Crucial Reforms
• The Association Agreement embraces changes in a variety of sectors. Today
the talk will be about the most (un)popular reforms processes and their link to
the European Integration.
These are:
Constitutional
reform
Fight against
corruption
Deregulation and
access to the European
markets
4
Changes to the Constitution
Why is it relevant to amend the Constitution?
- The changes to constitution is a key element for other reforms to succeed.
European experience:
Each European country developed its own
path for decentralization and delegation of
competences to the local authorities due
to its specific cultural and political context.
However, it is long-run process which
takes years.
For instance, Poland carried out its public
administration reform which involves
decentralization during four year 1996-
2000.
Fight against corruption
Transparency International: Corruption Perceptions Index 2014
Improvement of anti-corruption
legislation:
 The Draft Law "On Amendments to the
Criminal Procedure Code of Ukraine on
specific seizure of assets in order to
eliminate its usage for corruption
purpose.“ which is in accordance to the
Directive 2014/42/EU of the
European Parliament and of the
Council of 3 April 2014 on the
freezing and confiscation of
instrumentalities and proceeds of
crime in the European Union.
 70 newly elected detectives started its
work at the National Anti-Corruption
Bureau.
