This document proposes a European IACS components cybersecurity compliance and certification scheme. It begins by summarizing background information and the goals of establishing such a scheme. It then analyzes the results of questionnaires that found IACS operators perceive a cyber threat but lack guidance on compliance. A literature review found existing schemes insufficient. The document then proposes a four-level compliance and certification scheme to engage stakeholders and assess components at increasing levels of rigor. It concludes by outlining a research plan to develop the scheme between 2015-2020 through six initial projects to specify requirements, processes, and implement the transition.
