Auctions are an emerging market-based policy instrument to promote energy efficiency that has started to gain traction in the EU and worldwide. This flexibility will allow the electricity grid to take on more renewables and need less grid reinforcements. Consumers are happy to participate (>75% opt-in rate) via an aggregator and be rewarded with energy savings reducing their electricity. Because it reduces the overall costs of running the energy system, it means that all consumers benefit from lower energy prices. The business case is now proven as more and more countries worldwide ensure demand side response can participate in wholesale markets as an alternative to generation and the EU has provided support through its recent Clean Energy Package. Pierre Bivas from Voltalis will share his experience of operating flexibility from more than 100,000 households in France, and now installing another 150,000, backed by the European Investment Bank, while also developing in other countries with local partners.

The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.

The energy services market is the youngest, compared to other types of energy markets, but also the most actively expanding worldwide in two priority areas: energy efficiency and renewable energy sources. At the same time, the incompleteness of the theoretical foundations substantially slows down its development. This paper provides an overview of the legal and regulatory frameworks associated with energy services market formation, brings together conceptual ideas and innovation studies from developed countries, and offers a theoretical foundations (model) of the energy services market formation based on the synergetic combination of energy systems requirements analysis and set theory. A new organizational structure of the energy services market clients’ interaction with energy-and-fuel markets, markets of energy efficiency and renewable energy technologies and markets of consumers, as well as a new organizational mechanism for supporting the effective functioning of the energy services market based on a system of corresponding equations are proposed. In general, the proposed framework allows the researchers and engineers to define in more depth and more clearly the system-coordinated pathways to improve the energy services market functioning.

On the 23rd of January 2008, the European Commission launched a proposal for a Directive on promoting the use of renewable energy. The Directive is designed to address all sectors of the renewable energy sector with the goal of reaching a target of 20% of Europe's energy being produced from renewable sources by 2020.
The national targets and action plans are presented, as well as indicative trajectories. Accounting rules are also detailed. The Directive describes how Guarantees of Origin will work as a control and trading instrument through issuing, cancelling and transferring. The text includes strong guidelines and recommendations for administrative procedures, regulations and codes. Finally, attention will be given on issues related to electricity grid access.

The annual rate of home and commercial building renovation is well under the 3% required to achieve European climate and energy goals. There is a need to accelerate investments in energy efficiency and renewable energy solutions to boost cost-effective building renovation benefiting all Europeans.
To achieve these ambitious objectives, European projects identified the main barriers (financial, technical, legal…) to the renovation of the EU building stocks. After this stage, projects have to adapt the best practices, or imagine business models to face these issues.
The EU H2020 project STUNNING (SusTainable bUsiNess models for the deep reNovation of buIldiNGs) has the goal to promote successful and innovative building renovation packages and business models around a virtual and collaborative knowledge sharing platform: the STUNNING Renovation Hub, so as to accelerate their adoption.

In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.
The committee’s focus was on ensuring the safety and security of individuals, communities, and the nation as a whole. Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.
Subsequently, in February, the committee successfully submitted its recommendations regarding amendments to the criminal law. These recommendations are intended to serve as a foundation for enhancing the current legal framework, promoting safety and security, and upholding the constitutional principles of justice, dignity, and the inherent worth of every individual.

Due diligence of a target, whether assets and/or shares (e.g., a land plot, building
or an entity). Consider: land designation, title and history behind, encumbrances
and limitations, available engineering and transport infrastructure, storage
facilities, etc.
Project launch and structuring relations with partners (shareholding in the
charter capital of a legal entity, joint venturing and cooperation agreements,
etc.), funding issues
