E) Brief description of the community/group submitting the project:
The poor and ultra poor community/group of Sobuj Bangla Unnayan
Sangstha(SBUS) who are living in rural of Gobindagonj and Polashbari upazila under
Gaibandha District.
Gaibandha is a northern district of Bangladesh comprised of 7 Upazilas, 82 Unions
and 2 municipalities with an area of 2,179 sq. km. Brahmaputra, Tista, Jamuna and
Karotoa have crisscrossed the district. As a result, natural calamities including
monsoon flood; draught, river erosion, cold wave, tornado etc. are common
occurrences in this district.
About 64% people are poor including extreme poor, poor and tribal ethnicities living
in this upazila. Tribal families are living here in this upazila very inhumanly as if they
are simply trivial minority. The literacy rate of this Upazila is very poor and about 99%
women in remote areas are fully belonged illiterate. 10.5% disable people in this are
living with insufficient opportunity or accessibility including disable women and
children. The disable children are very deprived from their basic fundamental rights
like primary education, food and nutrition and recreation. On the other hand, women
and girls are the victims of early marriage, polygamy, divorces, dowry, rapping and
many other kinds of physical torture as well as domestic violence due to lack of
education, economical deprivation along with influence of religious bound and
prejudice of the society. They are the victims of dual exploitation both by poverty and
gender discrimination. Rich & influential people always take chances to exploit
women physically, mentally and even economically. At the family level women
including children are sometime fully denied from rights. Though now a day, women
are encouragingly involve in different income generating activities by the sole support

of different local and national level NGOs but these are no sufficient according to the
demand as the productive and reproductive rate also not adequate. Yet, most of the
extreme poor have to depend to the local moneylender to meet up their need. Yet,
around (80-85)% extreme poor of the poor communities are fully unable to manage
food three times in a day. According to SBUS’s observation and survey, they have to
pass very critically during Monga (seasonal food crisis) when they have to take credit
form local moneylenders with high rate of service charges or take advance money on
labouring. Children are sent to laboring instead of sending school. Student
attendance in primary school is less than 43%. Economic disparity among poor and
rich is very high and leadership of poor is rarely viewed. Government Service
provider institutions including Department of Health, Livestock, Education and Union
Parishad are not accountable and transparent enough to provide their service
deliveries. Consequently, poor and poorest people who are living in distanced and
remote areas could not get the services which they deserve. Especially family
education and health status of services is very poor due to communication difficulties.
However, now a days, due to frequent intervention of different Local, National,
International NGOs are working to address different development issues except
family education, primary education for children like as broader scale on education,
health, livelihood oriented agriculture, disaster management as so on.
Above such circumstances, Sobuj Bangla Unnayan Sangstha (SBUS) came to the
poor people close with particular emphasis to bring out positive changes at the
family, society as well as national level. SBUS realized that solidarity, socialization,
proper education, massive awareness and women empowerment are very prior to
develop to change the condition and position of rural children, men and women.
II. PROJECT DESCRIPTION:
A. Brief description of the project:
Being a non-government voluntary development organization SBUS desire to
implement something innovative and creative projects to diversify its elevated
outputs for the target people. The project Paribar O Saisab Bikash
Padakkhep (POSBP) is such initiative of the organization aiming to build up
justice and equivalent society where tranquility and peace living together. At
the beginning of this year, organization started the project for piloting
integrating family approach by the active involvement of whole family
members including children and parents. It established 3 education learning
centers namely Paribar O Saisab Bikash Kendra (POSBK) at Mohimagonj,
Gobindagonj Paurasova and Fulbri union of Gobindagonj upazila under
Gaibandha district.
The project addressed major problems by involving community people
including male and female as key actors in problem identification and
prioritization to suitable initiative for solution. Side by side education and
learning session are being provided to them currently and separately for
parents and children in a regular wise. Local and available materials and
equipments are being adopted in the project. After six month, organization
observed that the piloting project has brought out a remarkable level success
along with positive trends within these areas. It has great effectiveness to
create awareness in terms of people’s education, relationship, social
performance, family and social law with especial emphasizes to empower the
women as well as to upholds the rights of poor, extreme poor and disable
children. Community people become easily absorbed with the project
intervention like solidarity, socialization, proper education, massive
awareness and women empowerment and they are cordially appreciated the
adoption of socialization process to build a society where people will
contribute to the nation being a human resource.

The project has a divine process to build a strong and unite social bondage
among civil society with special concern to women, youth and children from
every level. The project would work to assist to develop well-planned family
structures with a learning environment. For this, the project will provide
education learning courses incorporating social and family laws, perspective
respect ness to religion, statutory household tasks and behavioral change in
enter communication. The project also assists to practice their learning
through socialization process. These comprehensive socializations process
also be reviewed by them in a participatory way. The project assists to build
up children folk as future resources by providing practical knowledge and
timely character building approach. Overall the project will enable a strong
and responsive social bondage among the community people who would be
capacitated to identify their problems and undertake integrated initiatives for
effective solution.
Gobindagonj and Polashbari upazila is the biggest Upazila in Gaibandha
district with a total population of (Gobindagonj: 4,61,428+Polashbari:
2,10,806)=6,72,234 and covering areas of 482sq.km.+190.67sq.km) about
64% people are poor including extreme poor, poor, and disable living in this
upazila. Disable families are living here in this upazila very inhumanly as if
they are simply disability in minority. The literacy rate of this Upazila is very
poor and about 99% women in remote areas are fully belonged illiterate. On
the other hand, women and girls are the victims of early marriage, polygamy,
divorces, dowry, rapping and many other kinds of physical torture as well as
domestic violence due to economical deprivation along with influence of
religious bound and prejudice of the society. They are the victims of dual
exploitation both by poverty and gender discrimination. Rich & influential
people always take chances to exploit women physically, mentally and even

a large portion of total population are occupied with agriculture, some others
are occupied with rickshaw and van pulling, labour, and some are occupied

People of the targeted areas are remaining poor and uneducated due to deep
lack of awareness, lack of information opportunities and lack of employment.
Though local level employment opportunities are exists but which is so poor
according to the need of the localities.
To address the prevailing situation, SBUS would like to undertake the project
to create awareness in terms of people’s education, relationship, social
performance, family and social law with especial emphasizes to empower the
women as well as to upholds the rights of girl children. The project will work
with solidarity, socialization, proper education, massive awareness and
women empowerment for targeted people to build a society where people will
contributive to the nation being a human resource. The project will enable
them to develop a well-planed family structure within the community where
couple and their children will learn knowledge of theoretical and practical at
the same time. Proposed family will learn about knowledge of social and
family laws, perspectives religion, statutory household tasks and behavioral
change communication through comprehensive social education and
socialization process in a with participatory ways. The project will assist to
build up children folk as future human resources by providing practical
knowledge and Behavioral Change Communication(BCC). The targeted
children will able to play a significant role as valuable in the country
development by their learning and gained knowledge. To establish a strong
and responsive community human circle within the working areas by

identifying local resources as well as problems and integrated initiatives the
project will contribute to establish a just and equitable society.
Problem Identification and Needs Assessment:
Though the Gobindagonj and Polashbari upazila is the biggest Upazila of
Gaibandha district but only 64% people are poor including extreme poor, poor
and disable people living in the upazila. Disable families are living here in this
upazila very inhumanly as if they are simply trivial minority. The literacy rate
of the Upazila is very poor and about 99% women in remote areas are fully
belonged illiterate. On the other hand, women and girls are the victims of
early marriage, polygamy, divorces, dowry, rapping and many other kinds of
physical torture as well as domestic violence due to economical deprivation
along with influence of religious bound and prejudice of the society. They are
the victims of dual exploitation both by poverty and gender discrimination.

mentally and even economically. At the family level women including children

People of the proposed areas are fully ignored from education, health and
effective services from different government and non-governmental service
providers. They are fully incapable to negotiate their actual needs with others
because of lack of information, shame, awareness, and skill. Furthermore,
local government structures are also very weak. SBUS carefully observes that
though many NGOs are working effectively, yet there prevail some problems
regarding the target people’s empowerment, capacity building, active
participation etc. According to assessment of the organization, there are
significant level gaps are prevailing in relation to the overall development of
the targeted people. There are great leakage in the process of solidarity,
socialization, proper education, massive awareness and women
empowerment. Due to inadequate education facilities, many children are
being deprived from education as well as due to innate level of unawareness
most of the parents engage their children in their household affairs or in
income generation activities. As a result, rate of drop out from primary
education increased.
Being realized, SBUS felt the necessity to undertake a integrated initiative
through Paribar O Saisab Bikash Padakkhep(POSBP) to create awareness in
terms of people’s education, relationship, social performance, family and
social law with especial emphasizes to empower the women as well as to
upholds the rights of girl children.
a) Purpose of the Project:
- To identify and reduce existing problems at family level by the parents
member.
- To improve inter relationship among with the family members by
establishing human bridge.
- To transfer skill and knowledge reducing poverty of the beneficiaries
family.

- To reduce early marriage, polygamy, divorces, dowry, rapping and
physical torturing as well as domestic violence in the community.
- To increase household income enhancing capacity building.
- To increase accessibility of free education facilities for deprived
children in the community.
- To increase accessibility for deprived disable children in the
community.
b) Immediate Expected Result/Outcome:
This project is right based project and it's all of the components will
started step by step. Some components will starting from the beginning of
the project like as child forum, mother and father forum. By the three kinds
of forum the project will starting child education, mother and father
counseling at forum based. By the counseling, participants will find out the
existing problem. On the basis of the problem, the participants will take
decision what they will do. So considering the project interventions, we
expect immediate result under as follows:
• 190 numbers of "Paribar O Saisab Bikash Kendra(POSBK)" will be
establish in the community where 5,700 poor and extreme poor
children and their parents will gather and enjoy here.
• Three kinds of forum like Child forum, Mother forum and Father
forum will be establish in the centre where ensure avail all of the right
based opportunity.
• 5,700 poor and ultra poor children including disable children can
get the opportunity to receive primary education in this centre.
• 5,700 child beneficiaries including disable children who will get the
health care facility.
• In the centre, 5,700 parents can easily counseling and find out
their existing problem and then take action plan for future
development of income status.
• Upazila and Zila level service provider officer can easily meet with
the poor, extreme poor and vulnerable people, where they can provide
their service easily.
• On the basis of existing problem, participants will select need
based skill development training. The project key person will ensure
the training for the participants step by step.
• Inter relationship, leadership and women empowerment will build
up among with the 5,700 parents.
• Early marriage, polygamy, divorces, dowry, rapping and physical
torturing as well as domestic violence will reduce in the community.
• 27 number of Digital Model School will establish in POSBK.
• In every year, 20% of parents will involve in Income Generating
Activities(IGA).
c) Project implementing Period:
This project is only for 5 (five) years. After mid-term evaluation of the
project, it will consider for further extension. In very year, the project will
start in April and end in March. So the period of the project will be April-
2013 to March-2018.
d) Major Activity of the Project:
• To establish "Poribar O Saisob Bikash Kendra(POSBK)" including in
Mother, Father & Child Forum.
• To arrange meeting, workshop, knowledge sharing for awareness
building.

• To organize parent's counseling individually in Mother and Father
forum.
• To providing skill development training like Vegetable Gardening,
Tailoring Training, Poultry & goat rearing, Cow rearing and cow
fattening, Fish culture, Plantation, Hand made showpiece, Assistive
Device etc.
• To providing free primary education to the participant's children.
• Category wise involvement in Income Generating Activity(IGA)
providing financial assistance of the parents.
e) Risk Analysis of the Project:
Early childhood development is the vast issues in current situation of
Bangladesh. Every children those who are deprived from primary
education living in remote rural areas. Near about 85% parents of the
children are illiterate and they are maintaining in lower income status.
Maximum 18-20 hours in day they have to work for earning. So the target
people of the project are not right situation to implement the project. On
the other hand, most of the parents are satisfied in small income.
Considering the lower income, it is not possible to provide sufficient
nutrition, health care facility, education tools facility, dress facility, heavy
food facility, recreation and games arrangement facility etc. So the
parents are not interested to take more plan for further development of
their children. So as a result, it is difficult to work with them and take any
plan for the children are not easy.
During the implementation of the project, there are many risks in
association with key activities but SBUS believes and has experiences to
overcome together with all project stakeholders. SBUS has extended
people’s trusteeship about to implement the project as it has
experimentally implemented in some areas. SBUS will be able to
understand the project stakeholders about the concepts and theme of the
project to scope with any kinds of risks.
Analysis the above mentioned problem, we have to take action plan on
considering the following below:
• Child education will continue in morning at 7.00am to 9.00am in
every "Poribar O Saisob Bikash Kendra(POSBK)"
• Child forum activity will be continued after completion of the daily
lesson of education.
• To be worked with the mother group at evening, considering their
working hour.
• To be worked with father group at night, considering their working
hour.
• Applying PRA methored, we have to take action plan for
implementing the project activity.

g) Possible Environmental Impacts of the project:
After completion of the project, the over all environment of the community
will be changed under as follows:
• No other children of the poor and ultra poor family are not dropped
in primary education.
• The children of the poor and ultra poor family will be promoted in a
grater position in the community.
• It is not possible for any children of the poor and ultra poor family
to return into the earlier profession of their parents.
• All of the beneficiaries children can be engaged in any higher
services rather then day labourer.
• 90% mother of the beneficiaries children will be very skilled and
involved with Income Generating Activities(IGA).
• Reducing family discrimination among with the husband and wife.
• Any of the parents are not influenced to married their daughter
early in the life.
• Each of the community children will be admitted in higher
educational institutions like schools and college.
• Reducing divorce and rapping percentage.
• Disable children are accessible for getting their basic fundamental
rights.

C. Beneficiaries and Participants:
a) Beneficiaries:
Primary or direct Beneficiaries:
5,700 Community children those who are disable, Children of Labor
Farmer, Van or Rickshaw Puller, Day Labour, Fisherman, Kamar Kumar
children and poor and ultra poor community children will be the primary or
direct beneficiaries of the project.
Secondary or indirect Beneficiaries:
5,700 Community parents those who are disable, Labor Farmer, Van or
Rickshaw Puller, Day Labor, Fisherman, Kamar Kumar and poor and ultra
poor community inhabitant will be the secondary or indirect beneficiaries
of the project. Where there are 2800-3000 number of women will be
involved in the project.
b) Beneficiaries involvement the planning and design of the project
In Saisob Bikash Kendra, the existing piloting project of the organization
near about 75 parents put their opinion to develop, designing and
planning this project separately. Using the method of Focus Group
Discussion (FGD), Person to person interview, Group meeting with men
and women, we have collected primary and secondary data relevant this
project for designing and planning. The existing piloting project of Saisob
Bikash Kendra are using as a counseling center of the community where
the parents of the targeted children can easily meet and can participate
easily for planning and designing of the project.
c) Beneficiaries participation of the project:
The beneficiaries of the project are the main and major stakeholder. They
are directly involved in the interventions. Firstly, they will have to develop
child forum, father forum and mother forum at Paribar O Saisob Bikash
Kentrda of the organization. On the basis of this forum, all interventions of
the project will be implemented.
d) Future participation of Participants of the Project:
After 5(five) year, completion of the project, the participants of the project
will be capable to continue the community based institutions like "Paribar
O Saisob Bikash Kentrda(POSBK)" with the help of Saisob Bikash Centre
Committee(SBCC). Finding the successful achievement, all of the parents
and the SBCC member must be desired for continuing the "Paribar O
Saisob Bikash Kentrda(POSBK)" by their own initiative. Local government
and Civil Society and other relevant stakeholder will help of them.
e) Project Development Committee(PDC):
This committee consists 13 nos of members those who will assist to
develop the project by planning, motivating, providing technical assistance

responsible to ensure department wise Upazila and Zila level services
towards the participants. Also they have to provide training towards
the participants in need based.
4) Project Concern:
An expert project concern who has vast knowledge of project
development, project designing and project planning will involved with
this project. He is sole responsible to provide the support of project
writing, project planning, project briefing to donor or any other
organizations. Also he is responsible for providing suggestion to the
project key person for implementing the project timely and smoothly.
5) Community Elite:
4(four) numbers of Community Elite of the PDC will attend any of the
project meeting when they are called by the PDC. They are sole
responsible to ensure up level services towards the participants and
also they have to provide training as well as their expertise.
f) Project Implementation:
The project will directly work with the poor and ultra poor family's children
by establishing "Paribar O Saisab Bikash Kendra(POSBK)" where it is
possible to create massive awareness, relationship build up among with
family members, parents especially emphasizing women empowerment.
The project will also work in different issues identifying the existing
problem of the family like early marriage, polygamy, divorces, dowry,
rapping and physical torturing as well as domestic violence through the
centre of "POSBK" in the community.
From the beginning of the project, it will be started with the following
interventions:

1. Formation of "Project Development Committee(PDC)
A Project Development Committee(PDC) consisting 13 number of
members will be organized just before going to develop the project
where include Civil Society, Local Government, Project development
expert. A meeting will be held to organize the committee at Upazila
level for the development of the project.
2. Project Lunching Workshop
A Project Lunching Workshop will organize just before going to
implement the project where Civil Society, Local Government including
Upazila Chairman and UP Chairman, like minded NGO's Chief or
representatives and others social actors will attend. The workshop will
be held at upazila level presenting the main goal and objectives of the
project.
3. Staff Recruitment
On the basis of staff pattern, Organization will recruit required project
staff to implement the project through advertisement in local
Newspapers. Staff will be recruited through formal written and
interviewing test encouraging female applicants for the project.
4. Survey for Parents and Children selection
The recruited field level staffs will survey in the targeted villages and
select the parents and children where we work with project
participants of 30 children including disable children couples of 30
parents(60 persons) for each Poribar O Saisab Bikash
Kendra(POSBK). According to the Guideline of Poribar O Saisab
Bikash Kendra (POSBK), the trained staffs will select those type of
participants and participant's family.
5. Field Office Establishment
Organization will establish 01 Field Office for effective communication
and smooth implementation of the project. This office is being setup at
Polashbari Upazila under Gaibandha district.
6. Poribar O Saisab Bikash Kendra (POSBK) Establishment
According to the Guide Line of POSBK, the organization will establish
190 POSBK centres in 27 unions and 1 Pourasova of Gobindagonj
and Polashbari Upazila under Gaibandha district in priority basis.
SBCC Committee will help to the project personnel for establishing the
POSBK. In each of the POSBK, three kinds of Forum that is call Child
Forum, Father Forum and Mother Forum will made by POSBK. Each
Forum will conducting two type of committee that is call Executive
Committee(EC) and General Committee(GC). The Executive
Committee will elected by the voting of General Committee consisting
of 30 members for two years. After two years, the EC committee will
be abolished and again elected by the voting of GC.
7. Model Digital School Establishment
27 Model Digital School will be established by the targeted POSBK
among with 190 POSBK. In the Model Digital School, all of the
learning part for the children will be presented by the computer in
visually. A special digital software made by POSBK will serve the
learning services in 27 model digital school in priority based as a
piloting program. After completion of the piloting, each of the POSBK
will starting to provide digital lesson learning in Gobindagonj and
Polashbari Upazila under Gaibandha district.

8. Saisob Bikash Centre Committee(SBCC) Formation
The project will form Soisob Bikash Centre Committee(SBCC) in
each targeted village as major actors of the project. They are
performing activity directly as Social Change Agent(CSA) in their
community. Each SBCC will consist of 9 members including POSBK's
Facilitator, two potential couples (4 persons), 2 teachers from
government & non-government school or college, 2 from relevant UP
members. SBCC will work as major actors of the project as well as
management team who will take over the overall role and
responsibility to organize of POSBK successfully.
9. Develop and collect different low cost available materials
Organization will develop and collect 28 kinds of low-cost materials
from available resources and including animal, flower, fruits etc.
pictures, geographical maps, traffic signals, numbers chart, letter
chart, wall pocket calendar, khatas, pencils, pen, various type of toys
etc. which are cheapest and locally available.
10. Staff Orientation
The project will organize a daylong orientation for senior and junior
level staff of the project on project's purpose and interventions which
will be organized in 2 batches. The orientation will enable them to
perform their respective role and responsibilities accordingly.
11. Training on Project Methodology for Staff and Teachers
5 daylong training on Socialization process would be offered for the
staff and Teachers of POSBK so that they would be able to perform
adequately about adopt socialization process as well as education
methodology which will be organized in 2 batches.
12. Training for PDC and SBCC members on Advocacy and Social
Mobilization
The project will offer 3 day long training for PDC and SBCC members
on Advocacy and Social Mobilization which will be organized
separately in 27 batches so that they would be able to perform their
role and responsibilities as well as social moderator.
13. Digital Software develop for POSBK's Students
The project will develop 10 kinds of soft books containing different
practical basic knowledge, ideas, concentration building tips and basic
education of religion, statutory, social and family level. Besides those
soft books assist to develop the learners in terms of values, norms,
behavior like respectfulness to others, coherent family and social
relationship. Project will develop 10 kinds of soft books for 27 model
digital school for the targeted children involved with the project.
14. Books publication for POSBK students
The project will publish 4 indispensable books containing different
practical knowledge, ideas, concentration building tips and laws on
basic education of religion, statutory, social and family level. Besides
those books assist to develop the learners in terms of values, norms,
behavior like respectfulness to others, coherent family and social
relationship. Project will publish 5700 books for the targeted children
involved with the project.
15. Organize monthly counseling meeting in the respective forum
with children, father and mother
The Project Personnel will organize counseling monthly meeting with
children, father & mother differently in their respective forum for

sharing and gathering knowledge on various types of essential issues
like basic education, health & hygiene, savings collection, family
planning, early marriage, polygamy, divorces, dowry, rapping and
physical torturing as well as domestic violence, gender &
development, water and sanitation, income generating etc.
16. Organize Training Session on Capacity Building for the forum
participants
The project Personnel will organize minimum 2 daylong need based
training for Parents on Capacity Building by providing different types of
skills and technical knowledge to undertake their perspective IGA
initiatives. Too undertake IGA initiatives the project will provide
financial supports also.
17. POSBK Annual Get Together
The project will organize POSBK annual get together where all the
targeted families including their children will attend. A formal
discussion on the progress, achievement, weakness and learning will
shared among the participants.
18. Refreshers Training for Staff and Teachers
The project will provide 2 daylong refreshers training for Staff and
Teachers on Socialization process and education methodology to
review and enhance their performance.
19. International and National Day Observance
Project stakeholders including staff, teachers, parents, children will
observe International national Day in an integrated way through a
colourful rally, discussion meeting and cultural functions.
21. Sharing/Opinion meeting with forum participants & local
government
The project will organize sharing/opinion meetings in each forum
participants and local government representatives where father,
mother, children and up members will participate as interrogator.
22. Message dissemination of POSBK through poster
The project will disseminate core message of the project through
publishing 5000 posters to increase the level of awareness among the
community people

The project will disseminate core message of the project through
publishing 5000 leaflet contains the theme, focus, goal, objectives and
effectiveness of the POS BK.
24. Case study collection and booklet publication
The project will collect best 570 cases from 5700 families depending
on their success and will publish 1000 booklet which will help to
assess the effectiveness and results of the project.
25. Drama/theatre show on development issues
Organization will organize 27 drama/theatres on different development
issues including early marriage, dowry, polygamy, protect violence
against women, etc. to increase the awareness among the project
stakeholders. These shows will be showed by the own artists of
POSBK.

Implementation Process:
With the help of Civil Society, Local Government of upazila and zila level
and the program participant of the targeted area, Organization have taken
initiative to implement the project of Poribar O Saisob Bikash
Podokkep(POSBP). On the basis of Project Implementing Circle, the
organization will establish 190 POSBK under the project at village level in
27 unions under Gobindagonj and Polashbari Upazila of Gaibandha
district. Each of POSBK 3 kinds of forum like child, mother and father
forum will be established for taking action plan for further development of
the community. PDC and SBCC will help of the forum through Tea circle
meeting, problem identifying workshop, training and orientation etc.

Staff Pattern:
The total staffs of the project are 217 persons including a project
coordinator, evaluation and communication officer, account officer, centre
supervisor, trainer(full time and part-time), office assistant, facilitators, and
supporting staff will work independently for this project and need based
youth volunteers will work as social mobilizers for the effective
implementation of the project. Executive Director directly assist to the
project as Project Director for smooth management and implementation of
the project.
Staff Responsibilities:
Project Director(PD)-01:
The organization Executive Director(ED) will be a Project Director(PD). He
is the chief authority of the project. He is responsible for donor/partner
communication, contact agreement, Administrative and Finance
management, Staff management etc. And also he is liable to ensure the
service to the participants utilizing all sorts of resources.
Project Coordinator(PC)-01:
A Project Coordinator(PC) will be recruited for coordinating all sorts of
project interventions. He will be a second man of the project. He is
responsible for reporting and communicating to the higher authority of the
project. He will maintain staff, finance and all sorts of official
correspondence, preparing official document etc. Also he is responsible
for staff orientation, staff training, staff supervising, activity monitoring,
communicating with local elite and local government and non-government
organizations. Also he is liable to ensure the services to the participants
utilizing efficient staff and resources.

Program Officer(PO) will be recruited for implementing the project
interventions. One of the officer will be responsible for Gobidagonj upazila
and other will be responsible for Polashbari Upazila under the project. He

document prepare, reporting to the higher authority. He/she is reportable
to the Project Coordinator(PC).
Evaluation and Communication Officer(ECO)-02:
Evaluation and Communication Officer(ECO) will be recruited for
evaluating the project activities and communicate with the local elite, GO
and NGOs Officials. One of the officer will be responsible for Gobidagonj
upazila and other will be responsible for Polashbari Upazila under the
project. He is sole responsible to collect information from field, document
preparing, report preparing reporting and reporting to the higher authority.
He/she is reportable to the Project Coordinator(PC).
Account Officer(AO)-02:
Account Officer(AO) will be recruited for maintaining financial activities.
He is sole responsible for document keeping, cash book, ledger book and
all sorts of financial document maintain, financial report preparing and
sending report to the higher authority. He/she is reportable to the Project
Coordinator(PC).
Centre Supervisor(CS)-10:
Centre Supervisor(CS) will be recruited for supervising the center
activities of the project. Directly, He/She will work with the Centre
Facilitators. He/she will supervise the Centre Facilitator. Also he/she is
responsible for document keeping, book and khata maintain for the
student, conduct monthly refreshers along with the Facilitators. He/she is
reportable to the Program Officer(PO).
Trainer-02(Full-time):
Full-time and need based part-time trainer will be recruited for providing
training to the participants through the centre. The Full-time Trainer will
maintaining the training schedule for providing skill development training
to the participants and reporting to the higher authorities of the project.
Need based training conducted by the part-time trainer in day and night.
Office Assistant(OA)-02:
Office Assistant (OA) will be recruited for maintaining the office work like
record keeping, letter correspondence, typing work and preparing all sorts
of office document. Also he is responsible for data storing, processing and
serving to the higher authority using computer. He/she is reportable to the
Account Officer(AO).
Facilitator-190:
Facilitator emphasizing women will be recruited for conducting and
maintaining the centre. She is sole responsible for providing teaching,
motivating children and parents to conduct the forum through the
guideline. She is reportable to the Center Supervisor(CS).
Supporting Staff-06:
Supporting staff like Office Boy-02, Night Guard-02 Aya-02 will be
recruited for document keeping, office cleaning and office guard etc for

maintaining two offices. All of them are reportable to the Account
Officer(AO).
Volunteer:
Need based volunteer will be selected when the project work will start.
g) Differently impact of women and men, boys and girls in the
community:
Completion of the project, women and men of the community are to be
differently empower, skilled and involved in IGA. They will have to earn
more rather then previous life. So they can easily take decision to send
their children to the school. Every of the family, Women are not torched by
the men. Men and women are very much cordial cooperated to each
other. Boys and girls of the community are capable to build up their career
in every of the development issues and they can be able to take good
decision with out any discrimination. Both the girls and boys are to be
engaged in the educational process with out any hesitation. No girls are
not rapped by the any boys. All of the parents will to be very conscious to
married of their daughter in early of the life. So massive environment of
the community has to be changed in positive approach.

E. Resources requested from the Canada Fund:
The organization requested for the financial assistance of Early Childhood
Development, Child Education and reducing poverty of the poor and ultra
poor children's family.
F. Working with Community resources:
The organization have already worked with the Community Resource
Center(CRC) of Bangladesh, Union Parishad Education Standing
Committee, Role of School Management Committee, Change Agent
Committee of Union Parishad, Anando School(ROSC) Project of Bangladesh
Government. Disability Resource Centre of Bangladesh, ECDRC (BRAC
University), CAMPE, Poribesh Andolon, Sishu Konna Advocacy Forum,
Consumers Association of Bangladesh (CAB) and also worked with Hunger
Project.
G. Past Experience:
a) Relevant project description:
The organization already has implemented the following relevant project
activity in the community-
Childhood is the supreme period to learn. Consequently to increase the
literacy rate within the working areas, SBUS attempt to establish different
types of educational programmes for the children and adults at the
grassroots level. It includes Poribar O Soisab Bikash Kendra (POSBP),
Anonda School under ROSC project supported by Ministry of Primary and
Mass Education through the World Bank. It has been operating 108
Anonda School in Gobindagonj Upazila while 100 POSBP centres.
Seeing the results and impact, high officials and political representatives
praised the initiatives undertaken by the organization. During 2009
Bangladesh government allowed to change the POSBP to Anonda School
respectively. It is contributing to establish education centre ensuring equal
participation of children and adults both for male and female group so that

they can be able to gain knowledge and conception about their own rights
and development.
Output:
 Increased the literacy rate within the working areas
 51 Anonda Schools are ongoing where 4200 drop out students are
imparting education
 51 local teachers cum facilitators are engaged with those schools
 120 POSBP centres also on going within the working areas
 Local people and administration are interestingly cooperating with the
education programme.
 Innovated new approaches for quality education adopted
 Extra curricular activities in the education session adopted for their
learning
 Education materials are also been distributed among the learning
centres
 Dress and others equipments are also provided to the learning centres
 The rate of drop out and deprived poor children have been decreasing
for effective enrolment of the organization.
 171 SMC/CMC have been strengthened for school management.
 171 teachers have been capacitated through different training,
sessions and orientations.
 Finally the relationship in-between teachers, guardians, local
government structures, civil society have been developed.
A. Capacity Building Programme:
This programme is a unique program of SBUS through which the
capacities of the targeted people have been increased. Different activities
are being implemented under this programme like different types of
training, workshop, orientation session, yard session, technical
assistance, open consultation. Besides, organization ensures their
individual participation in different development activities for social
advancement. In addition, about 75% HHs are more or less depending on
agriculture. Some of them are also engage in fish culture, livestock
rearing, poultry farming etc; but which they are doing in traditional ways.
As a result, they can harvest or produce targeted production. Thus why
SBUS has been providing different skill transfer training, workshop with
practical demonstration to establish agriculture based enterprises.
Output:
• Increased capacity of organizational staffs, teachers and
facilitators through 35 training, 23 workshops and 129 orientations
• Increased capacity of 120 School Management Committee (SMC),
Centre Management Committee, Guardians representatives through
14 training, and numbers of orientations
• Yearly foundation training for the teachers cum facilitators
successfully organized
• Regular orientations on social development and mobilization for
the youth groups were also organized
• Couple training and sharing on family planning and development
regularly organized for awareness creation
• GHAT information and technology centres has been delivering its
supports to the students, teachers, farmers and different professionals

• Training and orientation on office management, staff and resource
management are also in high priority for the senior level staff.
• Advanced training on reporting and documentation, presentation,
speech delivery to develop professionalism for the organisational
development
B. Gender, Justice and Good Governance Programme:
Every human being is entitled to get some indispensable rights, which is
equally applicable for all. Due to patriarchy, unequal power structure,
influenced culture and tradition, lack of good governance and
accountability, women fail to achieve their right and justice equally like
men. As a result there prevails insecurity, corruption, and anarchy and
gender inequality in our society. To address the situation, SBUS
emphasise to empower local government by playing their role and
responsibility and also influence different community service provider to
increase their responsiveness towards the poor, disadvantaged, disabled,
old aged people especially who are female. This programme enables an
opportunity to abolish all kinds of discrimination, social deprivation social
injustice from the society.
Output:
• Lobby and advocacy to fulfill rights on behalf of poorest people,
disadvantaged people, disabled, old aged and vulnerable people
affected by disaster are on going in a regular basis
• Backing to establish women rights through caring by the legal
advisers of the organization
• A total of 35 conflicts have been resolved locally to establish
women rights
• A total of 07 victims from domestic violence have been supported
by the organization.
• Influence to increase responsiveness and accountability of the
local government, government and non-government institutions are
also in place in a regular basis.
• A total of 12 workshops, 05 seminars on gender, justice and
governance organized successfully
• Proper negotiation and cooperation with the local government
representatives adopted to establish rights and entitlement of the poor
people.

Phone: 880-05423-75417 Fax: 880-05423-75417 E-mail: sobujbangla2010@yahoo.com E) Brief description of the community/group submitting the project: The poor and ultra poor community/group of Sobuj Bangla Unnayan Sangstha(SBUS) who are living in rural of Gobindagonj and Polashbari upazila under Gaibandha District. Gaibandha is a northern district of Bangladesh comprised of 7 Upazilas, 82 Unions and 2 municipalities with an area of 2,179 sq. km. Brahmaputra, Tista, Jamuna and Karotoa have crisscrossed the district. As a result, natural calamities including monsoon flood; draught, river erosion, cold wave, tornado etc. are common occurrences in this district. About 64% people are poor including extreme poor, poor and tribal ethnicities living in this upazila. Tribal families are living here in this upazila very inhumanly as if they are simply trivial minority. The literacy rate of this Upazila is very poor and about 99% women in remote areas are fully belonged illiterate. 10.5% disable people in this are living with insufficient opportunity or accessibility including disable women and children. The disable children are very deprived from their basic fundamental rights like primary education, food and nutrition and recreation. On the other hand, women and girls are the victims of early marriage, polygamy, divorces, dowry, rapping and many other kinds of physical torture as well as domestic violence due to lack of education, economical deprivation along with influence of religious bound and prejudice of the society. They are the victims of dual exploitation both by poverty and gender discrimination. Rich & influential people always take chances to exploit women physically, mentally and even economically. At the family level women including children are sometime fully denied from rights.   • 2. of different local and national level NGOs but these are no sufficient according to the demand as the productive and reproductive rate also not adequate. Yet, most of the extreme poor have to depend to the local moneylender to meet up their need. Yet, around (80-85)% extreme poor of the poor communities are fully unable to manage food three times in a day. According to SBUS’s observation and survey, they have to pass very critically during Monga (seasonal food crisis) when they have to take credit form local moneylenders with high rate of service charges or take advance money on labouring. Children are sent to laboring instead of sending school. Student attendance in primary school is less than 43%. Economic disparity among poor and rich is very high and leadership of poor is rarely viewed. Government Service provider institutions including Department of Health, Livestock, Education and Union Parishad are not accountable and transparent enough to provide their service deliveries. Consequently, poor and poorest people who are living in distanced and remote areas could not get the services which they deserve. Especially family education and health status of services is very poor due to communication difficulties. However, now a days, due to frequent intervention of different Local, National, International NGOs are working to address different development issues except family education, primary education for children like as broader scale on education, health, livelihood oriented agriculture, disaster management as so on. Above such circumstances, Sobuj Bangla Unnayan Sangstha (SBUS) came to the poor people close with particular emphasis to bring out positive changes at the family, society as well as national level. SBUS realized that solidarity, socialization, proper education, massive awareness and women empowerment are very prior to develop to change the condition and position of rural children, men and women. II. PROJECT DESCRIPTION: A. Brief description of the project: Being a non-government voluntary development organization SBUS desire to implement something innovative and creative projects to diversify its elevated outputs for the target people. The project Paribar O Saisab Bikash Padakkhep (POSBP) is such initiative of the organization aiming to build up justice and equivalent society where tranquility and peace living together. At the beginning of this year, organization started the project for piloting integrating family approach by the active involvement of whole family members including children and parents. It established 3 education learning centers namely Paribar O Saisab Bikash Kendra (POSBK) at Mohimagonj, Gobindagonj Paurasova and Fulbri union of Gobindagonj upazila under Gaibandha district. The project addressed major problems by involving community people including male and female as key actors in problem identification and prioritization to suitable initiative for solution. Side by side education and learning session are being provided to them currently and separately for parents and children in a regular wise. Local and available materials and equipments are being adopted in the project. After six month, organization observed that the piloting project has brought out a remarkable level success along with positive trends within these areas. It has great effectiveness to create awareness in terms of people’s education, relationship, social performance, family and social law with especial emphasizes to empower the women as well as to upholds the rights of poor, extreme poor and disable children. Community people become easily absorbed with the project intervention like solidarity, socialization, proper education, massive awareness and women empowerment and they are cordially appreciated the adoption of socialization process to build a society where people will contribute to the nation being a human resource.   • 3. The project has a divine process to build a strong and unite social bondage among civil society with special concern to women, youth and children from every level. The project would work to assist to develop well-planned family structures with a learning environment. For this, the project will provide education learning courses incorporating social and family laws, perspective respect ness to religion, statutory household tasks and behavioral change in enter communication. The project also assists to practice their learning through socialization process. These comprehensive socializations process also be reviewed by them in a participatory way. The project assists to build up children folk as future resources by providing practical knowledge and timely character building approach. Overall the project will enable a strong and responsive social bondage among the community people who would be capacitated to identify their problems and undertake integrated initiatives for effective solution. Gobindagonj and Polashbari upazila is the biggest Upazila in Gaibandha district with a total population of (Gobindagonj: 4,61,428+Polashbari: 2,10,806)=6,72,234 and covering areas of 482sq.km.+190.67sq.km) about 64% people are poor including extreme poor, poor, and disable living in this upazila. Socio-economic status of this upazila is also very poor as a large portion of total population are occupied with agriculture, some others are occupied with rickshaw and van pulling, labour, and some are occupied with small trades and business. Disable people are also neglected and derived who are generally occupied with labouring in agriculture sectors. People of the targeted areas are remaining poor and uneducated due to deep lack of awareness, lack of information opportunities and lack of employment. Though local level employment opportunities are exists but which is so poor according to the need of the localities. To address the prevailing situation, SBUS would like to undertake the project to create awareness in terms of people’s education, relationship, social performance, family and social law with especial emphasizes to empower the women as well as to upholds the rights of girl children. The project will work with solidarity, socialization, proper education, massive awareness and women empowerment for targeted people to build a society where people will contributive to the nation being a human resource. The project will enable them to develop a well-planed family structure within the community where couple and their children will learn knowledge of theoretical and practical at the same time. Problem Identification and Needs Assessment: Though the Gobindagonj and Polashbari upazila is the biggest Upazila of Gaibandha district but only 64% people are poor including extreme poor, poor and disable people living in the upazila. Disable families are living here in this upazila very inhumanly as if they are simply trivial minority. The literacy rate of the Upazila is very poor and about 99% women in remote areas are fully belonged illiterate. On the other hand, women and girls are the victims of early marriage, polygamy, divorces, dowry, rapping and many other kinds of physical torture as well as domestic violence due to economical deprivation along with influence of religious bound and prejudice of the society. They are the victims of dual exploitation both by poverty and gender discrimination. Rich & influential people always take chances to exploit women physically, mentally and even economically. At the family level women including children are sometime fully denied from rights. Socio-economic status of this upazila is also very poor as a large portion of total population are occupied with agriculture, some others are occupied with rickshaw and van pulling, labour, and some are occupied with small trades and business. Disable people are also neglected and derived who are generally occupied with labouring in agriculture sectors. People of the targeted areas are remaining poor and uneducated due to deep lack of awareness, lack of information opportunities and lack of employment. Though local level employment opportunities are exists but which is so poor according to the need of the localities. People of the proposed areas are fully ignored from education, health and effective services from different government and non-governmental service providers. They are fully incapable to negotiate their actual needs with others because of lack of information, shame, awareness, and skill. Furthermore, local government structures are also very weak. SBUS carefully observes that though many NGOs are working effectively, yet there prevail some problems regarding the target people’s empowerment, capacity building, active participation etc. According to assessment of the organization, there are significant level gaps are prevailing in relation to the overall development of the targeted people. There are great leakage in the process of solidarity, socialization, proper education, massive awareness and women empowerment. Due to inadequate education facilities, many children are being deprived from education as well as due to innate level of unawareness most of the parents engage their children in their household affairs or in income generation activities. As a result, rate of drop out from primary education increased. Being realized, SBUS felt the necessity to undertake a integrated initiative through Paribar O Saisab Bikash Padakkhep(POSBP) to create awareness in terms of people’s education, relationship, social performance, family and social law with especial emphasizes to empower the women as well as to upholds the rights of girl children. a) Purpose of the Project: - To identify and reduce existing problems at family level by the parents member. - To improve inter relationship among with the family members by establishing human bridge. - To transfer skill and knowledge reducing poverty of the beneficiaries family. Some components will starting from the beginning of the project like as child forum, mother and father forum. By the three kinds of forum the project will starting child education, mother and father counseling at forum based. By the counseling, participants will find out the existing problem. On the basis of the problem, the participants will take decision what they will do. So considering the project interventions, we expect immediate result under as follows: • 190 numbers of "Paribar O Saisab Bikash Kendra(POSBK)" will be establish in the community where 5,700 poor and extreme poor children and their parents will gather and enjoy here. • Three kinds of forum like Child forum, Mother forum and Father forum will be establish in the centre where ensure avail all of the right based opportunity. • 5,700 poor and ultra poor children including disable children can get the opportunity to receive primary education in this centre. • 5,700 child beneficiaries including disable children who will get the health care facility. • In the centre, 5,700 parents can easily counseling and find out their existing problem and then take action plan for future development of income status. • Upazila and Zila level service provider officer can easily meet with the poor, extreme poor and vulnerable people, where they can provide their service easily. • On the basis of existing problem, participants will select need based skill development training. The project key person will ensure the training for the participants step by step. • Inter relationship, leadership and women empowerment will build up among with the 5,700 parents. • Early marriage, polygamy, divorces, dowry, rapping and physical torturing as well as domestic violence will reduce in the community. • 27 number of Digital Model School will establish in POSBK. • In every year, 20% of parents will involve in Income Generating Activities(IGA). c) Project implementing Period: This project is only for 5 (five) years. After mid-term evaluation of the project, it will consider for further extension. In very year, the project will start in April and end in March. So the period of the project will be April- 2013 to March-2018. d) Major Activity of the Project: • To establish "Poribar O Saisob Bikash Kendra(POSBK)" including in Mother, Father & Child Forum. • To arrange meeting, workshop, knowledge sharing for awareness building.   • 6. • To organize parent's counseling individually in Mother and Father forum. • To providing skill development training like Vegetable Gardening, Tailoring Training, Poultry & goat rearing, Cow rearing and cow fattening, Fish culture, Plantation, Hand made showpiece, Assistive Device etc. • To providing free primary education to the participant's children. • Category wise involvement in Income Generating Activity(IGA) providing financial assistance of the parents. e) Risk Analysis of the Project: Early childhood development is the vast issues in current situation of Bangladesh. Every children those who are deprived from primary education living in remote rural areas. Near about 85% parents of the children are illiterate and they are maintaining in lower income status. Maximum 18-20 hours in day they have to work for earning. So the target people of the project are not right situation to implement the project. On the other hand, most of the parents are satisfied in small income. Considering the lower income, it is not possible to provide sufficient nutrition, health care facility, education tools facility, dress facility, heavy food facility, recreation and games arrangement facility etc. So the parents are not interested to take more plan for further development of their children. So as a result, it is difficult to work with them and take any plan for the children are not easy. During the implementation of the project, there are many risks in association with key activities but SBUS believes and has experiences to overcome together with all project stakeholders. SBUS has extended people’s trusteeship about to implement the project as it has experimentally implemented in some areas. SBUS will be able to understand the project stakeholders about the concepts and theme of the project to scope with any kinds of risks. Analysis the above mentioned problem, we have to take action plan on considering the following below: • Child education will continue in morning at 7.00am to 9.00am in every "Poribar O Saisob Bikash Kendra(POSBK)" • Child forum activity will be continued after completion of the daily lesson of education. • To be worked with the mother group at evening, considering their working hour. • To be worked with father group at night, considering their working hour. • Applying PRA methored, we have to take action plan for implementing the project activity. f) Other features of the project: The project Paribar O Saisab Bikash Padakkhep (POSBP) is such initiative of the organization aiming to build up justice and equivalent society where tranquility and peace living together. At the beginning of this year, organization started the project for piloting integrating family approach by the active involvement of whole family members including children and parents. It established 3 education learning centers namely Paribar O Saisab Bikash Kendra (POSBK) at Mohimagonj union and Gobindagonj Paurashabha in Gaibandha district. After six month, organization observed that the piloting project has brought out a remarkable level success along with positive trends within these areas. It has great effectiveness to create awareness in terms of people’s education, relationship, social performance, family and social law with especial emphasizes to empower the women as well as to upholds the rights of children. Community people become easily absorbed with the project intervention like solidarity, socialization, proper education, massive awareness and women empowerment and they are cordially appreciated the adoption of socialization process to build a society where people will contribute to the nation being a human resource. The project has a divine process to build a strong and unite social bondage among civil society with special concern to women, youth and children from every level. The project would work to assist to develop well- planned family structures with a learning environment. For this, the project will provide education learning courses incorporating social and family laws, perspective respect ness to religion, statutory household tasks and behavioral change in enter communication. The project also assists to practice their learning through socialization process. These comprehensive socializations process also be reviewed by them in a participatory way. To establish a strong and responsive community human circle within the working areas by identifying local resources as well as problems and integrated initiatives the project will contribute to establish a just and equitable society. g) Possible Environmental Impacts of the project: After completion of the project, the over all environment of the community will be changed under as follows: • No other children of the poor and ultra poor family are not dropped in primary education. • The children of the poor and ultra poor family will be promoted in a grater position in the community. • It is not possible for any children of the poor and ultra poor family to return into the earlier profession of their parents. • All of the beneficiaries children can be engaged in any higher services rather then day labourer. • 90% mother of the beneficiaries children will be very skilled and involved with Income Generating Activities(IGA). • Reducing family discrimination among with the husband and wife. • Any of the parents are not influenced to married their daughter early in the life. • Each of the community children will be admitted in higher educational institutions like schools and college. • Reducing divorce and rapping percentage. • Disable children are accessible for getting their basic fundamental rights. Beneficiaries and Participants: a) Beneficiaries: Primary or direct Beneficiaries: 5,700 Community children those who are disable, Children of Labor Farmer, Van or Rickshaw Puller, Day Labour, Fisherman, Kamar Kumar children and poor and ultra poor community children will be the primary or direct beneficiaries of the project. Secondary or indirect Beneficiaries: 5,700 Community parents those who are disable, Labor Farmer, Van or Rickshaw Puller, Day Labor, Fisherman, Kamar Kumar and poor and ultra poor community inhabitant will be the secondary or indirect beneficiaries of the project. Where there are 2800-3000 number of women will be involved in the project. b) Beneficiaries involvement the planning and design of the project In Saisob Bikash Kendra, the existing piloting project of the organization near about 75 parents put their opinion to develop, designing and planning this project separately. Using the method of Focus Group Discussion (FGD), Person to person interview, Group meeting with men and women, we have collected primary and secondary data relevant this project for designing and planning. The existing piloting project of Saisob Bikash Kendra are using as a counseling center of the community where the parents of the targeted children can easily meet and can participate easily for planning and designing of the project. c) Beneficiaries participation of the project: The beneficiaries of the project are the main and major stakeholder. They are directly involved in the interventions. Firstly, they will have to develop child forum, father forum and mother forum at Paribar O Saisob Bikash Kentrda of the organization. On the basis of this forum, all interventions of the project will be implemented. d) Future participation of Participants of the Project: After 5(five) year, completion of the project, the participants of the project will be capable to continue the community based institutions like "Paribar O Saisob Bikash Kentrda(POSBK)" with the help of Saisob Bikash Centre Committee(SBCC). Finding the successful achievement, all of the parents and the SBCC member must be desired for continuing the "Paribar O Saisob Bikash Kentrda(POSBK)" by their own initiative. Local government and Civil Society and other relevant stakeholder will help of them. e) Project Development Committee(PDC): This committee consists 13 nos of members those who will assist to develop the project by planning, motivating, providing technical assistance and supporting. They are sole responsible to ensure department wise Upazila and Zila level services towards the participants. Also they have to provide training towards the participants in need based. 4) Project Concern: An expert project concern who has vast knowledge of project development, project designing and project planning will involved with this project. He is sole responsible to provide the support of project writing, project planning, project briefing to donor or any other organizations. Also he is responsible for providing suggestion to the project key person for implementing the project timely and smoothly. 5) Community Elite: 4(four) numbers of Community Elite of the PDC will attend any of the project meeting when they are called by the PDC. They are sole responsible to ensure up level services towards the participants and also they have to provide training as well as their expertise. f) Project Implementation: The project will directly work with the poor and ultra poor family's children by establishing "Paribar O Saisab Bikash Kendra(POSBK)" where it is possible to create massive awareness, relationship build up among with family members, parents especially emphasizing women empowerment. The project will also work in different issues identifying the existing problem of the family like early marriage, polygamy, divorces, dowry, rapping and physical torturing as well as domestic violence through the centre of "POSBK" in the community. Formation of "Project Development Committee(PDC) A Project Development Committee(PDC) consisting 13 number of members will be organized just before going to develop the project where include Civil Society, Local Government, Project development expert. A meeting will be held to organize the committee at Upazila level for the development of the project. 2. Project Lunching Workshop A Project Lunching Workshop will organize just before going to implement the project where Civil Society, Local Government including Upazila Chairman and UP Chairman, like minded NGO's Chief or representatives and others social actors will attend. The workshop will be held at upazila level presenting the main goal and objectives of the project. 3. Staff Recruitment On the basis of staff pattern, Organization will recruit required project staff to implement the project through advertisement in local Newspapers. Staff will be recruited through formal written and interviewing test encouraging female applicants for the project. 4. Survey for Parents and Children selection The recruited field level staffs will survey in the targeted villages and select the parents and children where we work with project participants of 30 children including disable children couples of 30 parents(60 persons) for each Poribar O Saisab Bikash Kendra(POSBK). According to the Guideline of Poribar O Saisab Bikash Kendra (POSBK), the trained staffs will select those type of participants and participant's family. 5. Field Office Establishment Organization will establish 01 Field Office for effective communication and smooth implementation of the project. This office is being setup at Polashbari Upazila under Gaibandha district. 6. Poribar O Saisab Bikash Kendra (POSBK) Establishment According to the Guide Line of POSBK, the organization will establish 190 POSBK centres in 27 unions and 1 Pourasova of Gobindagonj and Polashbari Upazila under Gaibandha district in priority basis. SBCC Committee will help to the project personnel for establishing the POSBK. In each of the POSBK, three kinds of Forum that is call Child Forum, Father Forum and Mother Forum will made by POSBK. Each Forum will conducting two type of committee that is call Executive Committee(EC) and General Committee(GC). The Executive Committee will elected by the voting of General Committee consisting of 30 members for two years. After two years, the EC committee will be abolished and again elected by the voting of GC. 7. Model Digital School Establishment 27 Model Digital School will be established by the targeted POSBK among with 190 POSBK. In the Model Digital School, all of the learning part for the children will be presented by the computer in visually. A special digital software made by POSBK will serve the learning services in 27 model digital school in priority based as a piloting program. After completion of the piloting, each of the POSBK will starting to provide digital lesson learning in Gobindagonj and Polashbari Upazila under Gaibandha district.   • 13. 8. Saisob Bikash Centre Committee(SBCC) Formation The project will form Soisob Bikash Centre Committee(SBCC) in each targeted village as major actors of the project. They are performing activity directly as Social Change Agent(CSA) in their community. Each SBCC will consist of 9 members including POSBK's Facilitator, two potential couples (4 persons), 2 teachers from government & non-government school or college, 2 from relevant UP members. SBCC will work as major actors of the project as well as management team who will take over the overall role and responsibility to organize of POSBK successfully. 9. Develop and collect different low cost available materials Organization will develop and collect 28 kinds of low-cost materials from available resources and including animal, flower, fruits etc. pictures, geographical maps, traffic signals, numbers chart, letter chart, wall pocket calendar, khatas, pencils, pen, various type of toys etc. which are cheapest and locally available. 10. Staff Orientation The project will organize a daylong orientation for senior and junior level staff of the project on project's purpose and interventions which will be organized in 2 batches. The orientation will enable them to perform their respective role and responsibilities accordingly. 11. Training on Project Methodology for Staff and Teachers 5 daylong training on Socialization process would be offered for the staff and Teachers of POSBK so that they would be able to perform adequately about adopt socialization process as well as education methodology which will be organized in 2 batches. 12. Training for PDC and SBCC members on Advocacy and Social Mobilization The project will offer 3 day long training for PDC and SBCC members on Advocacy and Social Mobilization which will be organized separately in 27 batches so that they would be able to perform their role and responsibilities as well as social moderator. 13. Digital Software develop for POSBK's Students The project will develop 10 kinds of soft books containing different practical basic knowledge, ideas, concentration building tips and basic education of religion, statutory, social and family level. Besides those soft books assist to develop the learners in terms of values, norms, behavior like respectfulness to others, coherent family and social relationship. Project will develop 10 kinds of soft books for 27 model digital school for the targeted children involved with the project. 14. Books publication for POSBK students The project will publish 4 indispensable books containing different practical knowledge, ideas, concentration building tips and laws on basic education of religion, statutory, social and family level. Besides those books assist to develop the learners in terms of values, norms, behavior like respectfulness to others, coherent family and social relationship. Project will publish 5700 books for the targeted children involved with the project. 15. Organize Training Session on Capacity Building for the forum participants The project Personnel will organize minimum 2 daylong need based training for Parents on Capacity Building by providing different types of skills and technical knowledge to undertake their perspective IGA initiatives. Too undertake IGA initiatives the project will provide financial supports also. 17. POSBK Annual Get Together The project will organize POSBK annual get together where all the targeted families including their children will attend. A formal discussion on the progress, achievement, weakness and learning will shared among the participants. 18. Refreshers Training for Staff and Teachers The project will provide 2 daylong refreshers training for Staff and Teachers on Socialization process and education methodology to review and enhance their performance. 19. International and National Day Observance Project stakeholders including staff, teachers, parents, children will observe International national Day in an integrated way through a colourful rally, discussion meeting and cultural functions. 21. Sharing/Opinion meeting with forum participants & local government The project will organize sharing/opinion meetings in each forum participants and local government representatives where father, mother, children and up members will participate as interrogator. 22. Case study collection and booklet publication The project will collect best 570 cases from 5700 families depending on their success and will publish 1000 booklet which will help to assess the effectiveness and results of the project. 25. Drama/theatre show on development issues Organization will organize 27 drama/theatres on different development issues including early marriage, dowry, polygamy, protect violence against women, etc. to increase the awareness among the project stakeholders. Implementation Process: With the help of Civil Society, Local Government of upazila and zila level and the program participant of the targeted area, Organization have taken initiative to implement the project of Poribar O Saisob Bikash Podokkep(POSBP). On the basis of Project Implementing Circle, the organization will establish 190 POSBK under the project at village level in 27 unions under Gobindagonj and Polashbari Upazila of Gaibandha district. Each of POSBK 3 kinds of forum like child, mother and father forum will be established for taking action plan for further development of the community. Staff Pattern: The total staffs of the project are 217 persons including a project coordinator, evaluation and communication officer, account officer, centre supervisor, trainer(full time and part-time), office assistant, facilitators, and supporting staff will work independently for this project and need based youth volunteers will work as social mobilizers for the effective implementation of the project. Executive Director directly assist to the project as Project Director for smooth management and implementation of the project. Staff Responsibilities: Project Director(PD)-01: The organization Executive Director(ED) will be a Project Director(PD). He is the chief authority of the project. He is responsible for donor/partner communication, contact agreement, Administrative and Finance management, Staff management etc. And also he is liable to ensure the service to the participants utilizing all sorts of resources. Project Coordinator(PC)-01: A Project Coordinator(PC) will be recruited for coordinating all sorts of project interventions. He will be a second man of the project. He is responsible for reporting and communicating to the higher authority of the project. He will maintain staff, finance and all sorts of official correspondence, preparing official document etc. Also he is responsible for staff orientation, staff training, staff supervising, activity monitoring, communicating with local elite and local government and non-government organizations. One of the officer will be responsible for Gobidagonj upazila and other will be responsible for Polashbari Upazila under the project. He is sole responsible to work with the staff, information collection from field, document prepare, reporting to the higher authority. He/she is reportable to the Project Coordinator(PC). Evaluation and Communication Officer(ECO)-02: Evaluation and Communication Officer(ECO) will be recruited for evaluating the project activities and communicate with the local elite, GO and NGOs Officials. One of the officer will be responsible for Gobidagonj upazila and other will be responsible for Polashbari Upazila under the project. He is sole responsible to collect information from field, document preparing, report preparing reporting and reporting to the higher authority. He/she is reportable to the Project Coordinator(PC). Account Officer(AO)-02: Account Officer(AO) will be recruited for maintaining financial activities. He is sole responsible for document keeping, cash book, ledger book and all sorts of financial document maintain, financial report preparing and sending report to the higher authority. He/she is reportable to the Project Coordinator(PC). Centre Supervisor(CS)-10: Centre Supervisor(CS) will be recruited for supervising the center activities of the project. Directly, He/She will work with the Centre Facilitators. He/she will supervise the Centre Facilitator. Also he/she is responsible for document keeping, book and khata maintain for the student, conduct monthly refreshers along with the Facilitators. He/she is reportable to the Program Officer(PO). Trainer-02(Full-time): Full-time and need based part-time trainer will be recruited for providing training to the participants through the centre. The Full-time Trainer will maintaining the training schedule for providing skill development training to the participants and reporting to the higher authorities of the project. Need based training conducted by the part-time trainer in day and night. Office Assistant(OA)-02: Office Assistant (OA) will be recruited for maintaining the office work like record keeping, letter correspondence, typing work and preparing all sorts of office document. Also he is responsible for data storing, processing and serving to the higher authority using computer. He/she is reportable to the Account Officer(AO). Facilitator-190: Facilitator emphasizing women will be recruited for conducting and maintaining the centre. She is sole responsible for providing teaching, motivating children and parents to conduct the forum through the guideline. She is reportable to the Center Supervisor(CS). Volunteer: Need based volunteer will be selected when the project work will start. g) Differently impact of women and men, boys and girls in the community: Completion of the project, women and men of the community are to be differently empower, skilled and involved in IGA. They will have to earn more rather then previous life. So they can easily take decision to send their children to the school. Every of the family, Women are not torched by the men. Men and women are very much cordial cooperated to each other. Boys and girls of the community are capable to build up their career in every of the development issues and they can be able to take good decision with out any discrimination. Both the girls and boys are to be engaged in the educational process with out any hesitation. No girls are not rapped by the any boys. All of the parents will to be very conscious to married of their daughter in early of the life. So massive environment of the community has to be changed in positive approach. D. G. Past Experience: a) Relevant project description: The organization already has implemented the following relevant project activity in the community- Childhood is the supreme period to learn. Consequently to increase the literacy rate within the working areas, SBUS attempt to establish different types of educational programmes for the children and adults at the grassroots level. It includes Poribar O Soisab Bikash Kendra (POSBP), Anonda School under ROSC project supported by Ministry of Primary and Mass Education through the World Bank. It has been operating 108 Anonda School in Gobindagonj Upazila while 100 POSBP centres. Seeing the results and impact, high officials and political representatives praised the initiatives undertaken by the organization. During 2009 Bangladesh government allowed to change the POSBP to Anonda School respectively.   • 19. they can be able to gain knowledge and conception about their own rights and development. Output:  Increased the literacy rate within the working areas  51 Anonda Schools are ongoing where 4200 drop out students are imparting education  51 local teachers cum facilitators are engaged with those schools  120 POSBP centres also on going within the working areas  Local people and administration are interestingly cooperating with the education programme.  Innovated new approaches for quality education adopted  Extra curricular activities in the education session adopted for their learning  Education materials are also been distributed among the learning centres  Dress and others equipments are also provided to the learning centres  The rate of drop out and deprived poor children have been decreasing for effective enrolment of the organization.  171 SMC/CMC have been strengthened for school management.  171 teachers have been capacitated through different training, sessions and orientations.  Finally the relationship in-between teachers, guardians, local government structures, civil society have been developed. A. Capacity Building Programme: This programme is a unique program of SBUS through which the capacities of the targeted people have been increased. Different activities are being implemented under this programme like different types of training, workshop, orientation session, yard session, technical assistance, open consultation. Besides, organization ensures their individual participation in different development activities for social advancement. In addition, about 75% HHs are more or less depending on agriculture. Some of them are also engage in fish culture, livestock rearing, poultry farming etc; but which they are doing in traditional ways. As a result, they can harvest or produce targeted production. Thus why SBUS has been providing different skill transfer training, workshop with practical demonstration to establish agriculture based enterprises.   • 20. • Training and orientation on office management, staff and resource management are also in high priority for the senior level staff. • Advanced training on reporting and documentation, presentation, speech delivery to develop professionalism for the organisational development B. Gender, Justice and Good Governance Programme: Every human being is entitled to get some indispensable rights, which is equally applicable for all. Due to patriarchy, unequal power structure, influenced culture and tradition, lack of good governance and accountability, women fail to achieve their right and justice equally like men. As a result there prevails insecurity, corruption, and anarchy and gender inequality in our society. To address the situation, SBUS emphasise to empower local government by playing their role and responsibility and also influence different community service provider to increase their responsiveness towards the poor, disadvantaged, disabled, old aged people especially who are female. This programme enables an opportunity to abolish all kinds of discrimination, social deprivation social injustice from the society. Output: • Lobby and advocacy to fulfill rights on behalf of poorest people, disadvantaged people, disabled, old aged and vulnerable people affected by disaster are on going in a regular basis • Backing to establish women rights through caring by the legal advisers of the organization • A total of 35 conflicts have been resolved locally to establish women rights • A total of 07 victims from domestic violence have been supported by the organization. • Influence to increase responsiveness and accountability of the local government, government and non-government institutions are also in place in a regular basis. • A total of 12 workshops, 05 seminars on gender, justice and governance organized successfully • Proper negotiation and cooperation with the local government representatives adopted to establish rights and entitlement of the poor people. b) Give information on any previous projects supported by the Government of Canada - when was the project funded, for how much, what Program or Department, whether the project was successfully completed.
