The document outlines President Obama's blueprint for a clean and secure energy future which includes an all-of-the-above energy strategy. It discusses how the administration is committed to increasing domestic oil and gas production while also investing in renewable energy and energy efficiency. The strategy aims to reduce oil imports, double renewable energy production, and improve energy productivity across the American economy.

Alliance President Kateri Callahan at the World Energy Engineering ConferenceAlliance To Save Energy
On October 1st Alliance President Kateri Callahan had the honor of delivering the keynote address at the World Energy Engineering Conference (WEEC) in Washington, DC. With the theme, “Visions for Sustainability and Climate Change”, the conference was attended by over 500 international energy industry professionals keen to learn more about carbon reduction and sustainable business practices. In my presentation, Callahan highlighted opportunities – many of them falling within the provisions of the Energy Independence and Security Act of 2007 – open to both the building and industrial sectors to lower carbon emissions in a cost-effective manner. Energy efficiency is integral to this process, and she shared with audience the myriad of ways that this – our quickest, cleanest and cheapest source of energy – can fuel the industrial and building sectors as they forge that path toward sustainability.

Made in America: How Increased Domestic Energy Production Affects YouSkanska USA
Energy is the lifeblood of everything we do. From business to transportation to our social life, we all depend on energy supplies to power our world. We are at a crossroads in the U.S. as new energy resources and an increased emphasis on efficiency is shifting the balance of power in America’s favor. In light of these developments, Skanska examined the trends in U.S. energy production and consumption, as well as the benefits we may incur from increased domestic energy production. The country is on track to become the world’s largest oil producer in less than a decade and the U.S. is currently the world’s largest producer of natural gas. The world is taking notice. What do all these energy developments mean for you? A cleaner environment, higher GDP and industrial and job growth are just a few benefits of our increased domestic energy production.

Energy Efficiency and Economic Recovery: Stimulus Funding OpportunitiesAlliance To Save Energy
February 2. 2009 -- Policy makers and others have come to understand the power of energy efficiency implementation as an economic development tool and stimulus. The result is likely billions in clean energy investments by the federal government that will be utilized by state and local governments, non-profit energy organizations, and others. In her presentation, Kateri focused on the efforts of the Alliance to Save Energy and others to grow energy efficiency implementation programs – buildings, products, and services – and deliver greater economic vitality to the nation.
Building America’s Green Economy: A Foundation of Energy Efficiency, A Future...Alliance To Save Energy
There are many opportunities to interlace energy efficiency (EE) and renewable energy (RE) in policy and the marketplace. In her presentation, Kateri discussed the historical partnership of EE and RE, from their pivotal role in the energy legislation of the past decade, to their essential support of many clean energy policies and programs undertaken by state and local authorities, utility companies and businesses. Given the ‘green’ tenor of the 2009 American Recovery and Reinvestment Act, the partnership between EE and RE will only grow stronger, making these two clean fuels the building blocks of a green economy.

A so-called report by the World Resources Institute that purports to show that adopting alternative energy sources and drastically reducing carbon emissions from sources like coal and reducing methane emissions from natural gas will lead to not only a better environment but a better economy--instead of financial hardship and misery. A fariy tale, essentially.
In her panel, 'Energy Efficiency: Greatest New Resource", Callahan looks at the chief forcing mechanisms - regulations and financial incentives - that have effectively accelerated the deployment of energy efficieny in the U.S. Her presentation covers the recent history of energy efficiency in U.S. policy, marked by President Obama's energy platform and FY2010 budget, as well as his recent overhaul of corporate average fuel economy standards. Callahan also examines the wealth of energy efficiency funding included in the American Recovery and Reinvestment Act of 2009, and the potential for carbon emissions reductions in the House of Representative's American Clean Energy and Security Act of 2009.

REFRAMING CLIMATE JUSTICE FOR DEVELOPMENT: SIX PRINCIPLES FOR SUPPORTING INCLUSIVE AND EQUITABLE ENERGY TRANSITIONS IN LOW-EMITTING ENERGY-POOR AFRICAN COUNTRIES
By Mimi Alemayehou, Katie Auth, Murefu Barasa, Morgan Bazilian, Brad Handler, Uzo Iweala, Todd Moss, Rose Mutiso, Zainab Usman
Advancing inclusive and equitable energy transitions is one of this century’s most vital global challenges, and one in which development finance will play a crucial role. References to justice and equity are widespread in international climate policy, and are increasingly being used by development organizations to guide their own work, including support for energy transitions.
But prevailing definitions of climate justice rarely fully capture the priorities, challenges and perspectives of low-emitting energy-poor countries, the vast majority of which are in sub-Saharan Africa. When applied to development policy, this gap risks prioritizing near-term emissions reductions over broader support for economic development and energy transformation, with comparatively little climate benefit. This could severely hinder poverty alleviation, development, and climate resilience — the very opposite of justice. We need energy transitions that are truly ‘just and inclusive.’ What does this mean for development funders and financiers, and how should it drive their approach to supporting energy transitions in the lowest-income countries?

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

President Obama’s Blueprint for a Clean and Secure Energy Future
1. THE WHITE HOUSE
President Obama’s Blueprint for a Clean and Secure Energy Future
The United States is on the path to a cleaner and more secure energy future. Since President Obama
took office, responsible domestic oil and gas production has increased each year, while oil imports have
fallen to a 20-year low; renewable electricity generation from wind, solar, and geothermal sources has
doubled, and the amount of energy our economy wastes has continued to decline; clean energy
manufacturing is creating new jobs in industries like solar and wind, and technology and production
costs are dropping because of discoveries in the lab and innovation on the factory floor. The
President’s “all-of-the-above” approach to develop every source of American energy – expanding oil
and gas production and investing in new clean energy technologies – is working. It’s a winning
strategy for the economy, energy security, and the environment.
Producing More American Energy: Domestic oil production is at a 15-year high, natural gas
production is at an all-time high, and renewable electricity production from wind, solar and
geothermal sources has doubled since 2008. To grow American-made energy, the President is
committed to safe and responsible natural gas production and streamlining permitting for energy
projects on Federal lands, and is calling on Congress to make the renewable energy Production
Tax Credit permanent and refundable, invest in clean energy manufacturing incentives, and fund
new clean energy technology research. These actions by Congress will help us achieve the
President’s new goals: reducing oil imports by half and doubling renewable electricity
production again from wind, solar, and geothermal sources by 2020.
Investing in Greater Energy Security: President Obama’s “all-of-the-above” approach, which
includes historic fuel economy standards that will cut oil consumption by more than 2 million
barrels a day in 2025, has reduced the United States’ net imports of oil by one-third since 2008. To
cut net imports in half from 2008 levels by 2020, the President is calling on Congress to create an
Energy Security Trust – leveraging development of domestic oil and gas that will fund
breakthrough research to shift our cars and trucks off oil.
Making Energy Go Farther and Reducing Waste: By partnering with the auto industry, the
President set new fuel economy standards to help our cars and trucks go twice as far on a gallon
of gas. We can do the same for our homes, buildings, and factories. That is why the President
announced a new goal to double American energy productivity by 2030. The President is calling
on Congress, state and local leaders, federal agencies, and the private sector to improve energy
efficiency across the economy. With a new Energy Efficiency Race to the Top challenge, the
Administration will partner with states that want to modernize its policies to cut energy waste to
improve our economic competitiveness and create new jobs.
Producing More American Energy
President Obama is committed to an “all-of-the-above” approach that develops all American energy
sources in a safe and responsible way and builds a clean and secure energy future. That is why the
President, in his State of the Union address:
1
2. Challenged Americans to double renewable electricity generation again by 2020. In order to double
generation from wind, solar, and geothermal sources by 2020, relative to 2012 levels, the President
called on Congress to make the renewable energy Production Tax Credit permanent and
refundable, which will provide incentive and certainty for investments in new clean energy. Instead
of continuing century-old subsidies to oil companies, the President believes that we need to invest
in the energy of the future. During the President’s first term, clean energy tax incentives attracted
billions of dollars in private investment in almost 50,000 clean energy projects, creating tens of
thousands of jobs. Permanent extension keeps the momentum building, while creating new jobs in
clean energy.
Directed the Interior Department to make energy project permitting more robust. Last year, the
President set a goal to permit 10,000 megawatts of renewables on public lands – a goal the Interior
Department achieved. But there is more work to do. That is why the Department is continuing to
take steps to enable responsible development of American energy on public lands. In support of
this work, the President’s Budget will increase funding for energy programs of the Bureau of Land
Management by roughly 20 percent. A significant share of these resources will support better
permitting processes for oil and gas, renewable energy, and infrastructure, including the transition
to an electronic, streamlined system for oil and gas permits that will significantly reduce the time
for approval of new drilling projects. The Department will also propose more diligent
development of oil and gas leases through shorter primary lease terms, stricter enforcement of lease
terms, and monetary incentives to get leases into production.
Committed to safer production and cleaner electricity from natural gas. Our domestic natural gas
resources are reducing energy costs across the economy – for manufacturers investing in new
facilities and families benefiting from lower heating costs. This abundant, nearly 100-year resource
can support new jobs and growth, but there are steps we should take to make this growth safe and
responsible. The President’s budget will invest more than $40 million in research to ensure safe
and responsible natural gas production. And as part of an almost $300 million investment in
cleaner energy from fossil fuels, the President’s budget includes significant funding for clean coal
technology and a new $25 million prize for the first, natural gas combined cycle power plant to
integrate carbon capture and storage.
Supported a responsible nuclear waste strategy. Under President Obama’s direction, the Energy
Department created a Blue Ribbon Commission on America’s Nuclear Future to recommend how
to manage the challenges associated with nuclear waste storage and disposal. After careful
consideration of the Commission’s input, the Administration has issued a strategy for action in
response to the recommendations and looks forward to working with Congress on implementing
policies that ensure that our Nation can continue to rely on carbon-free nuclear power.
Investing in Energy Security
During the President’s first term, the United States cut foreign oil imports by more than 3.6 million
barrels per day, more than under any other President. To ensure that we continue on a path towards
greater energy security, the President in his State of the Union address:
Set a goal to cut net oil imports in half by the end of the decade. Increased production of domestic
oil, natural gas, and biofuels, and improvements in the fuel economy of our cars and trucks allowed
2
3. the United States to cut imports of oil by almost one-third since 2008. To build on this progress, the
President will direct new policies and investments to set us on a course to cut net oil imports in half
by the end of the decade, relative to 2008 levels.
Called on Congress to establish an Energy Security Trust and enact reforms to promote diligent oil
and gas development on federal lands. While the United States will continue to rely on responsibly
produced oil and natural gas, President Obama is committed to a long-term policy that allows us to
transition to cleaner energy sources. The Energy Security Trust proposal has broad bi-partisan
support, including retired admirals and generals and leading CEOs, and focuses on one goal:
shifting our cars and trucks off oil. This $2 billion investment will support research into a range of
cost-effective technologies – like advanced vehicles that run on electricity, homegrown biofuels,
and domestically produced natural gas – will be funded by revenue generated from federal oil and
gas development. Establishing a guaranteed source of funding will allow the Energy Department
to maintain targeted and sustained investments that are catalytic and directly advance U.S. energy
security.
Committed to partnering with the private sector to adopt natural gas and other alternative fuels in
the Nation’s trucking fleet. Private sector investments are building natural gas fueling
infrastructure across the United States just as natural gas vehicle research is making the technology
more economically and environmentally effective. The President is committed to accelerating the
growth of this domestically abundant fuel and other alternative fuels in the transportation sector in
a way that benefits our planet, our economy, and our energy security: putting in place new
incentives for medium- and heavy-duty trucks that run on natural gas or other alternative fuels,
providing a credit for 50 percent of the incremental cost of a dedicated alternative-fuel truck for a
five-year period; supporting research to ensure the safe and responsible use of natural gas; and
funding to support a select number of deployment communities: real-world laboratories that
leverage limited federal resources to develop different models to deploy advanced vehicles at scale.
Making Energy Go Farther Across the Economy
Cutting the amount of energy we waste in our cars and trucks, in our homes, buildings, and in our
factories, will make us a stronger, more resilient, and more competitive economy. Improvements in
energy efficiency are critical to building a clean and secure energy future. To advance this priority, in
his State of the Union address, the President:
Established a new goal to double American energy productivity by 2030. Today the President
issued a new goal to cut our economy’s energy waste in half over the next twenty years. More
specifically, the Administration will take action aimed at doubling the economic output per unit of
energy consumed in the United States by 2030, relative to 2010 levels. This includes a new Energy
Efficiency Race to the Top challenge; building on the success of existing partnerships with the
public and private sectors to promote energy efficiency; and continuing investments in technologies
that improve energy productivity and cut waste.
Announced a new Energy Efficiency Race to the Top challenge for states. Modeled after a
successful Administration approach in education reform, which was designed to promote forward-
leaning policies at the state-level, the President’s budget includes $200 million in Race to the Top
awards to support state governments that implement effective policies to cut energy waste. Key
3
4. opportunities for states to increase energy productivity include: modernizing utility regulations to
encourage cost-effective investments in efficiency like combined heat and power, clean distributed
generation, and demand response resources; enhancing and standardizing financing tools for
efficiency upgrades; adopting and enforcing the latest building codes; and improving grid
operations. The federal government will partner with state governments by: (I) providing technical
support to implement state policies with a proven track record of success; (II) measuring and
rewarding progress at the state-level; and (III) supporting common approaches across states to
make it easier for energy efficiency businesses to scale up nationally. The resulting reforms will
drive investments that save consumers money, enhance manufacturing competitiveness, improve
grid resiliency, and cut carbon pollution.
Committed to build on the success of existing partnerships with the public and private sector to
use energy wisely. During the President’s first term, the Obama Administration partnered with:
states and communities to weatherize more than 1 million homes; private and public sector leaders
of more than 100 organizations to secure commitments under the Better Buildings Challenge to
improve energy efficiency in commercial and industrial buildings; third-party investors to finance
$2 billion in projects to improve federal building efficiency at no additional cost to tax payers; and
utilities to ensure that more than 36 million households and businesses have access to their own
energy data, enabling them to control their energy bills and usage. The Administration also worked
with environmental advocates, consumer groups, and manufacturers to set appliance efficiency
standards for nearly 40 products that will save consumers hundreds of billions off their utility bills
through 2030. Over the next four years, the President is committed to partnering with states,
communities, and the private sector to reduce carbon pollution; building on the progress of the
Administration’s weatherization efforts and the Better Buildings Challenge; improving existing
tools to drive additional investment in building efficiency, continuing federal leadership in energy
efficiency; increasing energy data access for more consumers through the “Green Button” initiative;
and making appliances even more efficient. Together, these steps will save consumers money, spur
innovation, and strengthen domestic manufacturing.
Called for sustained investments in technologies that promote maximum productivity of energy
use and reduce waste. The President’s Budget expands applied research and development of
innovative manufacturing processes and advanced industrial materials. These innovations will
enable U.S. companies to cut manufacturing costs, enhance the productivity of their investments
and workforce, and reduce the life-cycle energy consumption of technologies, while improving
product quality and accelerating product development.
International Leadership
The administration has worked not only to strengthen our energy security at home, but also around the
world. In concert with our domestic actions, we have pursued a robust international agenda that
includes:
Leading efforts through the Clean Energy Ministerial and other fora to promote energy efficiency
and the development and deployment of clean energy. Our efforts have helped to accelerate the
global dissemination of energy-efficient equipment and appliances through the Super-Efficient
Equipment and Appliance Deployment (SEAD) Initiative, improved energy savings in commercial
building and industry through the Global Superior Energy Performance Partnership (GSEP), and
4
5. supported the large-scale deployment of renewable energy through the 21st Century Power
Partnership.
Working through the G20 and other fora toward the global phase out of inefficient fossil fuel
subsidies. Inefficient subsidies exact a steep toll on our economies, our energy security, and our
environment, and the United States is leading efforts internationally to accelerate progress in
eliminating them.
Promoting safe and responsible oil and natural gas development. The Administration has worked
to promote safe and responsible oil and natural gas production through initiatives like the Energy
Governance and Capacity Initiative, which provides technical and capacity building assistance to
countries that are on the verge of becoming the world’s next generation of oil and gas producers,
and the Unconventional Gas Technological Engagement Program, which works to help countries
with unconventional natural gas resources to identify and develop them safely and economically
and can support switching from coal to cleaner-burning natural gas.
Updating our international capabilities to strengthen energy security. We are working with the
International Energy Agency (IEA) and others to ensure that our international institutions and
processes reflect changes in global energy markets.
Support American nuclear exports. We are providing increased support for American nuclear
technology and supply chains to promote safe, secure, low-carbon nuclear power growth in
countries that are pursuing nuclear energy as part of their energy mix.
