 Solid waste management is a responsibility of the Local
Authority in Zambia.
✓The Constitution Zambia (Amendment) no.2 of 2016
✓The Local Government Act No.2 of 2019
✓The SolidWaste Regulation and ManagementAct No. 20 of 2018.
 Lusaka City Council’s aim is to achieve “a sustainable solid
waste management system” through the three (3) guiding
principles for solid waste management.
✓The Polluter Pays Principle
✓TheAffordability Principle
✓The Principle of Full Cost Recovery

 The Lusaka City Council has divided Lusaka City into:
➢Conventional areas - 16 Franchise Contractors
➢Peri Urban areas - 111 Community Based Enterprises(CBEs)
 LCC provides services in non-serviced areas not covered by
Franchise Contractor and CBEs.
 Local Authority is also working with 22 recycling companies.
 Local Authority with contractors collects about 35% of the
solid waste.

 LCC working in partnerships in Manja Pamodzi, Recycle-
mania and has established sorting stations to enhance
consumer packaging waste recovery in Matero, Garden,
Chibolya, Hellen Kaunda

 The Lusaka City Council has formed the Lusaka Integrated
Solid Waste Management Company(LISWMC) to manage
solid waste in the City.
 The Council is supporting the company in following ways :
✓Transfer of assents for waste management – including equipment
and trucks.
✓Transfer of the account for solid waste management to the company.
✓Provided 11 technical and support staff to kick start the company
✓Provided office accommodation for the interim management team
✓Strengthening enforcement to enhance subscription.
✓Improve supervision to service providers.

 Re-engineer the Chunga landfill by construction of new Cells
for Disposal and procure landfill equipment.
 Conduct sensitization using Public and Private Media
institutions, PA system and door to door.
 Enforcing the Solid Waste Regulation and Management Act of
2018 so that every citizen comply to the regulations.
 Ensure that all Markets have waste storage bins and are collected
frequently.
 Forge more partnerships with cooperating partners and private
sector and,
 Ensure the implementation of the Lusaka Solid Waste
Management Improvement Plan (2022-2026)
9. CHALLENGES
1. Indiscriminate Disposal ofWaste.
2. Non Separation of theWaste at the Source.
3. Lack of equipment for treatment of plastics such as crushers,
bailers etc
4. Slow growth of the Recycling industry
5. Inadequate equipment at the landfill for proper disposal of
solid waste.

10. WAY FORWARD
 Full operation and building capacity of the company.
 Enhance partnership with the franchise contractors and CBEs for
sustainable solid waste management
 Strengthen partnership on Recycling initiative in line with the
SWRM Act, No 20 of 2018 i.e. Manja Pamozi, Recylemania
 Implementation of the 3Rs in Line with SDG 12.5
 Recycling strategies and creation of green jobs, in line with the
ZambiaVision 2030.
 Increasing the Number of recycling Companies for the Different
stream of waste.
 Partnering with stakeholders like Eco … chilanga cement for
waste to energy.
 Sustainable sensitization and awareness among the Community .
