that has been agreed to officially.
• HRH : “All people engaged in actions whose primary intent is to
enhance positive health outcomes.”
• Includes physicians, nursing professionals, pharmacists, midwives,
dentists, allied health professions, community health workers, social
health workers and other health care providers, as well as health
management and support functions personnel like cleaner, guard etc.

LOCAL GOVERNMENT OPERATION ACT 2074
GOAL
To implement local authority.
To ensure transparency and accountability while promoting
cooperative, coexistence, and relationships among federal, provincial
and local level.
To provide accessible and quality service.
There is a legal provision that only the candidates selected and
recommended by the Provincial Public Service Commission should be
appointed to the permanent post of local service.

EMPLOYEE ADJUSTMENT ACT 2075
GOAL
The legal arrangement to adjust government service and other service
employees to federal, provincial and local level services.
1. Autonomous of provincial government to transfer an employee
within the province.
2. After the staff adjustment work is completed, the provincial
government and the local level can make change or modification in
the organization structure and posts as per the need.

PUBLIC HEALTH SERVICE ACT 2075
GOAL
To ensure the constitutional right of every citizen to get free basic
health care and emergency health care, and
To establish access to health care by making it regular, effective and
accessible.
1. Every health institution must provide affordable services only from
qualified service providers, while the issue of having qualified
health personnel for quality health services has been given
importance.
2. Health workers must adhere to their professional conduct.

3. If they want to work elsewhere, they must obtain prior approval
from the relevant authorities.
4. The GoN should formulate and implement policies and standards
related to the development, distribution and utilization of health
service human resources and in the case of such problems, it should
determine the long-term, medium-term and immediate-term plans
based on the projection of manpower, technology and equipment.

NATIONAL MEDICAL EDUCATION ACT 2075
GOAL
To develop medical education according to the national needs of the
country,
To organize the work related to the establishment and operation of
educational institutions related to medical education, quality in
medical education, professionalism,
To ensure equal access to all students, including the disadvantaged, by
maintaining institutional accountability, geographical balance and
social justice,
To regulate educational institutions and improve medical education.

• The students who study for free or on scholarship have to work for at
least two years, one year in remote and one year in accessible as per
assigned by the Nepal government after their studies.
• The GoN shall establish and operate a medical education university
and may operate at least one public medical college within 2080

regulation of health institutions.
• During the state of emergency and inadequate human manpower, local
government can demand human resources to provincial and federal

GOAL : To develop and expand a health system for all citizens in the
federal structures based on social justice and good governance and
ensure access to and utilization of quality health services.
1. Expansion of hospital, health institutions, health services and HRH.
2. One health manpower will be available up to high school.
3. According to the federal structure, short-term and long-term plans
will be made to obtain and develop and utilize the necessary health
manpower.
4. An integrated national curriculum will be prepared in cooperation
with the relevant agencies and HRH will be produced as required for
all levels.

5. In all local level primary hospitals, medical services of MDGP will
be provided by creating necessary posts for emergency treatment,
lab services, pharmacy services, nursing services and public health
services.
6. Higher education studies, in-service training, continuous

encouraged and promoted in order to increase the capacity of health
personnel.
7. For quality health services, necessary arrangements will be made for
the production of specialized manpower in various fields (midwives,
hospital management, medical leadership, economics, etc.)

8. By developing the capacity of all levels in health research, health
researchers and technical personnel will be encouraged to research
in coordination with academic and educational institutions.

GOAL
To ensure access to quality health services at the people's level by
developing and expanding a strong health system at all levels.
1. A master plan will be prepared to determine the health workforce

doctors and health workers will be mobilized in the health service.
2. In the health and nutrition strategy of the 15th plan, hospitals, health
institutions and population distribution, geographical location and
needs at the federal, state and local levels.
