1-1. Name: YASU HIROMI , Born in 1965, Japanese
1-2. Specialized field: Forestry Planning and Conservation of Natural
Environment, Ph.D. in Forestry (2001 Kyoto University, Japan), Professional
Engineer of Japan (PEJ) in Forestry and Environmental Conservation

3. 2. Overall goal
Improving the capacity to effectively manage and implement the PFES policy in
Viet Nam and contributing to a sustainable management of forest resources and
an improved livelihood of forest-dependent communities in Viet Nam
3. Some key features
3-1. The TA aims to Improve PFES implementation, through addressing the
technical/managerial shortcomings and issues of existing PFES practices and
developing the methodologies of PFES in new areas such as aquaculture, tourism,
industrial water, etc.
3-2. The substantial outputs of the TA such as newly developed methodologies, action
plan, guidelines and proposal will contribute to revise the existing Government
decrees such as Decree 99, etc. and to develop new regulations of PFES.
3-3. CPMU/VNFF under MARD has an ownership of TA (“Chu Du an”) as stipulated
Decision No. 3540/QD-BNN-HTQT, on 12/08/2014. MARD is the organization to
manage overall the TA (“Co quan chu quan Du an”). The announcement of
“Conclusion of the Deputy Prime Minister on the review meeting of the 3-years PFES
implementation (2011-2013),No.395/TB-VPCP “, on 03/10/2014”
is also directing the TA.

5. 4. Specific goals (as stipulated in Decision No. 3540/QD-BNN-HTQT,
12/08/2014)
4-1. To achieve the standardization of the economic assessments of forest
environmental services at provincial level, including forest environmental
services for carbon sequestration and retention of forest and aquaculture
(Output 1),
4-2. To ensure the institutionalization of different mechanisms for PFES
valuation for an effective management and financial distribution (Output
2),
4-3. To build an enhanced capacity for national and provisional policy makers to
value forest environmental services and integrate them into economic
development planning (Output 3), and
4-4. To summarize and share the best practices and lessons learnt among all
involved stakeholders (Output 4)
