Definition 
A “programmatic approach” is 
• an overarching vision for change that is best achieved 
through a series of interconnected projects under a common 
objectives, and 
• anticipated results are more than the sum of its components 
• Its interlinked projects aim at achieving large-scale impacts 
on global environment; 
• Its overall objective is to secure larger-scale and sustained 
impact on global environment 
• Two types: thematic and geographic

Approval Steps of a Program 
1. Council approval of a Program Framework Document (PFD) 
through a work program; 
2. CEO endorsement of fully prepared child projects under the 
program

Program Agency Fee 
Since most program amounts are more than $10 million, the fee 
is 9%. 
In case it is less than $10 million, the fee is 9.5%. 
Child projects under the program can apply for a PPG by 
submitting a PPG request form, the range is similar to stand-alone 
FSP.

Program Commitment Deadline 
 Program Commitment Deadline (PCD) is the 
deadline by which all child projects under the 
program shall be prepared and submitted for CEO 
endorsement. 
 PCD shall be decided by all stakeholders during 
preparation of the program concept. 
 Uncommitted program funds will be cancelled after 
this deadline.

Cancellation Policy for Programs 
A tailored cancellation approach for unspent or uncommitted 
programmatic funds will be applied to the programs following the 
procedures below: 
 Six months before the PCD, GEF Secretariat will send an 
alert notification to the Lead GEF Agency, informing them 
of the remaining uncommitted program funds due to be 
cancelled by the end of six months; 
 By the PCD date, the GEF CEO notifies the relevant Lead 
Agency and the Trustee in writing on the cancellation of the 
remaining program fund

Project Preparation Grant 
 Child projects under a program can avail of a 
project preparation grant (PPG) by submitting a 
PPG template. 
 The PPG amount follows the norm set for stand-alone 
FSPs in accordance with the project grant 
amount.
