During James Monroe's presidency (1817-1825), two major issues arose. The Missouri Crisis of 1819 dealt with Missouri applying for statehood as a slave state, threatening the balance between free and slave states. Henry Clay proposed the Missouri Compromise of 1820 to allow Missouri in as a slave state and Maine as a free state, with slavery prohibited above latitude 36°30' in the Louisiana Territory. Foreign policy concerns under Monroe included preventing European powers from interfering in the Americas and colonizing there, which became known as the Monroe Doctrine. Andrew Jackson was then elected president in 1828, championing the concept of Jacksonian democracy that emphasized the will of the common people, though it had its limits regarding groups
