1. Introduction
1.1 Background
The Learning & Development Centre (Maf & Fahud L&D Centre) are the Learning & Development Centre for
all training programmes conducted at the coast & interior. Due to the constant presence of trainees, PDO
staff and contractors at this Centre, it is essential that the HSE Procedure is recognised and strictly adhered
to. This will ensure the Learning & Development Department’s consistency of approach to HSE and
streamline all HSE activities.
1.2 Purpose
The purpose of this procedure is to explicitly state the responsibilities and actions of all parties involved in the
procedure. The procedure clarifies and sets down the actions to be taken by these parties.
1.3 Distribution/Target Audience
The target audience for this document includes all individuals who use the Learning & Development Centre
whether staff or visitors. Unlimited access to this document is available to all staff via Livelink on the PDO
web.
1.4 Structure of this Document
1.4.1 describes the scope of the procedure, together with the specific exclusions.
1.4.2 describes the steps to be performed i.e. how the L&D Centre procedure is executed.
1.4.3 describes the roles and responsibilities applicable to both the Maf & Fahud L&D Centre procedure
i.e. who is responsible for what.
1.4.4 gives the schedule for the procedure i.e. when key events take place.
1.4.5 identifies business control documents related to this procedure.
1.4.6 describes the periodic, systematic review for the procedure and the review author

2- HLD HSE Procedure:
for both the Learning & Development Centre
2.1 Scope
The Learning & Development Centre HSE procedure applies to all HSE processes that are implemented in the
Mina Al Fahal & Fahud Learning & Development Centre.
2.2 Procedure Description
The Mina Al Fahal & Fahud Learning Learning & Development Centres HSE procedure will cover the items in
the list below. Following the list is a brief explanation of the contents of each document.

2.2.1 HLD HSE Plan
This describes the HSE activities to be carried out. These activities include targets for zero Lost Time Injury
Frequency (LTIF), Inspections, Audits, Training schedule, Fire drill, Emergency response exercise, HSE
Meeting/highlight structure and schedule, occupational health and environment. The matrixincluding tasks,
roles, and responsibility is attached at Appendix A
The annual preparation of both the Centres HLD HSEPlan are the responsibility of the HSEfocal point.
2.2.2 Personal HSE Action Plan 2004
This adheres to the PDO HSE policy concerning personal HSE action plan. It outlines personal
accountabilities, training and authority. Appendix B
2.2.3 HSE Induction
This refers to the HSE induction to the new Trainess and Scholars. At the beginning of each intake, trainees
and scholars undergo a safety induction, which incorporates personal safety briefing and familiarisation of
the layout of both L&D Centres. Fire exits and assembly area will be shown to trainees and scholars.
2.2.4 HSE Internal Inspection, External Audits and Follow up
This describes the scope and frequency of internal safety Inspections conducted by the HSE focal point
with the Estate Service and Medical staff assistance if required, HLD/6 is responsible for MAF and HLD/11
for Fahud. In MAF each inspection is to be conducted by at least one HLD staff, one Estate Service s taff,
one medical (Health) staff if required and one trainee, if available. Highlights of each inspection will be
distributed to all action parties and copied to HLD. In Fahud HLD/11 ins responsible to communicate with
people concern.
Inspections are to be carried out once a year, in Maf HLD/6 to conduct the inspection for four areas, each
area every quarter. Q1 Hibah Station, parking area & souroundings. Q2 Workshop & Stores. Q3 1st
floor. Q4

HLD/11 to conduct one inspection once a year for Fahud Centre.
External Audit to be executed as required by CSM department.
Responsibility: Co-ordination of HSE Inspections/Audits (both Internal/External) is delegated to the HSE
focal point who instigates audits andensures reports are prepared andany followupis actioned.
2.2.5 HSE Emergency Evacuation
This describes the evacuation procedure in case of a fire at the Learning & Development Centres and the
roles and responsibilities of staff and trainers. In the event that a fire drill and evacuation occurs, the
procedure to be followed is attached at Appendix F.
Appendix G illustrates the fire exits and assembly areas in the Mina Al Fahal Learning & Development
Centres building plan.
Appendix H illustrates the fire exits and assembly areas in the Fahud Learning & Development Centres
building plan.
2.2.6 HSE Focal Point
The current HSE focal point (HLD/6) who acts as investigator, advisor and auditor to HLD on HSE matters
and has HLD-delegated authority to liaise directly with managers on HSE matters. He should be proactive in
his approach to safety and is expected to be aware of, and advise on, Company policy on HSE matters. The
delegates are :- HLD/11 for Fahud & HLD/623 as assistance in Maf.
The HSE Focal Point is also the Senior Fire Warden and his responsibilities are listed
in the matrixbelow.
2.2.7 Accidents Categories

2.2.8 Weekly /Monthly HSE Highlights
Both the Learning & Development Centres Weekly/monthly HSE highlights will encompass any HSE items
arising at the MAF & Fahud L&D Centres. The HSE focal point is responsible to raise any HSE items to
HLD during TeamLeaders weekly meeting and to Highlight any issue if any during the month.
Any of the above (2.2.7) could fall into the accidents categories. An accident category record is maintained
by the HSE focal point. In the event of any incident listed above the individual trainer /staff will write a
report that is submitted to the direct supervisor then forwarded to the HSE focal point for review and send
the report to HD-HSE Advisor who then send to CSM department for record and copy to HLD.

2.3 Roles, Responsibilities And Accountabilities:

HSE Focal Point (HLD/6)

TtThe following are the HSEFocal Point responsibilities:
1. Organise training of sufficient fire wardens to Company
standards.
2. Organise a teamof Fire Wardens to cover all areas for both the
Centres.
3. Co-ordinate the reporting of Fire Wardens in case of fire.
4. Plan and co-ordinate Fire Drills.
5. Produce and record ‘follow up’ records/reports of Fire Drills
6. Provide sufficient First Aiders for Maf/Fahud L&D Centres.
7. Organise training for First Aiders in Basic Life Support.
8. Maintain records of Fire Wardens and First Aiders.
9. Proactively resolve safety issues associated with Fire Safety and
First Aid.
10. Instigate, performand follow up HSE Inspections and Audits.
11. Prepare monthly briefing for HLD as per Procedure B6-1.
12. Organise mandatory HSE and other appropriate Courses for
trainees as required.
13. Liaise directly with HES/6 on HSE matters concerning both the
L&D Centres.
14. Liaise directly with HLD on safety matters concerning Mina Al
Fahal and Fahud L&D Centres.
15. Maintain an accidents categories record.
16. Liaise directly with HES/4 who’s HD HSE focal point on all HSE
matters.
17. Organise and monitor STOP programe and records
2.3.2 Senior Fire Warden Accountabilities
Definition:
The Senior Fire Warden is defined as the First Fire Warden to muster at the Muster Area.
Responsibilities:
On arrival at the ‘Muster Area’ he shall:
· Assume the responsibility for maintaining the evacuated personnel in an orderly group clear of the access for the Fire
and Emergency Vehicles and other traffic.

· Receive reports fromthe other Fire Wardens, at that Muster Area, that their wings or zones are clear or otherwise·
Report the findings of the muster to the ‘On Scene Commander’, only where it is possible personnel may be trapped
within the fire area.
· Sound the ‘All Clear’ only when the ‘On Scene Commander’ has advised it is safe to re-enter the building.
Authority:
To direct ALL personnel within the building during an Emergency, to evacuate the building and to report to the
Muster Station.

2.3.3 Fire Warden Accountabilities:
Accountability:
The Fire Warden is accountable to the Building Custodian for the execution of his day to day duties as a Fire
Warden.
During an Emergency Situation, the Fire Warden is accountable to the On Scene Commander (OSC) and to the
Senior Fire Warden (SFW).
Action upon hearing an alarm:
In the event of the Alarmbeing initiated, the Fire Warden shall:
1. Put on the Fire Wardens Hard hat and Fluorescent Jacket. It will identify you as a fire warden to both
the Fire Brigade and other staff.
2. Proceed to the Emergency Doors, in the Zone for which HE/SHE is responsible, and unlock / open them.
If there are double doors, open both. Otherwise the emergency doors should be opened by the first
person who gets there. (Key is available).
3. Guide any people who are in the corridor out of the building via the fire exit.
4- Look into each classroom or office in the wing or area of your responsibility and advise the people to
leave. Work progressively through your area and close the doors on each room after they have been
vacated. Also close the emergency exits andswing doors in the corridors.
5- When you are satisfied that your area is clear you should leave the building and proceed to the
assembly point, report to O.S.C. and carry out head count immediately, in order to initiate a search for
missing personnel at once.
6- If you discover a fire in your area and you feel that it is too large to attack with a portable fire
extinguisher, close the room where it is located. This will restrict smoke and heat travel; keep escape
routes clear and minimize damage.
7- Sound the alarmby breaking the glass of the nearest fire alarmswitch and then proceed to
evacuate the building as detailed above.
8- When you are satisfied that your area is clear, go to the fire officer, OSC/SFW and advise him
of the exact location of the fire.
9- The fire brigade, after extinguishing the fire, or checking out false alarms, will advise through
OSC/SFW when it is safe to re-enter the building.
10. When a Fire Warden is aware that HE/SHE is planned to be absent fromthe building (leave,
course etc) they should informthe Senior Fire Warden (SFW). The (SFW) will arrange another Fire
Warden to replace him/her.
11. The Fire Warden shall brief the Replacement on their duties and formally ‘hand over’ the responsibilities
to the substitute.
The (SFW) to advise coastal HSE Advisor within 24 hrs for updating the data base/Fire Warden boards accordingly.
Authority:
To direct ALL personnel within the building during an Emergency, to evacuate the building and to report to
the Muster Station.

2.3.4 TRAFFIC CONTROL ACCOUNTABILITIES
The road ways in the immediate vicinity of the building, involved in the Emergency, need to be kept clear of all
vehicular traffic other than Emergency Appliances.
The Traffic Marshals shall be posted at strategic points around the approaches to the building for the express
purpose of diverting traffic, other than Emergency Appliances, away fromthe scene of the Emergency.
2.4 Execution of the Procedure
The schedule for most of the processes in the procedure are listed in the MAF & Fahud HSE Plan attached at
Appendix A Other processes of the procedure are to be executed on an ad-hoc and as required basis.

Personal HSEAction Plan
1.0 Policy
PDO will endeavour to:
Protect the Health & Safety of its employees, its contractors' employees and other persons
affected by its activities.
Protect the environment, minimise pollution and seek improvements in the efficient use of
natural resources.
Provide a Safe & Healthy work place for its employees and where appropriate, its
contractors' employees.
Ensure that Health, Safety & Environmental Protection forms an integral part of, and is as
important as, all other primary business objectives.
Promote the management of Health, Safety & Environmental Protection as a Line
responsibility.
Support the idea that all accidents can be prevented.
2.0 Accountabilities
You, as an individual, are accountable for adhering to the instructions of your supervisor in
accordance with HSE Policy.
For notifying your supervisor with a view to suspending operations if you observe that an
essential HSE system is not in place.
Learning and executing the operational HSE procedures appropriate to your job.
Using the protective clothing & equipment required for the work.
Reporting any hazardous conditions to your supervisor immediately and alerting your
colleagues and subordinates to any potential or immediate danger.
Observing all safety procedures, maintaining a safe working environment and reporting any
defects to your supervisor.
Reporting any accidents, however small and any "near misses" to your supervisor.
Participating in HSE activities and putting forward ideas for improvement.

response team member, such as Fire Warden, First-Aider, etc.
3.0 Authority

safe and efficient working environment and to ensuring that all work is performed safely.
You are empowered to stop work if you think it is not safe.
You have a duty to protect others from potential injury.
You have your supervisors’ support for your decisions concerning safety.

If personnel from other departments and/or contractors carry out maintenance or other work in
your area, it is the responsibility of the focal point and/or permit to work-signatory and permit to
work-holder to brief such personnel and/or contractors about the safety and emergency procedures
prior to commencement of work.

Safety Procedures for Visitors & Contractors
1.0 Guidelines for Visitor and Contractors
1.1 All Visitors and Contractors (Consultants / maintenance / Construction) must
report and register at the Reception indicating the purpose of their visit and obtain
Visitor’s Pass which must be returned as and when they exit the L&D Centres.
1.2 Staff and Contract Holders are responsible to inform the Visitors or the workers
about the HSE and evacuation procedures of the L&D Centres.
2.0 Action on Hearing an Alarm:
3.1 In the event of the emergency Alarm being initiated, All Visitors and Contractors
are asked to proceed to the assembly point of the Learning
& Development Centres through the emergency escape doors or the main
gates.
The emergency doors are equipped with push bar handles for easy exit or the
keys are available in a glass box at the exit doors.
3.0 ‘All Clear Signal’
3.1 The all clear signal will only be given once the ‘On Scene Commander’ has
confirmed that the Emergency is over and it is safe to re-enter the building.
3.2 Under no circumstances can personnel attempt to re-enter the building without
the ‘All Clear Signal’ having been sounded, on the instruction of the OSC/SFW.

APPENDIX F: EMERGENCY EVACUATION
In the case of the fire alarmgoing off both at the Maf or Fahud L&D Centres, the following instructions are
to be followed.
Fire Drill and Evacuation during class times
For Instructors, Course tutors andall staff
If the instructor is not in the classroomwhen the fire alarmis activated, trainees must follow the evacuation
procedures. It is important that all trainees are fully briefed on evacuation procedures prior to any course
commencing. The instructor must however assemble with his/her trainees and ensure that all are present.
If in a class, HE/SHE is to ensure everyone leaves in an orderly manner and goes to the nearest Fire Exit to
the nearest Assembly Point.
If possible take the class register to facilitate checking at the assembly area.
Supervise the trainees in the corridors while escaping the building through the Fire Exit. Ensure that the
evacuation is carried out with safety and responsibility.
Classes must be gathered at the Assembly area and register checked. Absences should be reported to the
senior Fire Warden, HSE focal point or a Fire Warden.
Some trainees may not have an instructor with them(i.e. those in self-access rooms or toilets). The HSE
Focal Point/Senior Fire Warden is to check that all trainees, instructors, administration and other personnel
are accounted for.
Continue to supervise behaviour at the Assembly point until the All Clear is given.
Fire Alarm At Other Times
The HSE Focal Point/Senior Fire Warden must phone 5555 immediately and state name, reference indicator,
location, phone number and report that the fire alarmhas been activated. If the HSE Focal Point/Senior Fire
Warden is known to be absent or not in the building, any other member of staff is to make the call. It is better
that calls are made twice than not at all.
The HSE Focal Point/Senior Fire Warden and Fire Wardens must supervise evacuation and as far as possible
check that all the trainees and staff have been accounted for. A register is available at the reception area to
sign up and this information could be used for locating and evacuating those who occupy the building after
hours. The HSE Focal Point/Senior Fire Warden and Fire wardens must also check the rooms designated for
self-access and the toilets.
If the HSE Focal Point/Senior Fire Wardens are absent, Fire Wardens or instructors are to check rooms as
they pass and ensure that the doors are closed. Instruct any trainees, workmen or cleaners encountered to
leave the building through the nearest fire exit. No one on any account should re-enter the building except
for the Fire Wardens.
Everyone must proceed to the Assembly Point and muster as normal. If the HSE Focal Point/Senior Fire
Warden or a Fire Warden is not available, wait for the arrival of the Fire & Safety Personnel.
If possible the HSE Focal Point/Senior Fire Warden is to assess the cause of fire alarmand report to the Fire
and Safety Department as soon as they arrive at the location.

Discovering a Fire
If a fire is discovered, activate the fire alarmby breaking one of the “Break-Glass unit” located at various
corridors of the MAF Learning & Development Centres. Dial 5555 immediately and state name, reference
indicator, location, telephone number and report that the fire alarmhas been activated.
If you are a Fire Warden assess whether you can extinguish the fire with the portable Fire Extinguishers that
are located at key places in the L & D Centres, if not it should be left for the Fire & Safety Department.
Normal evacuation procedure should then be followed.
Designated Areas Evacuation Routes and Fire Exits
All Fire Exits are indicated with arrows and signs, and the nearest Exit Door must be used for evacuation of
the building.
The fire exit plan for the Mina Al Fahal MAF Learning & Development Centre is attached
at Appendix E.
The fire exit plan for the Fahud Learning & Development Centre is attached
at Appendix E.
ACTION ON DISCOVERING A FIRE
Raising an Alarm.
When a Fire is detected within a building it is normally expected that the Automatic Fire Detection System
will sense the Fire and raise the alarmthroughout the building and also at the Fire Station.
In certain circumstances, especially if detected by a person, the Fire may be too small to have triggered
the automatic alarm. Under these conditions the person discovering the Fire should carry out the following actions:
Action on discovering a fire.
Raise the Alarmby:
- Shouting ‘Fire’, ‘Fire’, ‘Fire’.
- Operate the Manual Call Point nearest to you or call 5555
· If the fire is small and you consider you may extinguish it by using the appropriate portable fire extinguisher, do
so but at no time put yourself at risk.
· When the fire has been extinguished, contact the Fire Brigade and advise themof the situation.
DO NOT use the emergency number (5555). Use the Fire Station ‘Hot line’: 7534 or the ‘routine’ phone number:
8961.
· If you are unsuccessful at extinguishing the fire or you consider it is too large for you to attempt to extinguish it
on your own:
- Close the door of the affected room
- Call 5555 (if you have not already done so)
- Evacuate the building and go directly to the Muster Area
· Having evacuated the building report to the On Scene Commander and advise himof the exact location, size and
nature of the fire and the location of any personnel who may be trapped in the building.
· Depending on the OSC’s requirements, remain with the OSC or proceed to the Muster Area.

Communications with Staff in Muster Areas, ‘All Clear Signal’
The all clear signal will only be given once the ‘On Scene Commander’ has confirmed that the Emergency is over and
it is safe to re-enter the building.
Other than the Fire AlarmBell there are no other means of communication with the Muster Areas. Under no
circumstances are personnel to attempt to re-enter the building without the ‘All Clear’ having been sounded, on the
instruction of the OSC.
