The data-driven economy promises the creation of enormous amounts of economic activity and growth opportunities. However these projections lie to a large extent in the development of new services. Currently, the results in terms of service creation remain below the expectations of open data promoters. Indeed most services created are not sustainable and / or do not use the variety of datasets. They are to a wide extent relying on a limited number of very popular datasets. To increase the reuse and the value extracted by services from data, our hypothesis is that service innovation approaches can help understand the mechanisms that drive the creation of services. We therefore propose a review the current approaches to encouraging the creation of services based on data, an analysis of the creation of services from two open data platforms, in the UK and in Singapore, and a description of the roles that the data can have in the design of services based on a theoretical framework of service innovation.

Data Harvesting, Curation and Fusion Model to Support Public Service Recommen...Citadelh2020
CITADEL is a H2020 European project that is creating an ecosystem of best practices, tools, and recommendations to transform Public Administrations (PAs) via an inclusive approach in order to provide stakeholders with more efficient, inclusive and citizen-centric services. The CITADEL ecosystem will allow PAs to use what they already know plus new data to implement what really matters to citizens in order to shape and co-create more efficient and inclusive public services. CITADEL innovates by using ICTs to find out why citizens stop using public services, and use this information to re-adjust provision to bring them back in. Also, it identifies why citizens are not using a given public service (due to affordability, accessibility, lack of knowledge, embarrassment, lack of interest, etc.) and, where appropriate, use this information to make public services more attractive, so they start using the services.
The DataTank, a tool designed and developed by IMEC’s IDLab, will be extended to provide the Data Harvesting/Curation/Fusion (DHCF) component of the platform. The DataTank provides an open source, open data platform which not only allows publishing datasets according to standardised guidelines and taxonomies (DCAT-AP), but also transforms the data into a variety of reusable formats. The extension will include an intelligent way of harvesting and fusion of different data sources using semantics and Linked Data mapping technologies developed by IDLab. In the context of CITADEL the new HCF component will enable the visualization and analysis of trends for the usage of public services in European cities, playing a key role in generating personalized recommendations to the citizens as well as to PAs in terms of suggesting improvements to the current suite of public services.

From "A National Approach to Open Research Data in Ireland", a workshop held on 8 September 2017 in National Library of Ireland, organised by The National Library of Ireland, the Digital Repository of Ireland, the Research Data Alliance and Open Research Ireland.
In recent years governments and research institutions have emphasized the need for open data as a fundamental component of open science. But we need much more than the data themselves for them to be reusable and useful. We need descriptive and machine-readable metadata, of course, but we also need the software and the algorithms necessary to fully understand the data. We need the standards and protocols that allow us to easily read and analyze the data with the tools of our choice. We need to be able to trust the source and derivation of the data. In short, we need an interoperable data infrastructure, but it must be a flexible infrastructure able to work across myriad cultures, scales, and technologies. This talk will present a concept of infrastructure as a body of human, organisational, and machine relationships built around data. It will illustrate how a new organization, the Research Data Alliance, is working to build those relationships to enable functional data sharing and reuse.

We start with an indexed store of UK B&Bs derived from online resources. The B&Bs are stored in a PostGIS table to simplify indexing and querying
This is a geometry of a journey from Totton to Basingstoke which we will use as the input to our query request. The coordinates could be derived in many ways – in this instance, Ian stored GPS coordinates from a drive up the M3. But they could have been digitised, or downloaded, or whatever. These coordinates are in WKT format, to simplify viewing. The important thing is that it has a URI, which is what we will use to reference the route in RAGLD service calls
We take our URI for the route, and encode it so that it can be passed around the RAGLD services. If we pass the encoded version of the original resource to our ingestion service, we can see the route on a map. Lovely
Again, we start with our route and encode it so that it can be passed around the services. This time, we will call our buffering service to create a 10km buffer around the original line.
We then use that URI for the buffered line as the argument to our B&B ‘within’ service. This is asking ‘which of our B&Bs in the store are contained within the buffered version of the original text representation of our line?’ And back comes a list of results. All very nice, but it would be nicer on a map
So we pass the whole URI of the query of which B&Bs are within our buffered line to thestandard ingestion service to put those results onto a map, with clickable icons that will whizz us off to whatever the online resource is for that URI. So we can do a whole load of things through a single URI that encapsulates calls to various services.Which is all great in theory. But what about in practice? Guy/Lucy can tell us more about whether creating an application in this way is as easy as it sounds
