The government is considering including micro, small and medium enterprises (MSMEs) in its definition of startups to help boost manufacturing and job creation under the Make in India initiative. This would allow MSMEs to receive the same benefits as startups such as tax breaks and easier access to financing. Officials are discussing criteria for MSMEs to qualify as startups. Including MSMEs could significantly increase employment as they are large employers. The Department of Industrial Policy and Promotion is leading the effort to finalize the startup policy in consultation with other ministries ahead of its announcement by the Prime Minister in January 2016.

With the Government’s reforms drive and resolve, scalable improvement in ease of doing business holds the key to enhance investment attractiveness of the Indian economy and help attain higher GDP growth as also spur job creation in a sustainable manner.
To realise the Prime Minister’s vision of positioning India among the top 50 countries globally for ease of doing business in next two years, the Government has recently undertaken a number of measures including the launch of e-biz portal to integrate 14 regulatory permissions at one source, rationalization of tax procedures, simplification of labour regulations and creation of appropriate skill development ecosystem.
Given the thrust on landmark reforms like “Make in India”, both Government and industry have endorsed that the focus on improving the Ease of Doing Business in India has to take priority.

Since the last one year, there has been much activity, both at center and state levels, in the form of policy amendments, procedural simplifications and promotional measures to revive manufacturing growth.
Over the next decade, the performance of the manufacturing sector will be critical for achieving India’s overall aspirations of growth and employment. Achieving these aspirations would not be easy and will require coordinated efforts to develop necessary enabling infrastructure, tap new avenues for growth and improve labour and capital productivity. Why indian businessmen do not speak their mind
Indian businessmen are generally cautious about publicly expressing their political opinions due to fears of reprisal from the government. Even with social media, most business leaders avoid making controversial statements. Some exceptions include Rahul Bajaj, chairman of Bajaj Auto, who is outspoken on social issues, and Harsh Goenka, chairman of RPG Group, who tweeted criticism of the ruling party in West Bengal but later walked it back. While social media allows for more open expression of views, Indian business leaders still fear potential investigations or tax raids if they are seen as working against the government. The culture of guardedness remains entrenched at large Indian conglomerates like the Tatas, Birlas, and Ambanis.

- Automation is predicted to eliminate 6.4 lakh low-skilled IT jobs in India over the next five years, worsening prospects for new graduates. While the IT industry currently employs over 3 million, only 1 million new engineering jobs are expected to be created in the coming five years.

Nobel laureate Joseph Stiglitz believes that Indian policymakers should focus on growing the economy rather than inflation. He insists that excessive focus on inflation will hurt growth and increase unemployment and inequality. Stiglitz also praised India's MGNREGS program as the world's most innovative employment guarantee scheme and important for reducing inequality. Additionally, he criticized India's handling of issues like JNU and restrictions on NGOs, saying it damages India's international reputation and could deter foreign investment by placing India with authoritarian regimes.
Govt eases funding rules for startups
The Indian government has eased funding rules for startups to help strengthen the startup ecosystem. A recent notification makes it easier for startups to receive funds of Rs. 25 lakh or more via convertible notes by exempting such funds from being considered a deposit. This will relieve startups from stringent rules around informing regulators or maintaining deposit reserves. The relaxation is only available to startups that meet government criteria. Separately, eligible startups will be exempt from paying angel tax on differential funding received from non-registered investors. So far, 571 startups have applied for benefits under the Startup India initiative, though only 12 currently qualify for the tax exemption.

Govt job seekers can now access scores online
The government has approved a proposal to make candidate scores and rankings from government recruitment exams publicly available online through a dedicated portal. The portal will be created by the National Informatics Centre and will display exam results unless the candidate has opted out of disclosure. Candidates can access detailed results for exams in the past year by clicking on the exam name on recruiting agency websites linked on the portal. Details shown will include name, birthdate, category, gender, education, address and email unless the candidate opted out during the application process.
New startups meeting govt norms to escape angel tax
The new notification from the Central Board of Direct Taxes will exempt startups that meet government definitions from angel tax when raising investments above fair market value. - 1. Plan to Include MSMEs in Startup Definition DIPP's move will help govt decide which companies can draw benefits of any scheme for startups and push manufacturing to create more jobs
- 2. Contd… The government is considering a proposal to include micro, small and medium enterprises (MSMEs) in its definition of startups to help boost the Make in India campaign. Various government departments have held a series of brainstorming sessions to discuss the definition so that the policy can be formalised. A clear definition is imperative for the government to decide which companies can draw the benefits of any scheme for startups. The Department of Industrial Policy and Promotion (DIPP) is spearheading the exercise of formulating the startup policy, along with ministries such as finance, skill development and MSME among others. The Start-Up India initiative is scheduled to be announced by Prime Minister Narendra Modi in January 2016 and the policy needs to be finalised by then. Progress on the initiative is being monitored directly by the Prime Minister's Office. India wants to create an ecosystem that encourages entrepreneurship and is collecting suggestions from the startup community for steps that need to be taken to ensure that the Start-Up India initiative is a success.

Contd… Including MSMEs, collectively one of the biggest employers of people in India, is seen as positive for manufacturing and therefore employment generation, key aims of the Make in India programme. Officials are also discussing specific criteria that would make an MSME eligible to be called a startup. This would determine eligibility for incentives such as fewer compliance conditions, cheaper credit and tax benefits. “Defining (startups) is the most complex issue. It involves technology com panies, MSMEs and so many other sectors. We should be able to finalise something soon,“ a senior government official said. To qualify as a startup, an entity would also have to meet certain financial standards besides having a level of innovation in its product or service. “It is better to have a broader definition of startups, so MSMEs and tech-based startups can both take ad vantage. The moment one leaves things for interpretation, corruption will seep in,“ said Gaurav Kachru, founder, 5ideas Startup Superfuel.Startups are expected to create 250,000 jobs in India by 2020, up from 80,000 now, according to a Nasscom report.The Start-Up India initiative announced by Modi in his Independence Day speech assumes significance giv en the thrust by the government toward employment generation.
