Результати підтримки соціального сектору 2011-2015UNDP Ukraine
Проект «Підтримка реформи соціального сектору в Україні» реалізовувався в рамках Програми розвитку ООН в Україні спільно з Міністерством соціальної політики України в 2011-2015 роках. Проект підтримував Уряд України у прискоренні впровадження реформ за 5 ключовими напрямами: пенсійна система, реформа соціального сектору, система надання соціальних послуг, подолання бідності та політика зайнятості. Проект сприяв соціальному залученню вразливих груп населення. Як результат діяльності Проекту, 13 стратегічних документів з рекомендаціями та 26 нормативних документів було розроблено або змінено з метою посилення соціального сектору України, 11 з яких було схвалено Урядом. Для прикладу, нові соціальні стандарти обслуговування послуги денного догляду, розроблені в рамках Проекту, сьогодні реалізовані в 65 відділеннях денного догляду та слугують альтернативою «інтернатам» для 1 300 дітей з інвалідністю та їх сімей. Нові підходи в наданні соціальних послуг, розроблені Проектом, сьогодні реалізовані в 3 000 соціальних установах, які більш кваліфіковано надають соціальні послуги для вразливих груп населення. Проект також сприяв посиленню спроможності майже 1 600 соціальних працівників по всій Україні шляхом проведення 60 семінарів та тренінгів, та підтримував проведення 4 національних конференцій. Проект також відреагував на конфлікт на Сході України в 2014 році та діяльність провів додаткові заходи з метою підтримки внутрішньо переміщених осіб.

Slovak reforms and EU integration provided lessons for Ukraine. EaP CSF Kyiv security conference final programmepoliscnua
The Eastern Partnership region, and in particular Ukraine, is currently at the centre of the conflict challenging the established global order. Since 2014 Russia has openly acted as aggressor against Ukraine by annexing the Crimea and waging the hybrid war in Eastern Ukraine as a response to Ukraine’s European choice and decision to sign the Association Agreement. As a result of the conflict escalation, more than 1 million Ukrainian citizens have been internally displaced and more than 5 thousand people have been killed. European security system was incapable to react adequately to the full-scale military conflict in Ukraine. So far EU sanctions are not efficient enough for Russia to take steps on scaling down the conflict, let alone to stop the aggressor.
Since the launch of the Eastern Partnership (EaP) in 2009, the Eastern Neighbours have been experiencing pressure by the Russian Federation challenging the closer cooperation of the EaP countries with the EU. Georgia, as a result of Russian aggression lost the control over Georgian regions of Abkhazia and South Ossetia. Moldova feels the pressure due to the Russian influence on Transnistrian government, economic and trade wars are announced and conducted openly. Azerbaijan and Armenia are in a long-term territorial conflict frozen in its current status due to the Russian leverage. Belarus also continuously experiences economic pressure from Russia.
High Representative of the Union for Foreign Affairs and Security Policy, and the European Parliament underlined that EU needs ‘a new European Security Strategy that takes account of the recent geopolitical changes in order to respond to the new threats and challenges’. It is obvious that this new strategy calls for the review of the principles of cooperation with the neighbouring countries, including the EaP region, as well as neighbours of the EU neighbours.
Therefore, in light of the European Neighbourhood Policy review, its security component is high on the agenda. It should be ensured that the EaP civil society is involved in the development of the new EU Neighbourhood and security policy format by adopting practical recommendations for the stakeholders in EU and neighbouring countries.
The main aim of the conference is to conduct a wide-ranging expert discussion on strengthening the security dimension of the EaP policy covering the spectrum of possible soft and hard measures. At the end of the conference, a resolution with concrete proposals on several security dimensions will be adopted. The resolution will be presented during the Eastern Partnership Civil Society Forum’s (EaP CSF) advocacy campaign on security issues in Brussels and at the EaP CSF Annual Assembly to be held in Kyiv in November 2015.

Учасники першої робочої групи Форуму громадянського суспільства «Демократія, права людини, належне урядування та стабільність» 8-9 червня 2015 року провели конференцію. На часі в Брюссельському порядку денному тема «Внесок громадянського суспільства в області прав людини і програми реформ». Питання безпеки у цьому контексті були порушені Геннадієм Максаком, Президентом Поліського фонду міжнародних та регіональних досліджень.

Асоціація діє вже 14 років і має великий досвід у
реалізації освітніх та розвиваючих проектів у
країнах Східного Партнерства.
Головні цілі Асоціації:
1. Підтримка розвитку місцевого самоврядування.
2. Заходи на підтримку європейської інтеграції.
3. Популяризація ідеї громадянського суспільства.
4. Популяризація ідеї громадянської участі –
активної участі громадян у громадському житті.
6. Центр Європейської Співпраці
Ми досягаємо своїх цілей шляхом видання
друкованих матеріалів, підготовки та
проведення освітніх програм, організації
конференцій, семінарів і навчань,
організації інформаційних кампаній,
шляхом постійної співпраці зі ЗМІ,
громадськими установами, а також шляхом
реалізації проектів для розвитку.
7. Проект: «Громадянський діалог – співпраця органів
самоврядування – вища якість публічних послуг».
• Головна мета проекту:
Розвиток здатності українських органів місцевого
самоврядування підвищувати якість послуг, які надаються,
шляхом співпраці між органами місцевого
самоврядування та залучення жителів до процесу
прийняття рішень і до громадського діалогу, що враховує
рівне ставлення до обох статей.
Виконавці проекту звертають особливу увагу на
імплементацію польського досвіду реформи місцевого
самоврядування та співпраці громад.
8. Заходи в рамках проекту:
I Навчальний візит у Польщу:
спрямований до ключових осіб, відповідальних за реформу
самоврядування в Україні (представники центральної влади та
місцевого самоврядування, ЗМІ та неурядові експерти)
Відвідуючи громадські установи, учасники будуть ознайомлені зі:
- створенням правових та інституційних рамок для ефективної
реалізації органами місцевого самоврядування публічних завдань
- співпрацею ОМС задля кращого надання публічних послуг
- історією польських реформ місцевого самоврядування та їх
запровадження в окремих сферах
- системою адміністративного судочинства, яка гарантує
неупереджене дотримання законодавства та баланс між органами
публічної влади.
9. Сесії навчальних семінарів з експертами:
Метою 3 сесій навчальних модулів є надання
учасникам проекту підтримки, необхідної для
налагодження співпраці з метою більш
ефективного використання ресурсів та
підвищення якості публічних послуг, які
надають представлені учасниками органи
місцевого самоврядування.
Семінари проводитимуть польські експерти,
котрі володіють багатим практичним та
навчальним досвідом.
10. Підготовка та реалізація учасниками пілотних
проектів співпраці між органами місцевого
самоврядування:
Проекти будуть розроблятися під наглядом польського
експерта, базуючись на знаннях, здобутих під час
навчальних модулів та навчального візиту, а також
враховуючи можливості, що випливають із прийнятого
Закону “Про співробітництво територіальних громад”
№1508-VII.
Проекти повинні служити для започаткування співпраці
громад у сфері надання публічних послуг.
11. II Навчальний візит:
спрямований до групи найбільш активних
та ініціативних учасників проекту – 9 осіб
Учасники будуть ознайомлені із практикою
співпраці польських гмін у різних сферах
надання публічних послуг.
12. Стажування для вдосконалення у Польщі:
призначені для 3 найбільш ініціативних
учасників
Під час 5-денного стажування у Польщі
учасники поглиблюватимуть знання та
досвід у сфері управління, реалізації
публічних послуг. Відповідальні за стажистів
та працівники приймаючих установ будуть
надавати допомогу у доопрацюванні
проектів співпраці громад, які готуються.
13. Підготовка публікації за результатами
проекту:
Публікація повинна послужити поширенню
добрих практик, підготованих в рамках
проекту. Вона буде спрямована до широкого
грона українських органів місцевого
самоврядування, місцевих лідерів,
експертів, осіб, котрі відповідають за
прийняття рішень, та науковців.
14. Конференція, яка завершує проект:
Конференція має на меті підсумувати
проект, реалізовані заходи, досягнуті цілі та
результати. Ця зустріч також служитиме
форумом для обміну досвідом.
