Tous les 2 ans environ, les partenaires sociaux, c’est-à-dire les organisations représentant les employeurs et les salariés, ont la responsabilité de définir et d’adapter les règles d’indemnisation du chômage (qui contribue, qui est indemnisé, pour quel montant, pendant combien de temps).
Issues de l’accord signé en mars 2014 et valables pour 2 ans, les nouvelles règles d’Assurance chômage ont été conçues par les partenaires sociaux pour prendre en considération :
les évolutions du marché du travail et notamment la progression de l’emploi précaire : l’augmentation des contrats de travail de courte durée (plus de la moitié des demandeurs d’emploi indemnisés sortent d’un contrat court type CDD ou intérim), la forte progression du nombre de demandeurs d’emploi qui travaillent (plus d’un million chaque mois), le nombre croissant de personnes sortant rapidement du système d’indemnisation (près d’un tiers des demandeurs d’emploi indemnisés le sont pour moins d’un an – parce qu’il y en a de plus en plus qui ont des droits courts).
la nécessité pour les demandeurs d’emploi de comprendre les règles d’indemnisation notamment pour ceux qui cumulent un salaire avec leurs indemnités.
la situation financière de l’Assurance chômage fragilisée par la conjoncture économique : un déficit de 3,8 milliards d’€ en 2013 qui porte le déficit cumulé à 17,8 milliards d'€.

Instruction contrats aidés 2ème semestre 2015
Cette circulaire définit les modalités stratégiques et opérationnelles de ce plan d’action, sur la base des enveloppes physiques et financières de contrats aidés détaillées ci après :
- Une programmation de 140.000 CAE sur le second semestre qui s’ajoute à celle de 130.000 sur le premier semestre, soit 270.000 contrats sur l’année ;
- Une programmation de 40.000 CIE sur le second semestre qui s’ajoute à celle de 40.000 sur le premier semestre, soit 80.000 contrats sur l’année ;
- Une programmation de 47.000 EAV (hors EAP) sur le second semestre qui s’ajoute à celle de 38.000 sur le premier semestre, soit 85.000 contrats hors EAP (pour mémoire, 10.000 EAP sont programmés en 2015).
Cette programmation représente un effort de 100.000 emplois aidés supplémentaires par rapport à la LFI 2015.

Des résultats, en termes d'insertions et de maintiens dans
l'emploi, en hausse au 1er semestre 2015
Au 1er semestre 2015, le nombre d'insertions est en hausse de 4%, les Cap emploi ayant contribué à près de 31 000 recrutements de travailleurs handicapés, dont 60% de CDI ou de CDD de 6 mois et plus.
On enregistre une croissance des créations d'activité (+12% en un an), plus de 1 800 créations ayant été financées par l'Agefiph au 1er semestre 2015.
Par ailleurs, au sein des contrats aidés par l'Etat, la part des
personnes handicapées est en progression, aussi bien dans le
secteur marchand (CUI-CIE) que dans le secteur non marchand (CUI-CAE) avec respectivement 9,1% et 13,8% de personnes handicapées.
Enfin, la croissance des maintiens dans l'emploi s'est poursuivie (+11% en un an), les Sameth ayant réalisé plus de 10 000 maintiens au 1er semestre 2015, dont près de la moitié concerne des femmes.

Qu’est-ce qu’un titre professionnel ?
Les titres professionnels sont des certifications professionnelles délivrées par des organismes agréés par la Direction Régionale des Entreprises, de la Concurrence, de la Consommation, du Travail et de l’Emploi (D.I.R.E.C.C.T.E.) par délégation du Ministère chargé de l’Emploi.
Les titres professionnels sont donc inscrits, comme toutes les autres certifications de portée nationale, au Registre National de la Certification Professionnelle (RNCP).
Ils visent des emplois exercés dans tous les secteurs d’activité : le bâtiment, les services à la personne, les transports, la restauration, le commerce, l’industrie, le tourisme …
La force du titre professionnel du Ministère chargé de l’Emploi est de s’appuyer sur le pragmatisme reconnu de ses contenus, centrés sur la reconnaissance des compétences professionnelles.
A fin juin 2015, il existe 252 titres professionnels du niveau V au niveau II ; la liste exhaustive, classée par filières d’activité, vous est présentée en dernière partie de ce document.
A qui s’adressent les titres professionnels ?
- aux personnes sorties du système scolaire sans diplôme et souhaitant acquérir une qualification dans un secteur déterminé, et notamment dans le cadre d’un contrat de professionnalisation ;
- aux personnes expérimentées souhaitant faire valider les acquis de leur expérience par l’obtention d’une qualification reconnue ; tous les titres professionnels peuvent en effet être reconnus par la formation mais également par la Validation des Acquis de l’Expérience (V.A.E.)
- aux personnes confrontées à un licenciement et souhaitant se reconvertir.
