developers and environmental groups addressing wind development and environmental protection?
An update on the Modernization of the Coast Guard and various issues concerning the National Recreational Boating Safety (RBS) Program. and three cities for the Avon Park Air Force Range, and close coordination with conservation groups. Strategies to develop support from the community and public officials for measures such as transfer of development rights to buffer the public from
the impacts of necessary military activities will be discussed.
Transportation Challenges – How are Ports-to-Plains Alliance Jurisdictions Addressing the Issues?
The Ports-to-Plains region fuels North America with Alberta, home of the world’s third largest proven oil reserves, and 7 of the top 10 oil producing US states. While the production is a boom to the local economies, it is placing a strain on the transportation infrastructure. Transportation leaders from Alberta, Texas and North Dakota will tell how they are facing the challenge.
Presentation includes accident reporting and statistics, life jacket wear projects, boating under the influence initiatives, the Vessel Identification System, legislative issues on reauthorization of the Trust Fund and mandatory education, regulatory projects on propeller strike avoidance measures and numbering of vessels, and the Strategic Plan of the National Recreational Boating Safety Program.

JOINT LAND USE STUDY (JLUS)
JLUS MISSION
The Regional (JLUS) Implementation Strategy
(RJIS) was commissioned in order to integrate
three separate JLUS recommendations
developed for the installations that comprise
Joint Base San Antonio (JBSA). The Regional
JLUS synthesizes into 20 strategies that have a
regional impact.
The Office of Economic Assistance (OEA) at
the Department of Defense executed a grant in
December, 2016, with the Alamo Area Council
of Governments (AACOG) to oversee and
coordinate the implementation of the 20
strategies at each installation.
