Dr Raoul Bianchi will be launching his new book titled - Tourism and Citizenship: Rights, Freedoms and Responsibilities in the Global Order. Dr Bianchi read politics and international relations at the University of Southampton and holds an MSc in tourism management from the University of Surrey. He obtained his PhD in social anthropology of tourism development from the University of North London in 2000. Dr Bianchi has worked on a number of funded research projects, such as EU-TEMPUS. He was also part of the coordinating team for the Euromed Heritage II project - the Mediterranean Voices, which explored urban intangible heritage in 13 Mediterranean cities.

Seeing Tourism Transformations in Europe through Algorithmic, Techno-Politica...Dr Igor Calzada, MBA, FeRSA
Abstract:
In light of the recent ‘tourism-phobia’, there is a need to better understand how tourism could be transformed through new business and social models. Attempts have been made, for example, to identify which experimental tourism models would align with the United Nations (UN) Sustainable Development Goals (SDGs). Nonetheless, research remains scant and the policy paradigm slightly out of date. With the pervasive proliferation of tourism services provided by big tech multinationals such as AirBnB and Uber and the rapid algorithmic disruption of the so-called “sharing economy” paradigm, several European cities and regions are seeking to mitigate the negative side-effects caused by “platform capitalism” in their neighborhoods and local communities. These side-effects include gentrification, privatization of public space, inherent conflicts between visitors/tourists and residents/locals, environmental damage, and precarious working conditions, among others. Thus, this paper explores why tourism in Europe requires new business and social models to neutralise this algorithmic disruption and modify the extractivist neoliberal logic in tourism to develop new, transformative, techno-political, bottom-up, and networked strategies stemming from the city-regional realm. Against the backdrop of the General Data Protection Regulation (GDPR) in the EU that has recently taken effect on 25 May 2018, this paper argues that a new, transformative, tourism paradigm could emerge from the European political left. The push of the city-regional resurgence beyond established nation-states could enable grassroots and institutional tourism initiatives to take the lead and coordinate a political response to achieve further sustainable, equitable, and, ultimately, democratic technological sovereignty in diverse localities through Europe. In conclusion, this paper posits city-regional, bottom-up, and networked dynamics characterised by the GDPR as an opportunity to establish a new techno-political paradigm in tourism by overcoming data and algorithmic extractivist practices.

The CReW project is funded by the Erasmus+ Programme and coordinated by the University of Siena in partnership with EUNIC Global. It consists of three events focusing on supporting culture as an engine for development, cultural heritage cooperation, and promoting intercultural dialogue. The events were held in Morocco, the UK, and Germany and brought together practitioners, policymakers, and academics. The final conference will be in Italy. The project aims to foster dialogue between academics and policymakers, cross-fertilize research and practice, improve professional training, and facilitate access to relevant content for international cultural relations.

This introduction provides context for the publication by summarizing the resituating culture seminar that motivated it. The seminar aimed to analyze and critique dominant understandings of culture in contemporary discourse that often portray it in static, essentialist terms. It argues culture is commonly instrumentalized in political rhetoric in ways that marginalize intersections of identity and experiences. The introduction asserts the concept of culture requires ongoing resituating within shifting discourses to engage with today's complex cultural flows and politics in a way that historicizes, contextualizes and critiques its disputed meanings. The goal is not to redefine culture but acknowledge its discursive nature and varying senses across realities and modernities in Europe.
Arts in Rural Areas
In times of the obsession with profit and growth, natural and social
resources are exploited in all corners of the world. Yet, the urge
to radically rethink the system sneaked into various levels. Many
creative and forward-looking professionals are actively searching
for new spaces of opportunity, to shape and test new modes of
economic production and responsible social fabric. Rural areas
have become relevant places for experimentation - smaller in size,
providing more time and space, with less hierarchical governance
structures.
Contemporary performing arts in a rural context are an integral
part of that exercise of imagining a different future. Moreover,
contemporary art in rural areas have been nurturing and shaping
local narratives for ages. However, contemporary artistic practices
have gone almost unnoticed in many funding schemes - both
cultural programmes and rural development funds, which tend to
focus on economic assets of only a few sectors.
In the past few years, IETM has organised a sequence of sessions
and one entire meeting on the subject of art in rural areas. Some of
the brightest art professionals engaging with rurality have created
an AREA (art in rural areas) focus group within our network
and continued their exchange during IETM events and beyond.
Through the dialogue within that group and with other members
experienced and interested in the topic, we have discovered a
fascinating, vibrant and powerful world of contemporary arts in
rural areas.
Today, more than ever, we want to turn the global attention to that
hugely important world.
When creating this publication, we realised it is urgent to find
unconventional approaches to the arts in rural areas. We need
to identify innovative solutions to support the rural arts in their
endeavour of working transversally with other sectors. We have
to seize the momentum and potential of rural arts to help reinvent
the system. Today, when our planet needs it the most.
We hope the present publication sets a strong and fertile ground

It finds that Muslims present both challenges and opportunities for Europe as a culturally diverse population. Ensuring equal rights and inclusion for minorities like Muslims will test Europe's commitment to open societies. The At Home in Europe project aims to address these issues through advocacy and policy recommendations. It examines how public policies in cities have helped or hindered Muslims' social, economic and political participation. The city-level reports and this overview report make recommendations to improve Muslims' inclusion while preserving their cultural and religious identities.

The Euro-Mediterranean region is experiencing the
most challenging and hazardous situation of the last two
decades. Twenty years ago, in the aftermath of the Oslo
Peace Accord, which was intended to solve the most

of the Mediterranean Arab countries, Turkey and Israel
jointly launched the Barcelona Process. It was the most
ambitious multilateral project of cooperation the region
had ever known, ultimately aimed at creating a shared
space of peace, stability and prosperity.
None of the three goals have been attained. There have
of course been positive developments. Among them,
the most important is probably the awakening of the
civil society in the last years and its renewed capacity
to become a player for social change in the region.
Since 2010, we have observed converging demands
of freedom, dignity and social justice that constitute a
powerful and exciting reality. As a matter of fact, there
are new and stimulating reasons for hope, but there are
also perturbing causes for concern. On both shores of
the Mediterranean.

Rodney Benson is Professor of Media, Culture, and Communication, and Sociology at NYU. He is an internationally recognized scholar in comparative media systems, sociology of cultural production, and social theories of media, and is frequently invited to give lectures at universities in France, Germany, Denmark, Norway, Finland, Switzerland, and Hong Kong. Benson is the author of Shaping Immigration News: A French-American Comparison (Cambridge, 2013), winner of multiple book prizes, and editor of Bourdieu and the Journalistic Field (Polity, 2005; Chinese translation forthcoming, 2016). Abstract:
In light of the recent ‘tourism-phobia’, there is a need to better understand how tourism could be transformed through new business and social models. Attempts have been made, for example, to identify which experimental tourism models would align with the United Nations (UN) Sustainable Development Goals (SDGs). Nonetheless, research remains scant and the policy paradigm slightly out of date. With the pervasive proliferation of tourism services provided by big tech multinationals such as AirBnB and Uber and the rapid algorithmic disruption of the so-called “sharing economy” paradigm, several European cities and regions are seeking to mitigate the negative side-effects caused by “platform capitalism” in their neighborhoods and local communities. These side-effects include gentrification, privatization of public space, inherent conflicts between visitors/tourists and residents/locals, environmental damage, and precarious working conditions, among others. Thus, this paper explores why tourism in Europe requires new business and social models to neutralise this algorithmic disruption and modify the extractivist neoliberal logic in tourism to develop new, transformative, techno-political, bottom-up, and networked strategies stemming from the city-regional realm. Against the backdrop of the General Data Protection Regulation (GDPR) in the EU that has recently taken effect on 25 May 2018, this paper argues that a new, transformative, tourism paradigm could emerge from the European political left. The push of the city-regional resurgence beyond established nation-states could enable grassroots and institutional tourism initiatives to take the lead and coordinate a political response to achieve further sustainable, equitable, and, ultimately, democratic technological sovereignty in diverse localities through Europe. In conclusion, this paper posits city-regional, bottom-up, and networked dynamics characterised by the GDPR as an opportunity to establish a new techno-political paradigm in tourism by overcoming data and algorithmic extractivist practices.

The CReW project is funded by the Erasmus+ Programme and coordinated by the University of Siena in partnership with EUNIC Global. It consists of three events focusing on supporting culture as an engine for development, cultural heritage cooperation, and promoting intercultural dialogue. The events were held in Morocco, the UK, and Germany and brought together practitioners, policymakers, and academics. The final conference will be in Italy. The project aims to foster dialogue between academics and policymakers, cross-fertilize research and practice, improve professional training, and facilitate access to relevant content for international cultural relations.

This introduction provides context for the publication by summarizing the resituating culture seminar that motivated it. The seminar aimed to analyze and critique dominant understandings of culture in contemporary discourse that often portray it in static, essentialist terms. It argues culture is commonly instrumentalized in political rhetoric in ways that marginalize intersections of identity and experiences. The introduction asserts the concept of culture requires ongoing resituating within shifting discourses to engage with today's complex cultural flows and politics in a way that historicizes, contextualizes and critiques its disputed meanings. The goal is not to redefine culture but acknowledge its discursive nature and varying senses across realities and modernities in Europe.
Arts in Rural Areas
In times of the obsession with profit and growth, natural and social
resources are exploited in all corners of the world. Yet, the urge
to radically rethink the system sneaked into various levels. Many
creative and forward-looking professionals are actively searching
for new spaces of opportunity, to shape and test new modes of
economic production and responsible social fabric. Rural areas
have become relevant places for experimentation - smaller in size,
providing more time and space, with less hierarchical governance
structures.
Contemporary performing arts in a rural context are an integral
part of that exercise of imagining a different future. Moreover,
contemporary art in rural areas have been nurturing and shaping
local narratives for ages. However, contemporary artistic practices
have gone almost unnoticed in many funding schemes - both
cultural programmes and rural development funds, which tend to
focus on economic assets of only a few sectors.
In the past few years, IETM has organised a sequence of sessions
and one entire meeting on the subject of art in rural areas. Some of
the brightest art professionals engaging with rurality have created
an AREA (art in rural areas) focus group within our network
and continued their exchange during IETM events and beyond.
Through the dialogue within that group and with other members
experienced and interested in the topic, we have discovered a
fascinating, vibrant and powerful world of contemporary arts in
rural areas.
Today, more than ever, we want to turn the global attention to that
hugely important world.
When creating this publication, we realised it is urgent to find
unconventional approaches to the arts in rural areas. We need
to identify innovative solutions to support the rural arts in their
endeavour of working transversally with other sectors. We have
to seize the momentum and potential of rural arts to help reinvent
the system. Today, when our planet needs it the most.
We hope the present publication sets a strong and fertile ground
for reflecting on those ambitions. Please get in touch with us

It examines how public policies in cities have helped or hindered Muslims' social, economic and political participation. The city-level reports and this overview report make recommendations to improve Muslims' inclusion while preserving their cultural and religious identities.

The Euro-Mediterranean region is experiencing the
most challenging and hazardous situation of the last two
decades. Twenty years ago, in the aftermath of the Oslo
Peace Accord, which was intended to solve the most

of the Mediterranean Arab countries, Turkey and Israel
jointly launched the Barcelona Process. It was the most
ambitious multilateral project of cooperation the region
had ever known, ultimately aimed at creating a shared
space of peace, stability and prosperity.
None of the three goals have been attained. There have
of course been positive developments. Among them,
the most important is probably the awakening of the
civil society in the last years and its renewed capacity
to become a player for social change in the region.
Since 2010, we have observed converging demands
of freedom, dignity and social justice that constitute a
powerful and exciting reality. As a matter of fact, there
are new and stimulating reasons for hope, but there are
also perturbing causes for concern. On both shores of
the Mediterranean.

Rodney Benson is Professor of Media, Culture, and Communication, and Sociology at NYU. He is an internationally recognized scholar in comparative media systems, sociology of cultural production, and social theories of media, and is frequently invited to give lectures at universities in France, Germany, Denmark, Norway, Finland, Switzerland, and Hong Kong. Benson is the author of Shaping Immigration News: A French-American Comparison (Cambridge, 2013), winner of multiple book prizes, and editor of Bourdieu and the Journalistic Field (Polity, 2005; Chinese translation forthcoming, 2016).
